Member of Parliament Hadi Al-Salami confirmed, today, Sunday, that the new parliament is in the process of unifying the salary scale among state employees, by discussing the civil service law in preparation for its approval after the House of Representatives holds its sessions.
 
Al-Salami said in a statement to the official newspaper, followed by NRT Arabia, that "the current parliament, as soon as it begins its work, will present the civil service law to be read for the first time, then discuss it with experts and specialists in this field, and then read it for the second time and vote on it," noting that "the law will regulate bonuses." and promotions, and unifies the salaries of employees in state ministries.
 
He stressed, "There is a large discrepancy in salaries between one department and another, in addition to the allocations and petty cash, while the employee makes the same effort in all state departments."
 
And he indicated that "the Finance Committee in the former House of Representatives completed the procedures of the Civil Service Law a year ago and submitted it to the Presidency of the Council," noting that "the law contains 100 articles, and it will regulate bonuses, vacations and promotions for employees, in addition to unifying the salary scale of employees in the ministries of the state, taking into account the difference in financial allocations from one ministry to another.

Today, Sunday, the First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, explained that he sought to legislate a law through which a percentage of oil imports would be deducted and “granted to the people” during the current session.

Al-Zamili's office said in a statement, "The latter chaired a meeting with senior advisers to the House of Representatives, and directed to expedite the preparation of a comprehensive strategy for the legislative and oversight policy for this parliamentary session, and to form a committee to follow up the implementation and activation of the government's blocking laws."

ERBIL, Kurdistan Region – Iraq’s new parliament will focus on passing legislations that “serve the people” and among those is redistributing a percentage of oil revenues among those in need, the country’s new deputy parliamentary speaker said on Sunday.

The parliament’s new deputy speaker Hakim al-Zamli met with a number of parliamentary advisors on Sunday where according to a statement from his Facebook page, he said that the new parliament will focus on passing legislations that serve the people.

“His priority is cutting a percentage of the oil revenues and redistributing it among those that are jobless, graduates who have not been employed, the sick, and those with special needs, to be the first legislation for the parliament to vote on,” the statement read.

Zamli’s statement comes at a time where Iraqi parties are working on forming a new government, and the head of Zamli’s party, Shiite cleric Muqtada al-Sadr,  has on several occasions preached that the new government should be one that serves the Iraqi people. 

With the Sadrists having won the largest bloc in the parliament and their recent alliance with the Sunni Taqadum and the Kurdistan Democratic Party (KDP), passing such legislation could be an easy task, however the step is seen as disastrous move by analysts.
 

The Iraq based analyst added that his analysis does not apply to the government alone, but to the parliament as well, linking a piece about Zamli’s Sunday meeting. 


The Iraqi government is dependent on oil revenues to cover its costs and pay the salaries of civil servants. Despite suffering in much of 2021 due to record low oil prices, the country’s oil revenue is once again booming as oil prices are increasing globally.

The increase in oil prices even helped the country pay off the final installment of the Gulf War reparation to Kuwait in December. 

With the Kuwait reparations out of the way and the Iraqi Central Bank’s reserves having increased from $51.9 to $64 billion in December the parliament’s new largest bloc seems to be willing to resort to subsidies.

After years of conflict and the recent coronavirus pandemic, Iraqi youth are frontline victims of poverty and lack of job opportunities. According to data from the World Bank, in 2019 around 25 percent of Iraqis between the ages of 15 to 24 in the labor force were unemployed. 

Unemployment was one of the factors that drove thousands of Iraqi youth into the streets in October 2019 calling for the resignation of then Prime Minister Adil Abdul Mahdi and early elections. On their demand, Prime Minister Mustafa al-Kadhimi made it one of his cabinet’s missions to hold early elections.

However poverty and unemployment continues in Iraq and has forced thousands of Iraqi people to migrate abroad.

The political circles are awaiting the final short list of candidates for the position of President of the Republic, after a meeting between the Presidency of the Parliament and the judicial authorities concerned with examining and scrutinizing the names, in preparation for the House of Representatives voting session scheduled for the seventh of next February.
According to the statement of the First Deputy Speaker of Parliament Hakim Al-Zamili, a meeting was held in the presence of the Minister of Higher Education, the Head of the Integrity Commission, the Vice-President of the Accountability and Justice Commission, the Senior Undersecretary of the Ministry of Interior and members of the Diwaniyah Order, and discussed the files of the 26 candidates.
The meeting concluded, according to the statement, that documents, certificates and CVs were approved in a professional and transparent manner, and that political pressures were removed from the relevant authorities.
Political analyst Manaf al-Moussawi explained that "the coming days will clarify the features of the coalition between the Sadrist movement and determination and progress, in addition to the Kurdistan Democratic Party, which may pave the way for choosing the presidents of the republic and ministers faster than in the past sessions."
Al-Moussawi told "Al-Sabah": "The informal coalitions are clear, and in the event that the two Kurdish parties do not agree, matters will reach the election in Parliament, in a repeat of the last session," adding that "the Democratic candidate is more fortunate given that his coalition has two-thirds of the constitutionally required votes."
For his part, the former journalist and political analyst, Khaon Qardaghi, says that "the Sunni and Shiite parties have experiences with the Kurds regarding positions in Baghdad, especially the Kurdistan Union Party." 
In an interview with "Al-Sabah", Qardaghi indicated that "the entitlement to the position and winning it will not deepen the dispute between the two parties because of the common destiny and struggle, and the region cannot be managed by one party," adding that "there is a strategic agreement that may be reconsidered if the Democrat wins." Shankali confirmed to "Al-Sabah", that "in 2018, the two parties had a candidate, and when the Union candidate won, we blessed them, and today they have to imitate the morals of the knights in the competition, without resorting to what tarnishes the reputation of the Kurds."
In turn, the head of the Kurdish New Generation Movement, Seshwar Abdul Wahed, set ten conditions for withdrawing the movement's candidate and voting for one of the two parties' candidates, including reducing the price of fuel, establishing bank accounts for retirees and employees, settling Article 140, launching the student grant with the appointment of graduates, and setting a date for internal elections in Territory with the appointment of independent electoral staff.

While the Sadrists and an alliance secure the progress and determination of their goals, the current data indicates that the dispute between the two largest Kurdish parties in the Kurdistan region is still at its height regarding their candidates for the post of President of the Republic, Barham Salih and Hoshyar Zebari, and there is no solution except by resorting to the election session under the dome of Parliament, accompanied by 24 other candidates.
A member of the Patriotic Union of Kurdistan, Ghiath Surji, considered that "the power-sharing agreement between us and the Democrat in the Kurdistan region, and the position of the President of the Republic in the center, is still valid, which means that the presidency of the Republic is worthy of the Patriotic Union," adding that "it is not annulled, even if not It is being worked on.”
Surji added that "the Kurdistan Democratic Party submitted a proposal to nominate two other people for the position of the Union, and it is assumed that consensus will be reached on one person," considering the current blockage as a pretext for the Democrat to win the presidency.
This comes as Surji's party colleague, Aso Feridun, points out that "the weight of the votes will not be as expected now, and there will be a surprise in the voting session."
In a statement to "Al-Sabah", Fereydoun said, "We had hoped well in the last meeting between the leaders of the two Kurdish parties that the public interest would prevail over everything, but the dialogue stopped, and the two parties will go to Parliament with different candidates."
The member of the union continued by saying: "If Hoshyar Zebari wins, the union will accept the issue, and if a national government is formed, it will be possible for a national opposition to be formed in which we participate."
In turn, the Democratic Party prefers to resort to the parliament's vote to choose the president of the republic, and the leader of the party, Mahdi Abdul Karim, said: The situation will be as follows: We will enter the next session with our candidate Hoshyar Zebari, while the Patriotic Union of Kurdistan will enter with its candidate Barham Salih.

Yes CL, it will be. Seems IMO they will go down the list, and draw on the white board the total votes per candidate. Depending on the vote count per candidate, at the same time looking for a majority. The processing of eliminating begins. They may have two or maybe a third candidates, that gets voted on a second round. Let's just hope they don't delay the session once it whittle down 2 candidates. will soon see..lol GM CL and all of DV..

The Kurdistan Union announces a complete break with the Democratic Party
  
{Politics: Al Furat News} The Patriotic Union of Kurdistan announced, on Sunday, the complete piece with its rival, the Democratic Party.
 

The leader of the Union, Ghiath Al-Sorji, told Al Furat News that: "There is no communication, dialogue, meeting, or even phone calls with the Kurdistan Democratic Party."
"Each party will go with its candidate separate from the other to the parliament session, and Barham Salih will be our only candidate for the presidency," Sorji said.
And a member of the Kurdistan Democratic Party, Ali Al-Faili, announced to Al-Furat News that two candidates for the presidency of the republic will go to the House of Representatives as a result of the lack of agreement with the National Union.
Al-Faili explained that the vision of the Democrat is not against Saleh's personality, but rather is in line with the general vision of all parties of the political class.

It was customary, according to the agreement between the two Kurdish parties, for Mam Jalal to be President of the Republic and Massoud Barzani to be President of the Region.”
He added, "The union brought Barham Salih from outside the union to the presidency, and the agreement between the two offices was that the person nominated for the presidency should be acceptable to all political parties."
Qassem continued, "We understand the problems of the Patriotic Kurdistan and the external pressures, and our relationship with it extends for years. We do not deny that it was marred by some impurities due to different visions, but it will not affect our ethnicity at all. We have no observations on a righteous person, but rather his performance." 
And he indicated that "the Democratic candidate, Hoshyar Zebari, is a prominent political figure and has succeeded in the foreign relations file, and we see him as very qualified for the position of the presidency, and so far we have not seen any negative comment on his candidacy for the position."
Qassem added, “Iraq ranked first in corruption globally, and most of the corrupt are entrenched in governance and the ongoing struggle to participate in pursuit of immunity from accountability,” concluding, “We will not enter our candidate unless we are 100% sure of his victory in the presidency, and we bet on solving our outstanding problems with the federal government inside Baghdad.” ".

Shafaq News/ The International Peace and Charity Organization held, on Monday, a conference in Sulaymaniyah, in the presence of a number of media outlets and civil activists, to discuss the file of the Presidency of the Republic and the unification of the Kurdish ranks.

 

Zirk Muhammad, the representative of the organization, said during a press conference attended by Shafak News Agency correspondent, that the current stage requires the unity of the Kurdish rank more than any previous stage and requires everyone to accept the other.

 

He added, "It is important for the Kurdish parties to end media tensions that may negatively reflect on the reality of life in the region, and the parties must agree on one candidate with whom they will go to the February 7th session."

 

They also demanded that "intellectuals and writers play a role in decreasing the current tension and humidifying the atmosphere in a manner that suits the requirements of the stage."
