25 candidates are vying for the presidency

Tuesday 01 February 2022 16925 candidates are vying for the presidency

 Baghdad: Huda Al-Azzawi

Yesterday, Monday, the House of Representatives announced the list of the 25 candidates competing for the presidency of the republic, and although the political competition is fierce between the two sides of the equation, the "PUK" and the "Kurdistan Democratic" to pass their candidates, Barham Salih and Hoshyar Zebari, the judicial arena seems to be present now, after he demanded Parliamentarians and legal experts explain the "two-thirds" required to vote or attend the first stage in the next parliament session to choose the president of the republic.
Kurdistan Democratic Party spokesman Mahmoud Muhammad said in a press statement that "Hoshyar Zebari is the candidate of the party and will not withdraw," noting that "so far we do not have a date for a meeting with the Patriotic Union."
In turn, the representative of the coordination framework, Ali Turki, said in an interview with “Al-Sabah”: “Today there is a referendum for the Federal Court on the issue of the numbers to vote for one of the candidates for the position of President of the Republic. Is the number (two-thirds) mentioned in the constitutional text of those present at the session, or are they two-thirds? Members of Parliament.
He pointed out that "if the referendum was held by the Federal Court, there would be a (one-third disabled) that could disrupt the election of the President of the Republic if the candidate was Hoshyar Zebari," as he put it.
He added, "If the Sadrist movement goes with the Kurdish and Sunni brothers towards holding a session of the Parliament on the seventh of this month, this session will not be successful," and he explained this by saying: "According to Article 53 of the Iraqi Constitution and Article 70, the election of the President of the Republic shall be By two-thirds in the first stage,” he asked, “Is the two-thirds concerned here of the number of attendees or the number of members of Parliament?”
Turki stressed that "this is the controversial point that, if the Federal Court answers it, will make the political scene in the next stage move towards the (blocking third) and it will have the upper hand in this matter."

{Politics: Al Furat News} The Patriotic Union of Kurdistan announced, on Monday, its adherence to Barham Salih's candidacy for the presidency.

A member of the advanced cadre of the union, Mahmoud Khoshnaw, told Al-Furat News: "We are betting on an understanding in resolving the position of the President of the Republic, and we have been seeking to reach from the first moment to achieve consensus within the Kurdish House."
He added, "We have challenges and data that tell the wise that there will be understanding and consensus, but we saw that the Democrat in his side alliance, which he did not tell us, and Egypt on Hoshyar Zebari."
"We say that Saleh is our only candidate after reaching a separation with the Democrat," Khoshnaw added.
He stressed, "We are with any initiative that is in the interest of Iraq, resolves differences, and unites different and divergent opinions, and through it we can form a strong government."
Khoshnaw pointed out, "The aspirations of the people are not achieved without political stability, and exclusion and transgression of the other party is not in the interest of Iraq, although there is an electoral euphoria on which some parties within the Kurds and others depend."
He stressed the need for "the unity of Kurdish visions, but with this fragmentation and the democratic competition for the positions of the National Union, it will be reflected in our competition with them in the Kurdistan region, and we will review our understandings with them."

Shafaq News/ A source in the "Sovereignty" coalition revealed, on Tuesday, the number of ministerial portfolios that he will obtain in the next Iraqi government.

The Sovereignty Alliance is the largest coalition of political forces in the Iraqi parliament with 67 seats. It was formed between two alliances led by Parliament Speaker Muhammad al-Halbousi and Azm headed by Khamis al-Khanjar.

The source told Shafaq News Agency, "The Sovereignty Alliance will get 6 ministries in the new government that will be formed after the election of the President of the Republic in next week's session."

He explained that "the ministries that will obtain a coalition of sovereignty, according to the political agreement with the forces that will form the new government, are defense, planning, education, trade, industry and the environment."

The source, who asked not to be named, added that "the ministries will be distributed between the alliances of progress and Azm, and each alliance will get 3 ministries," noting that "Mohammed Al-Halbousi's (Advance) alliance will get the ministries of defense, planning and environment, while the Khamis Al-Khanjar alliance (Al-Azm) will get. to the Ministries of Education, Industry and Trade.

A new president is scheduled to be elected on February 8, who will assign the candidate of the largest parliamentary bloc to form the next government.

Differences and tensions still exist between the Shiite forces affiliated with the coordination framework on the one hand and the Sadrist bloc on the other hand, regarding the candidate for prime minister and the form of the next government.

The leader of the Sadrist movement, Muqtada al-Sadr, seeks to form a national majority government, unlike the rest of the coordination framework forces, which demand a consensual government in which all political forces in Parliament participate, similar to previous sessions.

 Baghdad: Shaima Rashid
A few days ago, Parliament held a session to elect a candidate for the position of President of the Republic, in light of a comprehensive halt in talks between the two rival Kurdish parties after they adhered to their candidates for the post, the Kurdistan Union Barham Salih, and the Democrat Hoshyar Zebari.
The Second Deputy Speaker of Parliament, Shakhwan Abdullah, announced that the technical preparations for holding the presidential election session on the seventh of this month have been completed, stressing that there will be no delays.
the event.
Abdullah added, "The parliament's presidency is committed to the constitutional timings, and it is continuing the constitutional entitlement and is not linked to political differences after the names of the competing candidates were announced."
The representative of the Kurdistan Democratic Party, Mahma Khalil, expected the party's candidate, Hoshyar Zebari, to win a numerical majority because the position is a Kurdish entitlement and not for a specific party, while he indicated that the meeting of Al-Hanana yesterday was positive and will be followed by another meeting with the coordinating framework.
Khalil told "Al-Sabah": "Activating this position requires a leading national and sovereign personality, and it is not for a specific Kurdish party, and if the political maturity in society continues, the components and efficient personalities will be able to reach the position," noting that "it was necessary to hold a meeting of tenderness." In Najaf with Muqtada al-Sadr, to bridge the gap in views between the speaker of parliament with Barzani and the head of the Sovereignty Alliance, and to express a new political will.
In addition, the leader of the Kurdistan Union, Mahmoud Khashnawi, said: His party is sticking to its candidate, Barham Salih.
He added to "Al-Sabah", "We count on the national space, the national will, the political weights, and the position of the President of the Republic is the highest position in the country, so he needs someone who views these positions with responsibility and political balance and contains opinions and differences."
He stressed that "it is necessary to reach an internal Kurdish understanding, and therefore the Kurdistan Democratic Party must maintain the political balance in the Kurdistan region and Baghdad alike," noting that this balance will be disturbed, "in the event that the position goes to the Democratic Party, in light of the political geography that affects Positively and negatively, we consider it wise and rational to withdraw the Democratic Party's candidate and support the candidate
the Union".
The leader of the Kurdistan Union, Masoud Barzani, called for an "initiative for the Kurdish House to support the Patriotic Union, similar to the initiative of the Iranian General Qaani towards the Shiite House," noting that the Union has "many options to review its understandings and agreements with the Democratic Party, and it will go to new political balances, perhaps." The Democratic Party will lose.

The two sides of the Kurdish dispute, the Patriotic Union of Kurdistan and the Kurdistan Democratic Party, are trying to mobilize their supporters from the political blocs, in order to support their candidate to win the presidency with the votes of Parliament in the session scheduled for next Monday, after the bilateral talks between them reached a dead end.
This comes at a time when the co-chair of the Union, Bafel Talabani, and a member of the party leadership, Qubad Talabani, are scheduled to visit Baghdad in the coming hours, with the aim of supporting the party's candidate, Barham Salih, opposite the Kurdistan Democratic candidate Hoshyar Zebari.

Shafaq News/ On Thursday, a number of members of the Iraqi parliament filed lawsuits against the candidacy of Hoshyar Zebari for the position of the next presidency of the republic.

A private source told Shafaq News Agency, "Members of the Iraqi parliament filed lawsuits against the candidacy of Zebari, in their official capacity, as members of parliament, and their number reached 5, including three members of the Patriotic Union of Kurdistan.

According to the source, they claimed that Zebari did not meet the constitutional conditions to run for office as a result of his dismissal from the Ministry of Finance in 2016 on suspicion of involvement in files related to integrity.

This comes at a time when the Presidency of the Parliament announced the completion of all preparations for the session to elect the new President of the Republic, which is scheduled to be held next Monday.

The competition is limited to Saleh, who is the candidate of the Patriotic Union of Kurdistan led by Bafel Talabani, and Hoshyar Zebari, the candidate of the Kurdistan Democratic Party led by Massoud Barzani.

Most of the odds indicate that Zebari will be president of the republic, and that the latter will cost the Sadrist bloc's candidate to form the Iraqi government.

In terms of numbers, the tripartite alliance (Al-Sadr, the Democratic Party and the Sovereignty) constitutes about two-thirds of the parliament’s members, as the Sadrist bloc has 73 seats, the Democratic Party has 31, and the Sovereignty Alliance has 67 seats, bringing a total of 171 seats out of a total of 329 deputies.

Good morning yota and thanks for all the articles your posting...

It appears to me that trying to get Zebari elected as the president is the only way the Iranians can still have much say in the Iraq government. Plus, giving Maliki the VP to him would even strengthen their position.

I'm still thinking al Sadr will be sticking to his guns and neither of these appointments will happen.

Does that mean that it is going to be another delays again to bring the rate back to the " glory days "? Hopefully not.

What he is trying to do is make Kazemi look bad for not adjusting the exchange to make it commensurate with all the natural resources they have and as we all know it can’t be done until they have a fully seated GoI.

Shafaq News/ The independent member of the House of Representatives, Basem Khashan, said on Sunday that failure to elect a new president of the Republic of Iraq within the period specified by the permanent constitution requires holding early elections in the country within a period of two months.

Khashan said in a post on social networking sites "Facebook" today, that "Decision of the Federal Supreme Court No. (51 / Federal / 2010), which authorized the continuation of the President of the Republic to carry out his duties until the election of a new president (..) is incorrect, because the blocking third He may delay his election for four years, and this is very possible now or in the future,” he asked, “Will the (current) president and government continue for another four years?”

The Iraqi constitution stipulates that the president of the republic (whose term has expired) continues to exercise his duties, provided that the new president is elected within thirty days from the date of the first session of the parliament session in its new session.

And Khashan, a lawyer, added: This period is inevitable, and may not be exceeded, and since the legalization of exceeding this inevitable period without restriction necessarily means the continuation of the permissibility of the continuation of the president and the expired government until the end of the electoral cycle.

He also continued by saying, "This contradicts the principles of democracy. The failure to elect the president within the period specified by the constitution requires early elections to be held within 60 days from the date of the last date for electing the president," noting that "this is the nuclear solution that forces the competing blocs to abide by this period." Inevitability, other than that, the country will remain captive to the third who has an interest in the continuation of the president and the outgoing government.”

The independent deputy noted that "the nuclear constitutional solution is early elections, the results of which may punish those who obstruct the election of the president for non-objective reasons, or reward them if their reasons correspond to the will of the people. Otherwise, Iraq will remain captive to the whims and desires of blocs that do not think of anything other than their partisan interests."

The Presidency of the House of Representatives set the seventh of February as the date for electing a president of the Republic of Iraq, but the Sadrist movement decided on Saturday to boycott the session by order of its leader Muqtada al-Sadr.

Twenty-five candidates are competing for the position of President of the Republic, most notably the Union candidate, the current president, Barham Salih, and the Democratic candidate, Hoshyar Zebari.

And the Federal Supreme Court decided earlier this month that the House of Representatives elects a president of the republic from among the candidates for the presidency of the republic by a two-thirds majority of the total number of members of the total parliament, and the quorum is achieved in the presence of two-thirds of the total number of members of the total parliament.

The decision came in response to a request submitted by the current president, Barham Salih, to indicate the majority that must be available to start voting on the election of the president of the republic.

The dispute intensified between the two Shiite poles represented by the Sadrist movement, which won the most votes in the recent elections, and the coordination framework that includes blocs that expressed their rejection of the election results.

The leader of the Sadrist movement, Muqtada al-Sadr, insists on forming a majority government that seeks to exclude the leader of the State of Law coalition, Nuri al-Maliki, who served as prime minister for two terms.

On the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deteriorating reality The service and the livelihood, which prompted the former prime minister, Adel Abdul-Mahdi, to resign under popular pressure.

As soon as the preliminary results of the elections were announced, the voices of political forces and actors rose in their rejection of losing many seats, accusing them of major fraud in the ballot, which was denied by the executive and judicial authorities, at a time when the United Nations and international organizations praised the integrity of the electoral process.

The Sadrist bloc topped the final election results approved by the Federal Supreme Court by obtaining 73 seats, while the "Progress" coalition led by Muhammad al-Halbousi won 37 seats, and the State of Law coalition led by Nuri al-Maliki won 33 seats.

The Kurdistan Democratic Party won 31 seats, while the Al-Fateh Alliance led by the Secretary-General of Badr Organization Hadi al-Amiri and the Kurdistan Alliance won 17 seats.

Shafaq News/ Iraqi law expert Ali Al-Tamimi confirmed today, Sunday, that the parliament's postponement of its session dedicated to electing the president of the republic, tomorrow, Monday, does not invalidate the current candidates.

Al-Tamimi told Shafaq News Agency, "The postponement of the presidential election session for any reason does not invalidate the nomination of candidates whose acceptance has been approved by the House of Representatives, nor does it open the door for nomination again, especially since this matter has nothing to do with the candidates, but rather It is within the competence of parliamentary work."

And he indicated that "there is no constitutional and legal text confirming the invalidation of the nominated names and opening the door again, especially since the Iraqi legislator, did not expect matters to reach the level of threat not to hold the session due to political differences, and for this he left the matter open without specifying the fate of what after this period."
