He was in process of bringing the majority of US Troops home for the first time in 22 years of wars, in countries that treated US Troops like their lackey police, when the host countries couldn't protect their own. His battle plans did not include BS restrictive rules of engagement with an opposing force that dressed lime everyday citizens and used women and children like human shields strictly for propaganda purposes - chicken schmidts.
