Economic reasons for delaying Iraqi oil, gas law, Commission

Iraqi Parliamentary Energy Commission attributed the delay in governmental sending of oil and gas law to "economic reasons", pointing that the Cabinet's Economic Commission is making some amendments on the law.

MP Tareq Sideeq Rasheed added that the government withdrew a number of laws for amendments before endorsement by the parliament, stressing that the Baghdad-Arbil differences contributed for their endorsement.

He disclosed that the Iraqi government withdrew the law three times after great changes in the law.

Earlier, parliamentary sources said that the endorsement of the oil and gas project "need pre-agreement between Baghdad and Arbil".

The reduction in parliament is because they need to make room for the federation council, which is the upper legislative branch of the government. They will run a government similar to ours. So in order to not have a bloated government they need to reduce the number of members in the house so then they can have the appropriate number in the federation council also. That is why they are reducing the provincial governments also, because chosen members from the provinces will sit on the federation council and this council will have the same powers as the house of representatives. As far as the hcl right now they are working on the idea of creating regions in Iraq, just like kurdistan except they will not be semi-autonomous. The sunnis are talking that this national reconciliation will not bring the results that hakim wants because so many other members of the national alliance will make sure that it doesnt get fulfilled, so the sunnis are talking of nineveh becoming a region, and maybe anbar as part of that also so they can locally govern themselves and have their own security force under the national guard law, but still remain with baghdad. Now any province does have the right under the constitution to become their own region, and they say that they have the support of the kurds because the northern parts of nineveh actually do belong to kurdistan under article 140 from the map of 1967 before saddam created the arabization. This may be what they are discussing because if these two areas combine then it makes for a greater area where the wells of oil and gas would have to be reappropriated. This is something that has been looked at for a long time so i dont think its a major long term hold up. The article i read said that they were waiting for the new US administration to come in because Obama basically wouldnt back the idea because he was for the shiites and for iran to have a say in what happens in iraq. Nujafi and Issawi made a trip to washington and were told that obama wouldnt back the idea, and thats because it would upset iran. So the sunni's gave a letter to king abdullah of jordan to give to the trump administration. It sure seems that everyone is waiting for this new administration to come in so alot of these issues will get settled.
