announced that the Commission on oil and energy parliamentary, that the legal Oil and Gas National Oil Company legislation will have priority in its work in the next legislative term.
Committee Chairman Ares Abdullah, told all of Iraq [where], "We have the Ministry of Electricity Act and we will start at the beginning of the next legislative term, and there is also a legal attempt to oil and gas legislation and national oil company." 
He pointed out that his committee " has embarked on the legislative term of the previous several important laws ,including the Atomic Energy Act and the exemption of foreign and local companies from fees." 
He said Abdullah "We as a committee we have made great efforts in the legislative and regulatory side and we had a distinct role in the monitoring and control of the ministries of oil and electricity , and there is cooperation between the Commission and these two ministries for the success of the work of parliament and the government together." 
The federal government and the Kurdistan Regional Government once made 17 of December 2014 oil agreement to export the region 250,000 barrels of production with 300,000 barrels of the province of Kirkuk fields in exchange for pay Baghdad Kurdistan 's share of the federal budget by 17%, and this is what was agreed upon in 2017 budget 
is at loggerheads for years between the center and the region to export the power and confined in the absence of oil and gas inactivated law passed for years, but the two sides reached in December 17, 2014 an agreement to export the region 250,000 barrels of production with 300,000 barrels of Kirkuk province , fields vs. to pay Baghdad Kurdistan 's share of the federal budget by 17%. 
The oil and gas law had previously introduced in the previous legislative session of the parliament did not get the agreement passed.

DinarThug, Thanks,  DV,  We will see in the coming session next month if they will pass both Oil & Gas and National Oil Company which benefits all Iraqis.  I do believe once the money allocated per the 2017 budget is flowing "DINARS" (LD'S Hopefully) to the KRG and other provinces the GOI & Parliament will move to get these two important legislations approved and voted....:D:)

They will get around to voting on it one day, maybe after the next elections...I still think to many crooks in both the Kurdistan government and the GOI to pass it. When they vote in enough people in these governments that care more about the country an the people of Iraq than they do with getting rich an robbing the land, the HCL will pass easily....

Yota Thanks,  DV,   Excellent news....."HCL" & "National Oil Company" is coming to fruition IMHO.   Less talk and more action is required to benefit the Iraqi citizens and the rest of the "World" to show Iraq is fully prepared to enter the World Markets and entice Major Investors to spend their money now.

Thanks Thugs much appreciated brother. Now that the budget has been past and the liberation of Mosul not far behind, I believe we will see HCA become HCL in early 2017. The timing of events is crucial. An electrical grid that works 24 hours a day is also fundamental to move money cross borders and over seas as well. The inevitable is coming DV and imo we are close.

Good Post here  clown .. now that oil production. Countries Are going too scale back production . Will this throw another wrench in the bargain table s again?  The scale back of oil , drive prices up , and low budget values gets.  A bumper cash reserves... J.m.o.

I'm satisfied with this part...

 

Let's me know, the timelines still a serious matter to Iraq...

 

So now let's finish up musal, supply 24hr electricity, drop more of those lovely ATM machines. Complete corruption combating laws, hang Maliki, re instate Shabibi as the head of the CBI . And get the people back using the IQD and Iraq banking system with the proper purchasing power placed on the dinar. And of course the only way to do that is a rate higher then the mighty dollar...lol

its the guidelines to the HCL.  Its referred to as the HCA.  HCL is a totally separate animal.

I've read several articles which point to either 30 or 40 days after they adjourned......so likely January 7th or "soon" thereafter. Yikes....I said soon. :rolleyes:
