Former MP Mishaan Al-Jubouri said today, Sunday, that Mustafa Al-Kazemi's government will remain, while Parliament dissolves itself to go to early elections next year.

 

The leader of the Sadrist movement, Muqtada al-Sadr, called this evening, Sunday, the Sadrist bloc's deputies to submit their resignations to Parliament Speaker Muhammad al-Halbousi, while the latter approved the resignation requests, shortly after al-Sadr's directive.

Yesterday, Sunday evening, Parliament Speaker Muhammad al-Halbousi approved the resignations of the Sadrist bloc’s deputies from the House of Representatives, after the leader of the Sadrist movement, Muqtada al-Sadr, directed the resignations of members of the Sadrist bloc to the Speaker of Parliament.
Al-Sadr said in a handwritten statement: “The head of the Sadrist bloc, Hassan al-Adari, must submit the resignations of the sisters and brothers in the Sadrist bloc to the Speaker of Parliament, with great thanks to them for what they have provided in this short period. ) for their patriotism and steadfastness.. and now they are free from me, may God reward them the best.”
He added: "This is a special thanks to our cousin, Mr. Jaafar al-Sadr, whose reconciliations lasted, who was our independent candidate for prime minister."
Al-Sadr added, "This step is considered a sacrifice from me for the sake of the homeland and the people to rid them of the unknown fate, as we sacrificed previously for the liberation of Iraq."
Last Thursday, the leader of the Sadrist movement, Muqtada al-Sadr, called on the Sadrist bloc's representatives in Parliament to prepare their resignations.
Al-Sadr announced, in a televised speech, that he decided to remain in the opposition, and also stressed that the country's reform would only be through a national majority government, considering that the political impasse in Iraq was artificial.

Don't think Iran is the winner, winner chicken dinner here..the expiration date to form a government had exceeded the constitutional time line. Think legally it was the right thing to do..that me. Anyhow the Kurds are approaching it's Parliamentary Elections 2022...

Two days after he threatened to go to the opposition or withdraw from the political process, the leader of the Sadrist movement, Muqtada al-Sadr, fulfilled his promise to go to the most dangerous option, which is his withdrawal with his (Sadrist) bloc from Parliament.

In an urgent directive to the Sadrist bloc’s deputies (75 deputies), al-Sadr asked them to submit their resignations to Parliament Speaker Muhammad al-Halbousi, who accepted them. Before announcing the withdrawal, al-Sadr had a telephone conversation with Kurdish leader Massoud Barzani, head of the Kurdistan Democratic Party and his ally in the "Save a Homeland" coalition. In his statement, al-Sadr thanked his two allies (the Sunni “sovereignty,” led by Muhammad al-Halbousi, and the “Kurdistan Democratic Party”) for their “patriotism and steadfastness,” adding: “They are now free from me.”

Al-Sadr also gave special thanks to his cousin Jaafar Al-Sadr, "who was our independent candidate for prime minister."

At a time when Iraq has been suffering from a political impasse for eight months, after the failure of the two alliances: the "tripartite" and the Shiite "coordinating framework" to form a government, al-Sadr's decision will put everyone in front of difficult choices. The composition of Parliament will change in terms of the rise of 75 deputies who may be from other Shiite forces competing with Al-Sadr. The political map will also change in terms of forming new, alternative alliances for both the Shiite-dominated alliances through the “Sadr movement” and the “coordinating framework”, which will make Sadr’s allies (the Sunni “sovereignty” and the “Kurdish Democratic Party”) in front of other options with the forces of "the frame".

Al-Sadr had called for separating the "Popular Mobilization" from the armed factions in Iraq, while political observers considered it an escalating step in the context of the possibility of a Shiite-Shiite clash. The call came through a statement issued yesterday (Sunday) by the so-called “minister of the leader” who is close to al-Sadr, and coincided with the anniversary of the launch of the supreme Shiite authority in Iraq, Ali al-Sistani, a fatwa of “sufficiency jihad” to take up arms against “ISIS” after it invaded an area estimated at two-thirds of Iraq in mid-2014.

Al-Sadr praised the fatwa and the establishment of the “crowd,” but he said: “From here it became imperative for everyone to organize the crowd and its leaders and adhere to centralization, separate them from the so-called factions, and liquidate them from the abusers in order to keep the reputation of jihad and the mujahideen and their blood pure first and in order to strengthen Iraq and its security forces, and secondly So that the crowd remains the mobilization of the homeland and the homeland.” Al-Sadr stressed that "the crowd's title should not be involved in politics, trade, disagreements, political conflicts, and the like. They should not."

Al-Sadr said: "I offer my respect and love to my mujahideen brothers in the Mujahid Popular Mobilization and to its wounded and heroic martyrs who sacrificed for their homeland hand in hand with the security forces." He denounced all the offensive actions of some of the "popular crowd", calling for "its organization and leadership and commitment to centralization in order to preserve the reputation of jihad and the mujahideen."

It is noteworthy that this is not Al-Sadr's first call to separate the "Popular Mobilization" from the armed factions. During the month of November 2021, Al-Sadr called for the dissolution of the Popular Mobilization and its disarmament in a way that ensures that its work is restricted within what was stipulated in its founding fatwa issued by the Shiite religious authority, Ali al-Sistani. He also called for the reintegration of the Popular Mobilization Forces into the Iraqi army.

The control of ISIS included four Iraqi provinces, and the organization approached the borders of Baghdad. As a result, the “Popular Mobilization” was formed to be part of the Iraqi forces that contributed to the expulsion of the organization and the liberation of Iraqi cities in 2017, and the Popular Mobilization was established in June 2014. After ISIS took control of the city of Mosul in northern Iraq, then later played a major role in assisting the regular Iraqi forces in the operations to defeat ISIS and liberate the Iraqi cities that the organization had seized, before turning the “crowd” into a body that has a law Especially after it was voted on in the House of Representatives (Parliament).

In this context, Dr. Ghaleb Al-Daami, professor of media at Ahl al-Bayt University, said in a statement to Asharq Al-Awsat that “Al-Sadr’s call is clear in this regard, and the most important thing is that it is not a girl today, but has already been presented, while the armed factions, on their part, welcomed this idea. On time". Al-Daami added that "statements were issued in this direction, including a statement issued by Qais Khazali, the leader of Asa'ib Ahl al-Haq, and other parties, as all of them confirmed their willingness to hand over the factions' weapons to the Popular Mobilization Authority."

Al-Daami added, "The approval of the armed factions to hand over their weapons was conditional on the approval of all other parties that have weapons to disarm and follow suit. Among those who demanded that the factions disarm are Al-Sadr's Peace Brigades and the Mobilization of Religious Shrines.

Al-Dami explained that “it is important to emphasize that the armed factions are not at all reassured by al-Sadr’s words, because they believe that al-Sadr’s call does not stop at handing over their weapons, but extends to reconnecting the Popular Mobilization Authority with the Iraqi government and removing it completely from the factions’ control, which they cannot accept. Factions.

Al-Daami added that "the force with which the factions are now moving, even on the political side, is their military power based on the Popular Mobilization Brigades, which consider the Popular Mobilization to be a guarantee for them, their existence, and the challenges they face." He explained that “it is not easy, under any pretext, to accept al-Sadr’s invitation from these factions, knowing that they will not announce a public rejection, but in practice they reject it because most of these factions fear for their presence within the Popular Mobilization Authority from al-Sadr’s calls, which delays the formation of the government and obstructs it.” All tracks for this, because in the end it does not want to form a government according to the vision of the leader of the Sadrist movement, Muqtada al-Sadr.

The deputies of the Sadrist bloc had signed last Thursday evening, all of their resignations and put them at the disposal of Muqtada al-Sadr, according to what the official Iraqi News Agency "Aware" reported, after the leader of the Sadrist movement called on his parliamentarians to submit their resignations.

The Sadrist movement's media office stated, in a statement at the time, that the Sadrist bloc's deputies had signed their resignations, all without exception, in Hananah, and put them at the disposal of their leader Muqtada al-Sadr, who announced that he had decided to remain in the opposition. He also stressed that the reform of Iraq will only take place through a "national majority government", considering that the political blockage that Iraq is currently experiencing is "artificial."

IMHO…Al-Sadr just pissed off Iran and the puppet Maliki. 
If you look at from us Dinar investors point of view it sucks. 
Did you notice he waited until after the vote on the Food Law was passed to do this? 
By dissolving parliament it take’s away the immunity from all including Maliki. 
This is where I’m guessing at Al-Sadr end game. I’ve been saying for weeks they need to start burning tires in the streets because that’s what gets the attention. 
I’m a thinking that Maliki and lots more of his thieves in parliament are about to be served. Al-Sadr was serious when he said Maliki wouldn’t be part of the government. Al-Sadr made sure the citizens were cared for before he pulled the plug. The PM and president will continue until next elections, what I can’t figure out is, are there anything else that needs to happen before the CBI makes a rate change. 
That’s my thinking, either Al-Sadr has made the gamble of the century and new elections rid them of Iran or he has sent the Iraq government into the abyss….

DoD, Good analysis.  Sadr is not going to walk away without a plan.  He fell on the sword for the country he loves and probably took down Maliki at the same time.  Who knows if they will be allowed to RV with only a PM & President.  Also, Maliki is still part of the SoL.  Does that, in of itself still give him immunity even though parliament is essentially dissolved with the largest block gone?  It’s going to be an interesting week.

Interesting for sure, looks like more protests on the street and possibly a revolution. Civil war brewing once again as the diplomatic solution has failed. This is a big move, one with the power of many masses behind it no matter what tactic they choose to get their will. Scary as the diplomatic tactic has been exhausted at this point.

Mr. Muqtada al-Sadr instructed his bloc's deputies to submit their resignations to the Speaker of Parliament, who agreed and signed the collective resignation of the Sadrists.  

  

  

 

It wasn't a threat, then, or just a gimmick. This news will have echoes near and far. As for what is close to it, it is to make the “coordinating framework” a majority by virtue of the fait accompli, and the burdens and costs required by the “majority” will shift from the shoulders of the Sadrists to other shoulders, and with it, al-Sadr will be relieved of two major responsibilities: the strenuous preparation for the formation of the government, and his being a party to enduring political closure.  

As for the far-reaching echo of this news, it is to make the matter one of two things: Either a government without the Sadrists, which will be extremely fragile and threatened by the Sadrists' ability to mobilize the masses and their repertoire of the accumulated protest experience. As for early elections, I think that al-Sadr is preparing to produce a decisive “majority” this time and is not subject to interpretation.  

Nobody is envious of those who will remain in Parliament after the withdrawal of the Sadrist bloc, as they will have heavy days ahead. It seems that the hardening of positions that contributed to bringing the situation to this juncture was the result of the inability of many to read al-Sadr's speech, and their reliance on the possibility of him reversing at the last moments in view of internal and external pressures.  

The moment al-Sadr withdrew from his speech to his supporters on the occasion of the anniversary of his father's martyrdom, I said it was not spontaneous, it was a carefully crafted spectacle moment. He wanted to cite several theses; He mentioned the first of them only and then withdrew, leaving us to guess the second. If we knew that he was in the process of making accusations, and the first accused was Saddam's regime, his mind automatically withdrew to other defendants he wanted to suggest without naming them.  

The same suggestive scene is taking place now: withdrawing at a moment he chooses to place responsibility on his opponents, placing on them burdens that he had borne alone as he presides over a "majority" subject to interpretation and inconclusive.  

The scene is getting more complicated. And the options presented by the withdrawal of the Sadrists, all point to a deepening of the blockage.  

Are there solutions?  

Hope - despite its weakness - remained pinned on historical national concessions by political leaders, if not to save Iraq from its ordeal, then at least to save the political process in which they invest their moral and material balance!

A legal expert draws a map of the Sadrist bloc’s replacements, according to the federal decision

Al-Asadi said in a statement, of which “Nass” received a copy, (12 June 2022), that “it is the bold and courageous decision to resolve the existing political impasse, which His Eminence Sayyid Muqtada al-Sadr issued an invitation to the bloc’s deputies to sign their resignations, and then followed it by submitting their resignations to the House of Representatives.”   

  

Al-Asadi added, "A number of speculations have been raised on this subject, including that the resignation must be accepted by members of the House of Representatives, and there are those who say that the resignation is not submitted until after a year has passed.  

1- The House of Representatives is now in the second legislative recess for 2022, so the Speaker of the House is the representative of the House.  

  

2- Article 12/Second of the House of Representatives Law and its formations No. 13 of 2018 stipulates that the representation in the House of Representatives ends in (in the event of resignation).  

  

This text is without conditions and restrictions, and once the approval of the Speaker of the House of Representatives, the resignation is considered valid, and even in the event of non-approval, it is legally considered valid, but the formality is completed with the approval of the Speaker and the issuance of the Diwaniyah order.  

  

3- The council’s approval of the dismissal of the deputy in two cases mentioned in the text of Article 12/seventh and eighth was accompanied by my agencies:  

(Seventh: The approval of the Council by a two-thirds majority of the deputies on the objection submitted to the validity of the prosecution)  

Eighth: The Council's approval to dismiss the deputy for:  

His absence, without a legitimate excuse, exceeded more than a third of the parliament's sessions out of the total sessions of one legislative term.  

Serious breach of the Parliament’s rules of conduct, and insulting the Assembly or attacking the president, one of his deputies, or one of the representatives is a grave breach for the purposes of implementing this clause.  

These two texts do not include what happened today of the bold resignations of members of the Sadrist bloc.  

  

4- The replacements for the resigned representatives will be the highest losers in their constituency according to Federal Court Decision No. (144 / Federal / 2021) on 11/14/2021.  

  

5- The parliamentary map of the House of Representatives will change according to my personal reading to the following:  

First: The rule of law has 41 seats  

Second: Al-Fateh and its allies 44 seats  

Third: State Forces 15 seats  

Fourth: Extension of 16 seats  

Fifthly: - the brightness of the Canon 7 seats  

Sixth: The Contract Alliance: 9 seats  

Seventh: The rights movement of 6 seats  

 
 

On Sunday, Parliament Speaker Muhammad al-Halbousi confirmed that his acceptance of the resignations of the Sadrist bloc's deputies came down from the desire of the leader of the Sadrist movement, Muqtada al-Sadr.  

Al-Halbousi stated in a blog post, seen by "Nass" (June 12, 2022), that "in response to the desire of His Eminence Sayyid Muqtada al-Sadr, we reluctantly accepted the requests of our brothers and sisters, the Sadrist bloc's representatives, to resign from the Iraqi parliament."    

He added, "We have made a sincere and sincere effort to discourage His Eminence from this step, but he preferred to be sacrificing and not a crippling reason for the sake of the country and the people, so he decided to proceed with this decision."    

  

On Sunday, Parliament Speaker Muhammad al-Halbousi signed the mass resignations of the Sadrist bloc.  

The head of the bloc, Hassan al-Adhari, submitted a request for a collective resignation to his bloc, in response to the call of the leader of the Sadrist movement, Muqtada al-Sadr.        

According to a video obtained by "Nass" (June 12, 2022), Parliament Speaker Muhammad al-Halbousi is seen signing the resignations of the Sadrist bloc in the presence of the bloc's leader, Hassan al-Adhari.        

  

  

On Sunday, the leader of the Sadrist movement, Muqtada al-Sadr, directed the resignations of members of the Sadrist bloc to Parliament Speaker Muhammad al-Halbousi.

The legal expert, Ali Al-Tamimi, clarified, on Sunday, the legal path for the resignation of members of the House of Representatives.  

  

 

  

Al-Tamimi said in a statement to "Nass" (June 12, 2022), that "the resignation expresses the individual will of the deputy, and we noted that the resignations all came through an independent petition submitted to the Speaker of Parliament."  

He added that "the approval of the Speaker of Parliament is sufficient for his resignation, because Parliament's vote is only in the case of resignation for retirement purposes according to Law No. 9 of 2005, and this was also amended under the Federal Court Law of 2014, so these resignations became a fait accompli as soon as the approval of the Speaker of Parliament."  

He continued, "The replacement of the deputies is from the same constituency and is the biggest loser, as the Federal Court decision says, with the interpretation of Article 46 of the Elections Law No. 9 of 20, whereby they are replaced by the highest losers for the same constituency and not for the bloc."  

He pointed out that "the person who replaces his name goes to the Federal Court by the Commission at the request of Parliament, and after the approval of the Federal, they take the oath before Parliament, and they become representatives of the resigned representatives."  

And he indicated that "resignation differs from dissolving Parliament, because it is subject to reform and replacement. Dissolving Parliament according to Article 46 requires a request from a third of Parliament, and only the absolute majority of Parliament members, as this result does not affect the work of Parliament."

Barzani's party clarifies after the resignation of the Sadrist bloc's deputies

Arafat Karam, the official in charge of the Iraqi file at the headquarters of the leader of the Kurdistan Democratic Party, Massoud Barzani, said that his party's position on the resignation of the Sadrist bloc's deputies and their withdrawal from the "triple alliance" has not yet been officially issued.  

 

  

Karam wrote a post followed by "People", in which he said, "Regarding the resignation of the Sadrist movement's representatives, there is no official position so far on the Kurdistan Democratic Party. Everything that is said, rumored and published is incorrect."  

 

On Sunday, the Kurdistan Democratic Party considered the resignation of the Sadrist bloc's deputies from the House of Representatives as "the end of the political process in Iraq."  

Party member Imad Baglan said in a televised interview, followed by "Nas" (June 12, 2022), that "the Sadrist bloc has resigned, this means the end of the political process in Iraq, and the resignation is an extension of the internal Shiite crisis, and we, as the Democratic Party and the Alliance of Sovereignty, are not a major part of it and do not rush to Take steps."    

He pointed out that "if the party and the sovereign agree, hypothetically, to go with the framework to form the government, the government will not last 15 days."    

Meanwhile, a deputy from the Kurdistan Democratic Party, who preferred not to reveal his name, told "People" that "there are no tendencies to submit the resignation from our bloc within the Federal Parliament, and we are waiting for what the leadership is asking of us."  

  

On Sunday, the head of the Sovereignty Alliance, Khamis al-Khanjar, expressed his respect for the decision of the leader of the Sadrist movement, Muqtada al-Sadr, to resign the Sadrist bloc from the House of Representatives.  

Al-Khanjar stated in a post reviewed by "Nass" (June 12, 2022), that "I received a phone call from His Eminence Sayyid Muqtada al-Sadr, and expressed my full respect and appreciation for the great sacrifice made by the Sadrist movement for the sake of the country and reforming the political process."      

He added, "Tackling the sins of the political system in Iraq is a national necessity on which we agree with everyone who believes in the homeland, and we will continue our dialogues for this goal."  

  

On Sunday, Parliament Speaker Muhammad al-Halbousi confirmed that his acceptance of the resignations of the Sadrist bloc's deputies came down from the desire of the leader of the Sadrist movement, Muqtada al-Sadr.

Muhammad Allawi: One chance to save Iraq after the shock of Sadr's withdrawal

On Monday, independent politician Muhammad Tawfiq Allawi called on the leader of the Sadrist movement, Muqtada al-Sadr, to reconsider the step of the Sadrist parliament's resignation, describing it as "dangerous."
