Shafaq News/ The presidential candidate, Kamal Aziz Qaytoli, called on all Kurdish parties on Sunday to support an independent figure for the purpose of bringing about a change in the general situation and unifying their ranks.

Kamal Aziz Qaytoli, an independent Iraqi professor, is of Faili Kurdish origin, and a university professor at the present time, at the Faculty of Medicine at the University of Dohuk in the Kurdistan Region.

Qaitoli was born in Baghdad, and graduated in 1976 from the Faculty of Science, Department of Chemistry, University of Baghdad, and obtained a master's and doctorate in medicinal chemistry from the University of (Glasgow) in the United Kingdom in 1982, where he worked as a university professor at the University of Malaya in Malaysia, and currently at the University of Duhok .

Qaytuli made a phone call to the two main Kurdish parties, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, to nominate him for the post of President of the Republic, but both parties said that they had candidates for the position.

After the lack of a quorum in the parliament session to choose a new president of the republic, Qaytoli said, in his interview with Shafak News Agency, that he contacted the two main parties again, and they answered (You can nominate yourself for the position as an independent person), adding: "So I submitted my candidacy papers when extending the period of time. Nominations for the presidency and my sequence is now 14."

Regarding his chances of winning the position, Professor Qaitoli pointed out that it is difficult to determine a percentage of his chances of winning, since the two main Kurdish parties have the final decision in that, pointing out at the same time that "representatives from federal parties support him in the nomination as he is an independent personality."

He noted that he is in contact with the majority of Iraqi parties at home and abroad, "noting that they want to support him, but they do not have the final decision, as they are committed to the decision of their parties."

Qaytoli called on the two Kurdish parties to support him as a "settlement candidate." He also called on the Iraqi parliament and people to support his candidacy for the presidency to "achieve security and stability, fight terrorism, control uncontrolled weapons, develop the economy, provide job opportunities, fight sectarianism, achieve citizenship, support all nationalities, sects and religions, and achieve social justice." .

Today, Sunday, the Federal Supreme Court ruled that the nomination of the leader of the Kurdistan Democratic Party, Hoshyar Zebari, for the presidency of the Republic was unconstitutional, and he was excluded from the nomination, after it had issued a decision in advance to stop the procedures for his candidacy.  
This came based on a court challenge by deputies to Zebari's candidacy for the position of President of the Republic, due to his dismissal in 2016 by the House of Representatives on charges of "corruption".
Zebari commented on the decision of the Federal Supreme Court in the unconstitutionality of his candidacy for the presidency.
Zebari said in a statement following the court’s decision, “Today is a sad day for Iraq, but life continues, and we were surprised by our exclusion from the nomination and we respect the judiciary, and that the decision to exclude me from running for the presidency is arbitrary, and we are not intruders and we have fulfilled all the conditions for running for the presidency.”
But he stressed during the statement, that there is no new nomination for the Kurdistan Democratic Party and that he is the only candidate for the party so far.

Today, Tuesday, the leader of the Sadrist movement, Muqtada al-Sadr, sent a letter to the House of Representatives.

Al-Sadr said, in a tweet to him on the Twitter platform, that "the parliament's work should not only be for the sake of forming the government, or the three presidencies, but rather the oversight and legislative role of the House of Representatives must be activated, for the interests of the oppressed people."

He added, "Therefore, parliamentarians, especially our beloved allies, should activate the following:

First: Activating the reformist parliament’s role, activating investigations, and summoning anyone suspected of corruption and negligence, even by expediting the formation of parliamentary committees, regardless of their ethnic or sectarian affiliation or job rank in previous governments.

Second: Emphasis on activating service projects that benefit the people and their dignity, completing lagging projects as quickly as possible and within a specific time limit, and holding negligent government and civil companies accountable.

Third: Speeding up the formation of the new reformist government with a national majority government far from the "cake".

Fourth: Activating Parliament’s oversight role in a firm manner that prevents politicized partisan or judicial interference and peace.

Some of the decisions and agreements announced by the current government recently have sparked widespread grumbling among some political forces and members of Parliament from various blocs, saying that signing these decisions, agreements and contracts is not within its powers, as it is only a “daily caretaker government”, stressing that what prevents them currently from holding the government accountable. Under the dome of Parliament in this regard is the difficult political situation in the country, which does not allow the creation of a new crisis.
A member of the House of Representatives, Aref Al-Hamami, said in an interview with “Al-Sabah”: “So far, there is no movement in this regard to hold the government accountable, but there is grumbling from the deputies and wide segments of the people,” noting that “the political blocs are now preoccupied with understandings in order to reach a breakthrough.” Due to the current political impasse, and holding the government accountable for some of the decisions and agreements that it recently announced are not going practically for this reason.”
He added, "The talk about contracts, deals and decisions taken by the current government, which is a (caretaker government) is still in an oral form, and that anything on paper has not yet been taken by any leadership of the political blocs, but this topic is the talk of the hour between the segments of society and the representatives, Which is that the government is making big deals outside its powers, deals that harm the interests of the Iraqi people," according to the deputy.
He added, "The situation in southern Iraq is dire, the economy is exhausted, and services are almost non-existent, and many areas are witnessing the spread of drugs and organized crime that disturb security stability, and the current government announces projects that are of no economic benefit, in addition to that "there are things outside its powers." Noting that "there is more than one popular and political movement to stand up to this dangerous matter, but these movements have not yet crystallized in the form of a decision."
He continued: "The rise in the exchange rate of the dollar affected the poor citizen and the middle classes, in addition to the fact that oil prices had doubled, but without a positive reflection on the services provided to the people, and that the new budget would be delayed and the exchange only on the system 
(1/12) Appointments are suspended, contracts also, and promotions, and these are matters that have generated great discontent among the street.
Al-Hamami indicated that "if the current government wanted to give legitimacy to its decisions and agreements and sent them to Parliament, it would not agree to them, but would stand with full force against it because it does not contain any benefit for the people," noting that the people want to improve electricity in agreement with Siemens and refer the Faw port to the Chinese company, And not projects that do not benefit from extending an oil pipeline from Basra to Jordan and others.”
In turn, the legal expert, Ahmed Al-Abadi, stated in an interview with "Al-Sabah", that "the Al-Kazemi government, as a (caretaker government), if it wants to give legitimacy to its decisions, it must go to Parliament because it does not have the right to take decisions outside its powers."
Al-Abadi said: "The internal system of the Council of Ministers defined (the caretaker government) as to facilitate daily matters that cannot be postponed only. As for decisions that result in financial liability or contracts and other obligations, they are not within its powers, but rather from the authority of the new government, and the next government if These agreements and resolutions are authorized, they shall continue, and if the opposite is the case, they shall be rescinded, considering that the government that took these decisions is not full of powers.”
He added, "The current government can resort to Parliament and legitimize its decisions, and the House of Representatives, if it supports these decisions, will legitimize them, and if it rejects them, they must be repealed."

Leading Iraqi Kurdish party nominates Rebar Ahmed for presidency 

Interior Minister holds close ties with the ruling Barzani family

Rebar Ahmed has been nominated by one of the leading Kurdish political parties to run for the Iraqi presidency.

Mr Ahmed, 54, has served as the Kurdistan Region’s Interior Minister since 2019, and is known to have close ties with Kurdistan’s Prime Minister Masrour Barzani.

“After careful consideration and a meeting with Mr Barzani, the Kurdistan Democratic Party has decided to nominate Rebar Ahmed for the presidency as we see him fit for the post,” a party member told The National.

 

The politician stands against 25 candidates approved by the Iraqi Parliament running for the role, including current President Barham Salih.

The decision to nominate Mr Ahmed follows the disqualification of the party's first nominee Hoshyar Zebari.

 

He was Iraq's finance minister but was removed from office after a vote of no confidence over alleged corruption and misuse of public funds.

Complaints were made against Mr Zebari's nomination on the grounds that his running would have been “unconstitutional” due to outstanding corruption charges against him.

Iraq’s political system is divided among Shiite, Sunni and Kurdish political parties.

Top positions such as the presidency are reserved for a nomination from one of the two main Kurdish parties, while Shiites get the prime minister’s post and Sunnis get the parliamentary speaker's position.

President Barham Salih will remain in office until further notice, after a ruling by the Federal Supreme Court late on Sunday.

He has been nominated for a second term by the Kurdish Patriotic Union party.
