".

And Saleh continued, "We have entered the second month of the year, and I think it is time to send the budget to Parliament, because the disruption in a country like Iraq does not serve the interest of the economic situation in it. The legislative track of the budget should at least send the budget for discussion."

He pointed out that "a country without a budget is working on the applications of the financial management law for last year's expenses, as if there was no change in it, and this is what is called the minimum budgets or the minimum law because the country from year to year witnesses great growth and developments, so it is necessary to send the general budget law for the current year." to Parliament.

The bloc pointed out that "we had previously requested the esteemed Presidency of the Council, in our letter No. (2) dated 2/3/2222, to expedite the formation of permanent parliamentary committees and the distribution of Council members to them according to experience and competence in order for them to exercise their parliamentary role, both legislative and oversight, in the service of Iraq and its people." .  

The bloc affirmed that "the members of the Sadrist bloc with those who will extend a helping hand to them from the honorable brothers from the rest of the deputies under the dome of Parliament, we will have a tour in supporting the local product and the national industry, monitoring and following up on the institutions concerned with monitoring the prices of goods and food products that affect the citizen's livelihood, and accountability and accountability of corrupt officials from previous and current governments, regardless of their religious, party or ethnic affiliations.

Al-Tamimi said, in a statement received by Al-Rabaa, that "raising the dollar exchange rate in the budget law is in violation of the constitution and the Charter of the International Covenant, and this decision can be appealed and returned to the government from Parliament and not to legislate the budget law."

He added, "The rise in the dollar exchange rate to 1450 in the budget law violates the Iraqi constitution and the Charter of the International Covenant and can be challenged."

 

According to the following:

1. The rise in the exchange rate of the dollar to 1450 violates Articles 30 and 31 of the Iraqi Constitution, which obligate the state to provide a free, dignified life and appropriate income. This procedure also violates Articles 23 and 26 of the International Covenant on Civil and Political Rights, which obligate all member states of the United Nations United commitment.

2. The Central Bank Law by virtue of Law 56 of 2004 is an independent body under Article 3 of this law and also the Central Bank’s instructions for 2017, and therefore it is he who determines the exchange rate. If there is an increase in the price, market prices must be controlled and inflation should be prevented, which will increase poverty poorer.

3. This law, i.e. the budget law, can be challenged if it is legislated by Parliament before the Federal Court. Parliament can not agree to the legislation of this law and return it to the government for amendment because Parliament can do so constitutionally as it represents society in accordance with Article 61 of the Constitution as well as Article 13 of the Financial Management Law 6 of 2019".

Al-Turkmani said in an interview with Alsumaria News, "The government had previously set reasons for raising the exchange rate and proceeded with its decision in light of those justifications," noting that "the first reason is the lack of financial liquidity to pay salaries as a result of the drop in the price of a barrel of oil, as this excuse ended with a rise in prices." Oil globally increased to more than what is in the budget, and the second justification was to protect the local product, but it was also negated after the decision of the Council of Ministers to open the import of agricultural crops that had a local product in front of them. Al-Turkmani added, "The unjustified rise in the exchange rate of the dollar negatively affected the Iraqi street and burdened the citizens. The observer of economic affairs, Diaa Al-Sharifi, for his part, stressed that putting forward any solutions or treatments that do not include reducing the exchange rate of the dollar against the dinar, as they are solutions that will remain prosthetic and formal and do not go beyond being manipulating the feelings of citizens and laughing at their beards.

Political researcher Youssef Salman stressed that restoring the exchange rate to the dollar may not be a purely national decision, given that Iraq is linked to international loans that are subject to the conditions of the World Bank and the International Monetary Fund, and successive governments have agreed to those conditions.

Rather, he is looking for healing measures and is waiting for a government decision to reconsider the dollar exchange rate to what suits his daily living situation," noting that " Everyone knows that the Sadrist bloc was one of the most prominent poles that voted inside the parliament on the issue of changing the exchange rate in the budget. Therefore, al-Sadr’s tweets and slogans launched by the Sadrist bloc do not absolve them of responsibility, given that the parliament bears the responsibility from the citizen’s point of view to raise the price.”

He continued, "The citizen today is waiting for real and clear measures from the government in this file, because the issue is more than just tweets or parliamentary hosts through immediate accountability of the Minister of Finance and the Governor of the Central Bank because of the consequences of their decision on the Iraqi people," explaining that "the talk about the work of some private banks or The currency auction is a late talk, given that the indicators of corruption and suspicions of corruption in this auction are not a product of today, but long before the exchange rate was raised, and everyone talked about this file and the violations in it.

Today, Friday, member of the House of Representatives, Representative Ahmed Al-Rubaie, confirmed that there is support and a move to reduce the price of the dollar, while calling for investing in oil prices and providing job opportunities.

Al-Rubaie said in a statement followed by (Al-Oula News): “Some members of the House of Representatives are demanding a reduction in the price of the dollar and a return to its previous state, especially after the rise in oil prices, as it reached nearly $95 a barrel,” noting that “there is a serious directive from many members of Parliament to devalue the dollar after the price hike.”

He added that "the rise in the value of the dollar greatly affected all matters, especially on the poor," expressing his hope that "the political blocs support this decision to reduce the price of the dollar and support this public demand, as there is a great interaction by members of the House of Representatives in this direction."

He stressed the importance of investing in the rise in oil prices to alleviate the suffering of citizens in investment issues that concern the country and its future, and to provide job opportunities for many unemployed youth.

The leader of the Sadrist movement, Muqtada al-Sadr, presented six proposals regarding the dollar exchange rate, including summoning the Minister of Finance and the Governor of the Central Bank under the dome of Parliament.

The House of Representatives set, tomorrow, Saturday, a date for a meeting with Finance Minister Ali Allawi and Central Bank Governor Mustafa Ghaleb.
