Possibly, this article was written in mid June, or shortly thereafter, and is being released now. Looks like the updating to the current values was not updated prior to the release date of today (September 27, 2016). To me, this means Iraq could be reporting information as much as three months ago. To me, this also means that Iraq is much further along in their progress compared to what we are seeing today in the news articles. We could be seeing a hodge podge of relatively current and weeks or months old information being posted in the Iraqi news media.
