It attempts to highlight national reform priorities that help address the structural causes that impede development promotion. Al-Haidari also said that the great revenge will soon be materialize, which is de facto annihilation of the Zionist regime and the US expulsion from the region. He said that General Soleimani was not just a military man but he was a role model in social, cultural, and political issues. Lieutenant General Soleimani and Abu Muhandis were assassinated in a US drone strike on Baghdad International Airport in Iraq on January 3. The two were martyred in an American airstrike that targeted their vehicle on the road to the airport. Five Iranian and five Iraqi militaries were martyred by missiles fired by the US drone at Baghdad International Airport. On January 8, the IRGC Aerospace Force started heavy ballistic missile attacks on US Ein Al-Assad airbase in Southwestern Iraq near the border with Syria and a US operated airbase in Erbil in retaliation for the US assassination of General Soleimani. Ein Al-Assad is an airbase with a 4km runway at 188m altitude from sea levels, which is the main and the largest US airbase in Iraq. Early reports said the radar systems and missile defense shields in Ein Al-Assad failed to operate and intercept the Iranian missiles. Unofficial reports said the US army's central radar systems at Ein Al-Assad had been jammed by electronic warfare. The second IRGC reprisal attack targeted a US military base near Erbil airport in Iraqi Kurdistan Region in the second leg of "Martyr Soleimani" reprisal operation. According to Fars News Agency, Iraq said the attacks had not taken any toll from its army men stationed at these two bases. The US army had blocked entrance into Ein Al-Assad to everyone, including the Iraqi army. It was the first direct attack on the US army ever since world war two. The IRGC officials said none of the missiles had been intercepted.

The NDP is guided by four main pillars, which are present throughout its chapters and which represent the main concerns in overcoming the current development challenges, namely: • Laying the foundations for good governance and associated pillars and components • Developing the private sector as a vital anchor for progress and development; • Post-crisis reconstruction and development of affected provinces; and • Reducing multidimensional poverty in the provinces. II. Economic challenges 1. Poor investment climate. The investment climate continues to deteriorate ,influenced by a combination of political, economic, institutional, legislative, legal and regulatory factors which in turn affect the level of and ability to attract foreign investment. This is evidenced in international indicators: e.g. in 2016, Iraq ranked 165th from 190 countries on the Ease of Doing Business Index and it scored only 27.3 of 100 on the Investment Attraction Index. 2. Disrupted production structure. Between 2010 and 2015, the oil sector remained the main contributor to GDP(actually, it increased from 51.26% to 55.1%), due to the lack of an economic diversification policy .The GDP contribution of both agriculture and manufacturing dropped – respectively from 4.17% and 2.1% in 2010 to 2.02% and 0.84% in 2015. 3. Trade imbalance. The lack of a trade policy that considers the economic conditions required to maintain international competitiveness, the growing imbalance in the GDP structure, and the low exchange rate of the Iraqi dinar have led to (1) a clear trade imbalance ,evidenced in the increase in the oil export to 99% of total Iraqi exports and the high diversification of import structure, and (2) significant economic openness, with the ratio of foreign trade to GDP reaching 50.25% in 2015. 4. Imbalanced budget structure. Oil revenues continue to be the top contributor to public budget revenues – comprising 85.9% of the estimated total income for 2017 (IQD 79.011 trillion). This renders the budget susceptible to external shocks from fluctuating oil prices, internal imbalances of non-oil revenue diversification, and high estimated operational expenditure (IQD 75.217 trillion, or 74.7% of the total estimated budget). In result, the planned deficit of the 2017 Budget amounted to IQD 21.6 trillion. 5. High public debt. The huge reliance on public debt (internal and external) to cover the budget deficit is a constraint on development rather than an alternative to financing the budget from non-oil sources. Additionally, in the absence of coherent and harmonised macroeconomic policies to manage debt efficiently, this debt is a burden for present and future generations. The planned deficit constitutes 21.6% of the estimated budget and it will be financed through internal and external loans. Thus, as of 13/12/2017, the public debt has reached IQD 135851 billion. 6. Underdeveloped banking system. Due to obsolete technologies in use, outdated management methods, redundant administrative staff who fail to keep up with modern technologies, the absence of an enabling environment to deal with customers, and a weak marketing of non-traditional banking products, banks have been unable to keep abreast of modern banking and management systems. This is evidenced in e.g. the high value of doubtful debts (IQD 3079.7 billion in 2015), which has placed a burden on financial stability, with the ratio of credit failures of government banks reaching 67.1%. 7. Large informal sector. Poor private investment resulting from a worsening investment climate has expanded small-scale economic activities that are not controlled by the government and operate outside the public tax and insurance framework. They are not included in GDP calculations and operate at the expense of the activities of the formal economy. Outputs, practices and dealings in the informal sector are uncontrolled at the economic and societal levels. 8. Limited role of the private sector. The deteriorated working and investment environment, slow adoption of (i.e. disregard for) the commodity dumping policy, and lack of participation in the design and implementation of economic policy goals have perpetuated the limited role of the private sector in the development process. In 2015, the private sector contributed barely 44.6% of GDP (at current prices) and 35% of fixed capital formation (at constant prices).

Thank you @dinarthug for you invaluable service!!!🙂 The disputed areas of Iraq and Article 140 of the Constitution 9th October, 2017 In the years since the fall of the Baath regime in 2003, it has undoubtedly been one of the main axes of the conflict between the Iraqi political factions, with regard to Article 140 of the Iraqi Constitution and the subject of disputed areas. The disputed areas constitute about 7% of the territory of Iraq, which lies on the borders of the four provinces of Anbar, Salah al-Din, Kirkuk and Diyala, which are adjacent to three of the provinces that form the Kurdistan Regional Government (Sulaymaniyah, Erbil and Dohuk). In the context of the negotiations on the drafting of the Iraqi constitution in 2004 and 2005, the finalization of the issue of these areas was finalized in Article 140 of the Iraqi Constitution. The mystery of Article 140 of the Iraqi Constitution Article 140 is actually taken from Article 58 of the Interim Iraqi Constitution. In the third paragraph, a final settlement of the disputed territories, including Kirkuk, will be carried out. Implementation of the second paragraph - until the above plans are completed and a clear statistical survey is carried out at the request of the residents of the governorate. Article 58 of the Interim Constitution was passed to article 140 after the drafting of the permanent Iraqi constitution. Article 140 of the Permanent Constitution of Iraq contains two main paragraphs. The first paragraph provides that the executive branch shall take the necessary measures to terminate the implementation of Article 58 of the Interim Constitution in all its provisions. The second paragraph states that the responsibility of the executive authority in the transitional government stipulated in Article 58 of the Iraqi Transitional Administration Law extends and continues to the executive authority elected under this constitution, to be completed in full (normalization, census and ending with a referendum in Kirkuk and regions) The other disputed to determine the will of its citizens) in a maximum period of thirty-first of December of the year two thousand and seven . However, each ethnic group in Kirkuk has a different view of the ownership of Kirkuk and they consider the owners of this governorate to be the same. In general, there are diverse nationalities and ethnicities in the province of Kirkuk. The most important residential groups in Kirkuk are Kurds, Arabs, Turkmen, Chaldeans, Assyrians, Christians and Jews. From the point of view of most Turkmen political movements, despite the existence of different ethnic groups in Kirkuk, this province is the center of Turkmen presence. For example, Sobhi Saber, a representative of the Iraqi Turkmen Front in Kirkuk (2004), says: "The Turkmen migrated from Asia before 680 BC and settled in Kirkuk." On the other hand, the Kurds reject Turkmen statements and claim that they were residents of Kirkuk since ancient times, where they built villages and worked in their fields. From the point of view of the Kurds, the city was politically and administratively the capital of the "city of Zour", since the time of the Ottoman Empire to Kirkuk. They also claim that the Turkmen entered Kirkuk as soldiers and ancestors of the empire during the Ottoman Empire, a time when there were no borders.   21. I believe it's the opposite. The Iraqi Dinar can't go up unless people feel that it will be supported. Why is BTC close to $10,000, or TSLA at $800? Neither of those examples show in black and white that they "should" be at that level - they are there because people feel and think. The same is true for the dinar - there will never be a black and white absolute "yes", only a long list of "no". Luckily, that's not the deciding factor here.

This represents approximately 90% of Parliament. Allawi has been pushing to get his cabinet passed by making sure he has the votes secured before presenting it to Parliament. On page 3 it states that after the CBK had determined the currency that had been looted, the 3rd issue of the KD was abrogated as legal tender by Amiri decree, in other words it became invalid.
