Parliamentary Finance talks about an "understanding" to approve the budget tomorrow

March 27, 2021

Today, Saturday, the Parliamentary Finance Committee confirmed that there is an understanding between the parliamentary blocs to approve the 2021 budget, while indicating that it does not have any decision regarding whether or not to reduce the exchange rate." said a member of the committee, Muhammad al-Shabaki, in an interview reported by the Iraqi News Agency The meeting that took place today between the committee, the ministers and the second deputy speaker of the House of Representatives aims to amend some of the formulations and paragraphs contained in the draft budget bill," .

 
He added, "There is a set of articles that must be reviewed in the technical formulation," noting that "the meeting did not discuss the contentious articles and did not address the region's share in the budget, because this issue is political."

 
He pointed out that "the committee discussed some articles of the draft budget law, including the development of regions, the investment budget and some loans for projects of the Ministry of Electricity and Oil, and discussions were held with the ministers in this regard."

 
He pointed out that "the Minister of Finance spoke about the issue of the exchange rate without giving a decision to the Parliamentary Finance Committee," stressing that "this matter is left to the government's discretion."

 
And that "the mission of the Parliamentary Finance Committee is to conduct transfers and some increases and reductions and to ensure that there are no breaches of sovereign loans."

 
Al-Shbaki noted that "the committee does not have any decision regarding lowering the exchange rate or not," indicating at the same time, "the existence of an understanding between the political blocs to approve the budget law in tomorrow's session."

Al-Suhail said {to Al-Furat News} that "there are many problems still in the Parliamentary Finance Committee regarding the budget law."
 He also referred to "the continuation of the political dispute in Article 11 regarding the region’s share."
Al-Suhail added, "Also, there are political blocs that have proposed new materials that need time."
On Friday, the House of Representatives announced the postponement of its session for approving the budget until tomorrow, Sunday.
The Information Department stated that, given the continuing discussions on the draft budget law, and the need for final formulations of the articles of the budget bill, the Presidency of the Council decided that the voting session on the draft budget law would take place on Sunday, March 28, 2021, at three in the afternoon.
It is hoped that a delegation from the Kurdistan region will arrive today, Saturday, in the capital, Baghdad, to discuss the provisions of the budget, ahead of the meeting to pass the budget tomorrow, Sunday.

{Policy: Al Furat News} Political analyst, Haider Arab, sees the passage of the federal budget bill in tomorrow's session, Sunday, in the hands of political forces.

 

Arabs said {to the Euphrates News}, "There are conditions for the Kurds, which are crippling and will face rejection from the Iraqi street, so the session for approving the budget will be disrupted."
And he stressed "the need to find a political agreement between the political forces, otherwise we will not face the anger of the Iraqi street about the budget."
It is scheduled that the House of Representatives will hold its special session to approve the budget tomorrow, Sunday, March 28, 2021 at three o'clock in the afternoon.

{Policy: Al Furat News} The National Approach bloc announced a boycott of the voting session on the 2021 budget, to be held at exactly three o'clock this afternoon, Sunday.

 

 The bloc stated, in a statement received {Al Furat News} a copy of it, "We draw the attention of Parliament to take into account the following remarks: -
1. We demand that detailed tables of expenditures be distributed to all ministries and agencies not associated with a ministry and the various state institutions attached to the budget law for the year 2021, because this reflects the principle of transparency and facilitates Control over the safety and realism of spending
2. We demand that the exchange rate of the dollar be restored to its previous level in order to avoid severe economic and social damage
3. We demand that Article (11) include the following text (The region is obligated to deliver (460) thousand barrels in full and all that is in excess to a company ( Sumo) and all its non-oil revenues to the public treasury .. and in the event that it refuses to do so, no dues are paid to the region. The violator bears the legal responsibility for that.
4- We demand the abolition of Article (38) which permits the privatization of all productive and service sectors of the state and allows the participation of investors and contractors in the ownership of oil and gas fields, power stations, Iraqi Airways aircraft and government banks.
5- We demand the abolition of the two articles (42 and 41) that allow the sale of state-owned agricultural lands to those who have the right to dispose of a value much less than its real value and will create widespread social conflicts.
6- We demand the abolition of Article (47) which permits the sale of the state’s financial assets, including industrial, infrastructure, and others.
7- We demand the cancellation of new foreign loans, as they have far-reaching consequences for the country's sovereignty and economy.
8- We refuse to authorize the Minister of Finance to issue sovereign guarantees.
9- We reject the article that proposes that the Ministry of Health and the Ministry of Defense contract with private sector companies to run newly constructed hospitals.
10- We reject the additive article that requires the Ministry of Education to invite the private sector to implement printing of textbooks, and we suggest restricting it to public state companies only.
11- We reject the new article that allows governorates to contract with developers because they will witness secondary speculation on the one hand, and through these projects it is intended to charge the citizen the cost of building the infrastructure of health services, electricity, water and sewage streams to increase the profits of the developers (investors)!
12- We warn against adding any article to the budget that includes the dead ISIS terrorist with the rights of the Martyrs Institution Law, and we consider this a weakening of the efforts and sacrifices in the fight against blind terrorism.
