On Thursday, the Ministry of Oil organized a meeting of the working group tasked with preparing a draft oil and gas law.

The meeting was chaired by the Ministry's Advisor for Administrative, Legal and Supervisory Affairs Hamdan Awijel and includes a number of officials in oil companies and departments of the Ministry's center.

 

 

The Ministry of Oil said in a statement today that the meeting aims to discuss the preparation of the draft oil and gas law, and work to crystallize a professional national vision that achieves the goals of optimal investment of oil wealth to serve the public interest.

In early August, Prime Minister Mohammed Shia al-Sudani ordered the formation of a ministerial committee to oversee technical dialogues between the Federal Ministry of Oil and the Ministry of Natural Resources in the region, as well as inviting the governors of the oil-producing provinces of Basra, Maysan, Kirkuk and Dhi Qar, and the directors general of state oil companies to the ongoing technical dialogues on the draft oil and gas law, to be followed by the completion of the political dialogue to agree on the submission of the draft law.

The oil and gas law is one of the most important disputes between the federal government and the Kurdistan Region, and the parties have not reached a settlement on it over the past four parliamentary sessions.

During the current parliamentary session, the political blocs are counting on reaching solutions to the existing differences and pushing for understandings that satisfy all parties to approve the law

On Thursday, the Ministry of Oil organized a ministerial meeting of the working group tasked with preparing the draft oil and gas law.

According to a ministry statement received by "Economy News" that, "The Ministry of Oil organized a meeting of the working group in charge of preparing the draft oil and gas law, which is headed by the ministry's advisor for administrative, legal and supervisory affairs, Mr. Hamdan Owaijel, and includes a number of officials in oil companies and departments of the ministry's center."

He added that "the meeting aims to discuss the preparation of a draft oil and gas law, and work to crystallize a professional national vision that achieves the goals of optimal investment of oil wealth to serve the public interest."

Parliamentary Committee: vote on the oil and gas law before the elections
  
{Politics: Al Furat News} A member of the Parliamentary Oil and Gas Committee expected the vote to approve the draft oil and gas law before the provincial elections scheduled for December 18th.
 

Committee member Zainab al-Moussawi told {Euphrates News} agency: "Discussions and discussions are continuing about the oil and gas law, which will join the work of natural resources in Iraq, but we want to reach a formula for a law that serves the country and does not serve one party at the expense of another."


She added, "There are objections by the Kurdish blocs about some articles in the law, such as handing over oil production in the region to Baghdad and exporting it through SOMO, in addition to allocations for oil-producing provinces, and other matters that will be resolved soon."


"The law is expected to be voted on before the next local elections," Mousawi added.
It is noteworthy that the oil and gas law in Iraq, which has been awaiting legislation in parliament since 2005, stipulates that the responsibility for managing the oil fields in the country must be entrusted to a national oil company, and it is supervised by a federal council specialized in this matter.


The law says that the Iraqi government has the right to "participate in the management" of the fields discovered before 2005, but the fields discovered after that belong to the regional government.


On the second of this August, the Prime Minister, Muhammad Shia’ al-Sudani, held a meeting devoted to discussing the draft federal oil and gas law, in the presence of a number of; Leaders of political blocs, ministers of foreign affairs, oil and industry, advisor to the minister of natural resources in the Kurdistan Regional Government of Iraq, as well as a number of technical and legal advisors and experts.
