"

He added, "The deficit that will occur in the budget, we must find solutions because the figure announced in the 2020 budget is large and very dangerous."

He added that "the Secretariat of the Council of Ministers was running the work at the time and submitted a document of pledges," noting that "40% of countries answered the document that was submitted and 60% did not answer."

He stressed that "the countries that answered the document were limited to granting commercial loans," noting that "the Kuwait conference supported Iraq morally only."

He pointed out that "all credit facilities and investments in order to rebuild what was destroyed by the war were just pledges that did not take their way to the course of implementation."

He explained that "what was previously implemented was called (the Stability Cell) provided by the United Nations, the World Bank, international agencies and the European Union gave aid to the liberated areas to return the displaced, build the main infrastructure and remove mines," noting that "the amount of this aid does not exceed two billion dollars."

". He added, "The government is following up the file of the Kuwait conference, but some of them present difficult conditions," noting that "the other side is hesitant, but these pledges exceeded only good intentions." 

He continued, "There are no sums transferred to Iraq after the conference, except for a very weak thing that does not amount to the reconstruction of all liberated areas."

The pledges made by the countries participating in the Kuwait Conference for the Reconstruction of Iraq amounted to 30 billion dollars on the third and final day, so that such aid be in the form of loans, credit facilities and investments provided to Iraq in order to rebuild what was destroyed by the war. 

In a press statement, Kuwaiti Foreign Minister Sheikh Sabah Al-Khaled Al-Sabah said at the time that "the commitment of the international community to Iraq was clear during the conference" with a total amount of 30 billion dollars. Exactly....this budget that’s had been touted to be for reconstruction for years, relying on many years of a surplus, remember when they talked about a supplementary budget, they there was and now there isn’t a supplementary budget! It is based on  new rate, in MHO! Iran and there parliamentary puppets will be delaying it...

I don’t like to start rumours, but why has the budget been delayed to April? What happens in April and what’s happened every year in April for the past 30-40 years, except on two separate occasions which has been September? What happened in September? What happens if the budget is primed when the rate could possibly change?

I am personally excited for the next three months, it will come soon enough. But will it require a new pm? I would say with trump in office he would want to see a pm not backed or tied to Iran!

I agree screwball.. something is up.. They are waiting till April to start passing the budget, and the GOI still hasn’t received it from the COM?? Why? Because they are hiding the new rate IMO.. I think it could pop anytime between now and April. If they are really waiting till the end of Q1, then we will have the change around late March, early April.. I think all the PM crap is just something to pass time.. we will see, time will tell.

This is laughable. First they say the old government cannot pass the budget because the old government cannot authorize the budget for the incoming government and to wait until they get signed in. They even went through and calculated 1/12th the budget from last year for each month the 2020 budget does not get passed. Make up your god-forsaken minds. Either the old could have passed the budget or it could not. Whine or whine not. Cheese pleese!

      The Iraqi Ministry of Finance adopts the merger of insurance companies
      A part of the meeting of the opinion body in the Iraqi Ministry of Finance  28 February 2019 01:21 PM Mubasher: The opinion body in the Iraqi Ministry of Finance meeting chaired by Deputy Prime Minister and Minister of Finance Fouad Hussein and the majority of the members of the Commission.
      In a statement, the ministry said in a statement on Thursday that the board approved the merger of insurance companies to raise the level of service performance for the benefit of the public.
      The Commission decided to grant facilities to finance the project of the Iraqi German Hospital for cancer, and this hospital is the first of its kind in Iraq, which serve an important segment of society.
      In another context, Deputy Prime Minister for Economic Affairs received the Minister of Finance Charge d'Affaires of the US Embassy in Baghdad, Joe Howard and his accompanying delegation.
      During the meeting, the two sides discussed the bilateral relations between Iraq and the United States of America and plans of the Deputy Prime Minister to head the Iraqi delegation to the meetings of the World Bank and the International Monetary Fund, which will be held in April in Washington, DC.
      The two sides discussed ways to provide a safe and attractive environment for investment to encourage investors to work in Iraq and create job opportunities and eliminate unemployment and improve the level of services and construction throughout Iraq through the activation of the strategic framework agreement in the field of trade and investment.
