Al–Luiebi is also head of that new national oil company, and he made the decision in his capacity as company chief, not as oil minister, Jihad noted. The nine companies that will go under the ownership of the new national oil company are state marketing company SOMO, Iraqi Oil Exploration Company, Iraqi Drilling Company, North Oil Company, Midland Oil Company, Basra Oil Company, Dhi Qar Oil Company, Maysan Oil Company, and Iraqi Oil Tankers Company. Last week, al-Luiebi was appointed president of the INOC. Earlier this year, the Iraqi Parliament voted to re-establish the national oil company that was dissolved back in 1987, when it became part of the oil ministry. The new oil company will manage the upstream operations in Iraq, while the oil ministry will be in charge of the strategic and regulatory decisions. Iraq is in a government transition period after months of political deadlock following the general elections in May. Earlier this month, the new president of Iraq, Barham Salih, picked a former oil minister and finance minister—Adel Abdul-Mahdi—as Prime Minister-designate. Abdul-Mahdi called upon outgoing government officials not to sign urgent contracts, make non-essential hires, or make other key decisions, although, according to Reuters, it’s not clear if that call was related to al-Luiebi’s decree to transfer the ownership of the state oil firms to the new umbrella company. The PM-designate Abdul-Mahdi, meanwhile, said on Wednesday that he would present his picks for the new government for approval next week. Abdul-Mahdi has until early November to form the new Iraqi cabinet. By Tsvetana Paraskova for

I dunno, folks!!! I am READAE' to do some of these in the FRONT YARD!!! This looks, smells, AND feels like the HCL being IMPLEMENTED!!! These last few articles appear to reflect HCL related legislation approved earlier this year and looks like it is NOW gaining traction!!! Maybe more Good News forthcoming on the Federal Court HCL ruling that was SUPPOSED TO BE rendered on October 3 that was postponed due to the need to complete the newly elected Bicraqi Iraqi Gubmint!!! This article is from YESTERDAY, the same day the Bicraqi Iraqi decided to play nice through the CBI branches and Ministry of Finance in Erbil and Sulaimaniyah with implications of "financial inclusion" for the Bicraqi Iraqi Citizens!!! Not "official word" of the implementation of the "HCL" but sure lookie like the elements of the "HCL" are being IMPLEMENTED NOW!!! I suspect there have been agreements between Baghdad and Bicraqi Iraqi Kurdistan to implement the conditions of the HCL in the formation of the Bicraqi Iraqi 2018 - 2022 Gubmint. Maybe news on Article 140 to pop out soon, too???!!! We'll SEE!!! I suspect the Cabinet formation is having some last minute jockeying to get all the agreements so things transition smoothly to the new Bicraqi Iraqi Gubmint so I suspect "git 'er dun" is being applied from elsewhere, too. The upcoming crude oil sanctions will hit Iran Sunday, November 4 and is a mere sixteen (16) days away!!! One potentially viable option is the weekday CBI daily currency auctions in the "closed economy" will have to stop to crimp the Insanian funding of their terrorist machine and go to an "open economy" with an internationally valued Bicraqi Iraqi Dinar. My connect-the-dots may be more like etch-a-sketch scribbles and MUST be IGNORED!!! The Good News has been POURING IN the LAST few DAYS!!! Well, OK, just my fantasizing, conjecture, thoughts, opinion, and for whatever THAT is worth!!! Hey, I might REALLY be a nut job after all!!! CAVEAT EMPTOR, Reader!!! DISCLAIMER: THE AFOREMENTIONED CONTENT IS FOR ENTERTAINMENT PURPOSES ONLY THAT IS FORWARD LOOKING AND NOT ANY CLAIM OF ACTUAL FUTURE PERFORMANCE WHATSOEVER IN ANY REGARD AND IS ABSOLUTELY NOT INVESTMENT ADVICE OF ANY SORT. Report: Reform campaign to oust dozens of advisers and members of the House of Representatives Speaker of the House of Representatives Mohamed Halabousi 4 minutes ago 2253 views + - Digital Media NRT A news report on Friday highlighted the "changes" made by the new speaker of parliament, Mohamed Halboussi, in what he described as the reform plan he put forward to restore the prestige of the House of Representatives, pointing out that he overthrew the senior advisors working within the staff of the advisory body of the Council. "Al Halbusi carried out a number of changes that overthrew the senior advisors working in the advisory board of the Council and also removed more than 150 employees from his own office," the report published by Al-Mada newspaper reported on October 18, 2018. In line with these changes, the Axis alliance, which supports Halabousi, seeks to implement several amendments, including the lifting of the single presidency of the parliament from the rules of procedure and replacing it with the presidency. "The current parliamentary session will be different from the previous legislative sessions through the reform plan put forward by parliament speaker Mohamed Halabousi to restore the prestige of the House of Representatives after the control of the executive authority over the past years." He added that "Among the reforms that will be implemented in the current parliamentary session is not to allow MPs to attack the government without the existence of documents, as well as to prevent cases of blackmail that occurred in the past," stressing that "work is underway to remove the House of Representatives from political disputes and personal interests" . "The reforms will combine MPs in information, administrative and legal sessions to develop their capabilities in legislation and monitoring as well as media statements," asserting that "the establishment of these courses will be in the hall of the Council building." He explained that "the structure of the House of Representatives is continuing at the present time did not stop and included procedures for the transfer of more than 300 employees within the House of Representatives and distribution according to competencies to the Councils with the dismantling of a large number of employees assigned and assigned from some different ministries to the House of Representatives. He added that "the President of the House of Representatives is working to change the rules of procedure to ensure the lifting of the presidency and the presidency of the Council of Representatives," adding that "under this change will be a president and a deputy and a second deputy only." And stresses that "the Axis alliance is determined to implement this change in the rules of procedure of the House of Representatives." The deputy of the province of Anbar to pass these points of disagreement on the relationship between the Speaker of the House of Representatives young people from various parliamentary blocs, "stressing that" the next changes will eliminate the sectarian quotas in the distribution of positions and positions. " "There is a plan to structure the legislative institution that included the cancellation of the contracts of more than 50 former advisers working in the office of the speaker," said Mohammad Salman, spokesman for the speaker. "The existence of a plan looms on the horizon to implement the restructuring of the legislative authority in full to ensure the entitlement to work within parliament with a high transparency and away from the bureaucracy that hinder the issuance of decisions, instructions and directions." Salman added that "the first phase of the reform plan implemented by the new parliament speaker came into force and included the return of 150 staff members of the various chambers of the House of Representatives in the office of the President and were returned to their constituencies." "The Presidency of the House of Representatives will rely on the presence of only ten advisers with financial, banking, legal and administrative competencies to compensate their peers who canceled their contracts," he said, noting that "the new advisory body will be voluntary work and will include a group of former ministers and deputies (retirees) . "The objective of the restructuring process is to focus on increasing transparency, streamlining work and ending the administrative slack in the institution," he said. And stresses that "the reform process will be launched from the legislative institution and the Office of the President and the Council of Counselors," pointing out that the implementation of the plan will be in two stages I got in the office of the President, and the second will be in the Chambers of the House of Representatives.

If what I am reading from your post is correct, then your describing a LOP which some people believe in. I highly doubt that this will occur, but that what we will see is a removal of three zeros from the current rate which fluctuates around .00086 at the moment. By doing this we would have a rate of .86 -1 Dinar but in some cases is calculated as $ 1.18 to 1 Dinar. by different folks here. This very topic has been flogged to death here on the site so I suggest do a little reading and your sure to find numerous explanations on this very same thing. Hope this helps. pp

Great Point, Theseus, AND The Best Of Your Weekend To You!!! Hey, I did mention the customary but necessary "disclaimer"!!! If I remember right, there were three portions of the HCL with one of them being passed by the GOI relatively early in the year allocating 10% of the crude oil revenues to the Iraqi Citizens. The content of the most of the recent articles in this thread appear to relate to one of the other three portions of the HCL. What I like is the announcement of the formations of these companies under the "National Oil Company" separate from the Cabinet "in order to start direct investment" that appears to be related to a second of the three related to the HCL. Whether or not there is "this requires intensive, complex and long term efforts and may not work in the end" is likely Iraqlish for "we have all our options on the table at all times and are pursuing everything simultaneously to find things that benefit us" that is likely not an indication of any direction or accomplishments they will have for any given day or time. What I find interesting is the news in the past couple months or so with regard to the Federal Court issuing a ruling related to the "Federal Oil And Gas Law" or something like that to infer, at least to me, there are viable constitutional elements to get the "Federal Oil And Gas Law" or something like that elements implemented via the Federal Court. The Federal Court was supposed to rule on this October 3 but decided to wait until after the formation of the newly elected government. Who knows what horse trading was actually done to get where things are now with implications for the future, even very near future? As always, just my conjecture.......................................................................... Of course, may or may not be a rendition of reality. CAVEAT EMPTOR, (every) Reader!!! Spygate: The True Story of Collusion [Infographic] How America’s most powerful agencies were weaponized against President Donald Trump BY JEFF CARLSON October 12, 2018 Updated: October 13, 2018 Although the details remain complex, the structure underlying Spygate—the creation of the false narrative that candidate Donald Trump colluded with Russia, and the spying on his presidential campaign—remains surprisingly simple: 1. CIA Director John Brennan, with some assistance from Director of National Intelligence James Clapper, gathered foreign intelligence and fed it throughout our domestic Intelligence Community. 2. The FBI became the handler of Brennan’s intelligence and engaged in the more practical elements of surveillance. 3. The Department of Justice facilitated investigations by the FBI and legal maneuverings, while providing a crucial shield of nondisclosure. 4. The Department of State became a mechanism of information dissemination and leaks. 5. Hillarious Clinton’s presidential campaign and the Democratic National Committee provided funding, support, and media collusion. 6. Obama administration officials were complicit, and engaged in unmasking and intelligence gathering and dissemination. 7. The media was the most corrosive element in many respects. None of these events could have transpired without their willing participation. Stories were pushed, facts were ignored, and narratives were promoted. Let’s start with a simple premise: The candidacy of Trump presented both an opportunity and a threat. --This is a long read, see link below--

Take a moment and think about this logically..... You have a Saudi embassy on Turkish soil...... Obviously wired illegally so everything in the embassy could be recorded by the Turks..... Like the Saudis didn't know this was the way it was..... Then you have this hit squad walk through the airport with all the surveillance...... Undoubtedly they would know they had all been identified........ Then they go to this embassy walk in through surveillance being identified....... Then supposedly kill this man...... In the midst of the employees that would work at the embassy....... Then carry him out in pieces...... In bags or suitcases...... And Fly away..... Then you have the whole family history....... Which has been outlined in other threads..... And yes he was a reporter although that was not his full time livelihood...... So who stands to gain in this situation....... Is it all about oil prices....... Is it about making Trump look weak..... Perhaps affecting the mid term elections........ Perhaps this a gentleman needed to disappear and this is all a ruse...... Would anyone think the Saudi hierarchy would be so stupid as to do this in this manner....... I believe there is far more to this story..... And in time we will learn all the facts......CL

The US Treasury is imposing sanctions on an Iraqi money transfer company US Treasury Building 52 minutes ago 18496 views + - Digital Media NRT The US Treasury Department has imposed sanctions on an Iraqi money transfer company accused of providing financial support for the organization. "The company is part of a complex network of institutions including financial services providers, remittances and others in the Middle East," the ministry said in a statement on October 19, 2018. "We are targeting this network in agreement with the Ministry of Defense to eliminate the possibility of money laundering and the transfer of illegal funds," said Assistant Treasury Secretary in charge of counterterrorism Sigal Mandelker. The move comes after a Pentagon decision on October 11 aimed at a financial group that supports Dahesh. The Treasury Department said the steps were part of a broader US effort to target a network of financial services firms that would be able to launch operations in the Middle East . Last September, the Treasury Department took action against providers of financial facilities linked to the Caribbean and the Middle East, and the Ministry took action against a money exchange group in Syria in December 2016 . The company, dubbed Dubai Horizons, is based in Iraq and has no branch in the UAE, as the name suggests, and has been classified as a "terrorist" entity, according to a US Treasury Department statement.

An important reason behind the disengagement of oil companies in the ministry Release Date: 2018/10/18 20:40 • 882 times read (Baghdad: Al-Furat News) explained an economist, the government's decision to disengage the oil companies of the Ministry of Oil, and the attachment to the National Oil Company. Bassem Jamil Antoine told the Euphrates News that "the disengagement of these companies in order to start direct investment of oil and this is not within the jurisdiction of the ministry, but by this company in the exploration and extraction of oil, while the ministry is responsible for planning oil policy." He stressed that "the need to enjoy the national oil company completely independent," noting that "the company was a subject of controversy in the previous regime, which linked the ministry to put his hand on all exploratory work and oil resources."
