Source reveals the reasons for the power of Abdul Mahdi in completing the formation of the ministerial cab

In the  April 23, 2019 policy source reveals the reasons why Abdul Mahdi's power to complete the formation of the closed cabinet cab 61 visits

BAGHDAD (Reuters) - Prime Minister Adel Abdulmahdi's cabin is currently running to complete the next four years despite threats by political and parliamentary forces to go to the opposition in preparation for a larger bloc that could withdraw confidence, a source familiar with the situation said .

"The source of the power of Prime Minister Adel Abdul Mahdi is intertwined, the first is not to form a larger bloc inside the parliament, the prime minister is accountable to it, and the second is the absence of consensus," the source told Asharq Al-Awsat newspaper. Between the two main blocs in parliament, namely (reform) and (construction). "

He added that "these two things made Abdul Mahdi, the Prime Minister of the need for a lack of a better alternative than currently and the inability to choose the alternative during a period close to these blocs of conflict . "

"He does not like the problems or plays the contradictions, but he wants to act with sincerity, and secondly he realizes that he is not the reason why the government is not completed or helped," the source said. In the implementation of the government program, "noting that" everyone is now aware that the performance of a good man, especially at the level of external relations, both with neighboring countries or with Washington. "

The newspaper pointed out that "the understanding between the bloc of the community affiliated with the reform and the bloc of conquest affiliated with the coalition of construction, has helped to stimulate other blocs in both alliances to hold talks among themselves towards the crystallization of a vision may make them go to the opposition, most notably the stream of wisdom led by Ammar al-Hakim, Victory led by Haider al-Abadi and a coalition of the rule of law led by Nuri al-Maliki. "

For his part, professor of political science at the University of Nahrain, Amer Hassan Fayyad, said that "the most dangerous thing facing democracy is to exercise without democrats, and the Iraqi case is a proof of this example, as we find that we have democracy through parties and elections and the peaceful transfer of power, Whoever believes in democracy, or at best, the practice of democracy is completely distorted. "

Fayyad said that "everyone confuses the balance between quotas, where the balance is achieved when the quotas are not attended, which is based on the representation of components while the balance is achieved through political parties involved in the government, but without claiming to represent or reduce the components .

The sources had spoken earlier, about the existence of indicators towards the disintegration of some political blocs and the possibility of going to the opposition by other blocs, after more than 6 months on the formation of the government and the survival of four portfolios vacant because of differences between the blocks.

Doesn't it seem odd that Abadi isn't a major player in the new government, considering his most recent experience?

The MP accused of the movement to change the Kurdish Hoshyar Abdullah, on Tuesday, political parties close to the former Prime Minister Haider Abadi targeting Prime Minister Adel Abdul-Mahdi because of paying salaries of employees of the Kurdistan region under a legal cover, indicating that the policies of Abdel-Mahdi towards the region can not be compared to the policies of the President The former minister Haider al-Abadi, who was flattering the leaders of the Kurdish parties at the expense of the interests of citizens in the region.
Abdullah said in a statement received a copy of that "there is a political targeting by a group of politicians and deputies close to Abadi to Abdul Mahdi on the pretext of paying salaries of employees of the Kurdistan region," noting that "Abdul Mahdi pays salaries within the legal framework was approved in the financial budget "He said.
He added that "the previous session was the direct payment of salaries of regional staff by a certain percentage by former Prime Minister Haider Abadi without a legal cover, in order to satisfy the Kurdish political parties and get support for him for a second term, especially support Massoud Barzani, and therefore there is a huge difference between the mechanism Payment by Abadi and Abdul Mahdi. "
He continued, "It seems that Abdul Mahdi has a clear direction and vision strategy to resolve the oil file with the Kurdistan region, and has serious intentions to resolve this dilemma and the problems that have been stuck for years between the two sides, and these positive trends deserve to support and solidarity with them.
Abdullah said that "the early political targeting of the fall of Abdul Mahdi and his government is still premature, because so far not enough time, and therefore should give him more opportunities to resolve what can solve the problems between Baghdad and Erbil, especially with regard to the oil file that "We support the adoption of the principle of transparency in it, and be sold through the company Sumo, and the most important that the citizens of the region do not pay the tax differences, as happened in the era of Abbadi, who refrained from finding a solution to this problem and thus the oil was stolen from the region and people remained without pay.
He pointed out that "at the end of the previous session was paid a specific percentage of the salaries of the region's employees totaling 317 billion dinars a month by Abadi and for political purposes, and when Mr. Abdul Mahdi began to pay the salaries of the region's employees with a legal cover and through the budget began Abadi and through some of his deputies and close politicians From targeting Abdul-Mahdi only because he is the most equitable people in the region and because he started a new page through which he aims to solve problems seriously. "
"The people of the region who are being treated by Abdul Mahdi are simple Iraqi people who were deprived of their salaries, and these are the same ones who were punished by Abadi in the previous session when he was flattering the leaders of the major parties in the region at the expense of the citizens. And deprives political leaders of their own ambitions. "

MPs say PM responsible for incomplete cabinet lineup

Iraqi Parliament members have held Prime Minister Adil Abdul Mahdi responsible for not completing the cabinet formation, warning that such crucial step is mandatory and linked to various veins of the country.

Sairoon Alliance MP Alaa al-Rubaie has said the Prime Minister is responsible for delaying the Cabinet formation, demanding him to submit the candidates list to the House of Representatives to embarrass the disputed political blocs.

He also added that both alliances of Fatah and Hamas have given Abdul Mahdi full freedom to complete the government formation.

For his part, Parliament member Hussein Al-Aqabi said it is not likely that the government formation would be completed any sooner, thanks to the deep disputes and disagreements between political powers that seek their own interests.

“Prime Minister Adil Abdul Mahdi is still weak and gets subjected to political pressure, also, he does not have the authority to submit any candidates for vacant ministries,” Al-Aqabi added,

While MP for Fatah Alliance Hussein Al-Yasari said that the interior ministry is the main obstacle in the way of completing the cabinet, pointing out that there is a possibility to end the dispute over other ministries.

He also said dispute over candidates is what hinders the cabinet lineup, expressing hope that Abdul Mahdi would give political blocs a time limit to finish submitting their candidates, and in case they did not comply with the deadline, he should submit names of his own choice.

However, since then, Abdul-Mahdi has faced difficulties in forming his Cabinet and has been unable to assert his influence vis-à-vis the major political parties that put him in power. Many commentators in Iraq claim that Abdul-Mahdi is more of a thinker than a doer, and he has written of an ambitious plan to reform the government.

Rather than take a strong position to form his Cabinet, Abdul-Mahdi’s plan, according to his inner circle, is to pursue gradual change from within, fighting against the so-called deep state symbolized most visibly by the “muhassasa” system, whereby political parties have distributed deputy minister and director positions based on an ethno-sectarian quota.

“This cannot be delayed any longer because of the political interests of some coalitions,” Yasari added in press remarks.

Observers see that Abdul Mahdi is feeling danger surrounding his government in light of talks about some moves for impeachment. They also said Abdul Mahdi is further facing another challenge, which is he got appointed without any party or alliance support.

In the same context, MP Melhan Almkotar revealed that there is no agreement about naming the remaining ministers, pointing out that in order for the cabinet to be completed, disputes between political parties should be resolved first.

Well I will have to agree with these Parliamentary members about Mahdi being weak an to blame. I think he's waiting on Iran to come up with some candidates that all these political blocks can agree on. It also appears that al Sadr patience has run out with him...
