Parliament member Abbas Yaber Al-Atafi confirmed, on Monday, that there are three levels of disagreement within the House of Representatives regarding the passage of the federal budget bill for 2021, while the budget is likely to be passed at the end of this week.
Al-Atafi said in a press interview, "The prevailing disagreement about passing the budget on three levels, the first is related to the exchange of the dollar," indicating that "the second side includes new loans in the budget, and the third is to give the region a full share."
He added that "the majority of the House of Representatives is not with the passage of the budget unless the exchange rate of the dollar is returned as it was previously, in addition to the delivery of all oil and non-oil revenues to the central government of Baghdad, as well as preventing the government from any new borrowing in the 2021 budget."
Al-Atafi pointed out that "passing the budget is very difficult unless the aforementioned points are amended."

Expect a date for the new session .. Deputy: The political forces will resume their meetings today to agree on the budget

656 Policy 2021/03/29 14:04 am Baghdad today -

Baghdad Today, Monday (March 29, 2021), the representative of the Iraqi coalition, Abbas Sarout, confirmed that holding a new parliament session in order to vote on the 2021 budget bill depends on a political agreement to pass the law. In an interview with (Baghdad Today), Sarout said that "disagreements over some paragraphs and articles in the 2021 budget bill are still present, especially with regard to the region’s share, the dollar exchange rate, foreign loans and others." And he indicated, "the political forces, the Finance Committee and the Presidency of Parliament, will complete the dialogues in order to reach a final agreement on the contentious paragraphs and hold a new parliament session dedicated to passing the budget, which will be determined after reaching a final agreement." He added, "We expect that the new parliament session will be tomorrow, Tuesday, after reaching a final agreement between the political forces during the meetings and dialogues, which will be held today." The House of Representatives was supposed to hold its session devoted to voting on the draft federal budget law for the current year, on Sunday, but the persistent differences between the political blocs pushed it to postpone and leave the parliament room. Yesterday, Sunday, a parliamentary source inside the House of Representatives stated that the Presidency of Parliament officially informed the MPs to postpone the session to vote on the budget. The source said in an interview with (Baghdad today), "The Presidency of the House of Representatives has officially informed the representatives to postpone the voting session on the 2021 budget, without setting a new date for it until the moment, after the failure of the dialogues and negotiations."

Parliament has not set a date to vote on the budget

Baghdad: Abdulrahman Ibrahim

The Chamber of Representatives was almost empty during the session scheduled for the vote on the draft federal budget bill yesterday, the day before, and its fate became unknown, without setting a new date for its passage.
This scene in the political reality came because of the recent sharp disagreements regarding this law, and according to press statements by members of the Parliamentary Finance Committee, "There are four points on which I disagreed that caused the vote to be suspended."
Committee member Muhammad al-Shabaki revealed that the most prominent of which are some controversial points in Article 11 related to the share of the Kurdistan region, foreign loans, investment projects and the development of regions. .
In turn, a member of the Parliamentary Finance Committee, Sherwan Mirza, confirmed that "the fate of the budget bill has become unknown due to the new differences that have emerged between the parliamentary blocs," indicating that "new disagreements appeared between the parliamentary blocs that caused the budget vote not to take place."
He added, "Some blocs submitted new demands in addition to determining the exchange rate of the dollar and did not reach an agreement between them," noting that "the share of the Kurdistan region has nothing to do with postponing the meeting."
Regarding setting a new date for voting on the budget, Mirza said, "There is no new date for voting on the budget, and the meetings ended without setting any date for the next session."
The MP for the Saeron bloc, Salam al-Shammari, held political blocs that he did not name, responsible for the continuous delay in approving the general budget for the current year.
Al-Shammari said in a statement, that "the continuous delay has harmed the economic and financial situation of the country and its people, and is evidence of the desire of some to weaken the role of Parliament for political and electoral goals."
He added, "Sairoun's alliance with the approval of the budget quickly will never be an obstacle to it as long as it serves the country's situation and improves the condition of its citizens."
Al-Shammari stressed, "the need for the political blocs to be aware that the continuous delay is weakening the parliament and its influential role in particular and the political process in general, and it must accelerate the fulfillment of its duty towards its people."
The leader of the Sadrist movement, Muqtada al-Sadr, warned of the consequences of postponing the vote on the draft fiscal budget for 2021, and advised the blocs to forget their differences and approve them as soon as possible.

Lock all the doors....lock the bathrooms......lock the doors to the cafeterias......Post armed guards at every exit in Parliament.  If they try to leave, stick that rifle in their sphincter tube and pull the trigger.  It wouldn't take long for them to get the message.   I am so sick of this nonsense I could scream.
