Mullah accuses the justice minister of "retaliation" of tens of thousands of Iraqis and "robbing" their property

BAGHDAD /

The leader of the National Coalition Haider Mulla on Sunday accused Justice Minister Haider al-Zamili of "revenge" of tens of thousands of Iraqis for electoral reasons and "robbery" of their property, calling for the need to end the seizure of funds and property of citizens covered by the procedures of accountability and justice .

"In late 2017, the Justice and Justice Commission directed the Ministry of Justice to end the seizure of property and property of tens of thousands of Iraqis and to the fourth degree who made the arrest warrant for them under Resolution 76 and 88," al-Mulla said in a press release.

"Since then, our efforts have been moving at the highest levels to ensure the speedy implementation of the Commission's mandate in an effort to restore the rights of the victims who have been wronged by the decisions of the American civil administrator Bremer and the agendas that implement the provisions of the tails," he said.

"We followed the books issued to the Ministry of Justice to lift the signs of seizure of real estate, but there is a will in the ministry is seeking all ways to prevent the implementation of the decision of the accountability, and it became clear to us that the Minister of Justice is behind them."

He accused the minister of trying to "retaliate against tens of thousands of citizens for electoral reasons, apparently in an effort not related to national identity or Iraqi identity."

Mullah "recently issued a warning to the Minister of Justice inviting him to cancel the circulars of the seizure of properties under Resolutions 76 and 88 of the notorious American civil administrator Paul Bremer on the basis of Law 72."

"We confirm that the current approach to rejecting the abolition clearly means that there are those who want to continue to rob what is left of those properties and seize the property and property of people with the logic of thieves or blackmail."

Al-Mulla threatened that "in the absence of lifting the signs of detention, we will file a lawsuit in the name of the people against the person of the minister to the Integrity Commission and the Iraqi judiciary fair and fair, who do not tarnish the oppressors flaw in their patriotism and their relentless efforts to implement the law and the Constitution without bowing to pressure whatsoever.

The Ministry of Justice clarifies the ambiguity surrounding the understanding of the implementation of Law 72 of 2017 on seized and seized funds

The Ministry of Justice clarifies the ambiguity surrounding the understanding of the implementation of Law 72 of 2017 on seized and seized funds

The Ministry reiterates its clarification on Law No. 72 of 2017 on the confiscation and seizure of the assets of the former regime and its restriction on two lists recently issued by the Accountability and Justice Commission.

This law, as mandated by the Secretariat General of the Council of Ministers by writing number 1008 on 14/3/2018 in response to the inquiry of the Ministry of Justice on the book of the Commission of Accountability and Justice No. 577 on 4/3/2018 and attached with the  new lists of confiscation and seized their money, which indicated in the text of the introduction to ((Based on the provisions of Article 5 of the Law of seizure and confiscation of movable and immovable property belonging to the pillars of the former regime No. 72 of 2017 ...), which was the answer of the Secretariat General, the Ministry of Finance has prepared instructions to facilitate the implementation of the provisions of this And sent it to the Council of State for the purpose of auditing it Is still in the Council of State has not been completed so far, can not currently enforce this law until the issuance of instructions from the Council of State.

We find here that the Council of State is not affiliated with the Ministry of Justice to clarify to those who are ignorant of this matter, an independent body in its work.

It is clear here that the book and lists of the accountability and justice body is linked to implementation in the Ministry of Justice by Law No. 72 of 2017, which has not been instructed so far by the Council of State and can not be implemented now or the adoption of lists prepared in accordance with Article (5) thereof to be seized and confiscated according to the new lists and release the remaining outside those lists , And the body currently competent to implement these procedures is the Ministry of Finance.

On the other hand, the book of accountability and justice No. 711 of 19/3/2018, which called Haidar Mulla, the duty of implementation, it has also indicated that the attached lists of confiscation and seizure of their money is ((for the purpose of the proper application of the provisions of Law 72 of 2017) Which is already stalled because of the lack of instructions to implement it from the Council of State so far, but it is certainly understandable that these texts are difficult to recognize by the owners of cheap and known for their misconduct.

As for the claim on the subject of selling these properties in an illegal manner or by fraud, anyone who knows a specific case and has not been informed of fundamentalism, it is a partner in it and it seems that the hatred of those who claim it has made him aware of the fact that the Iraqi judiciary is able to return the right to its owners and not take the right to a suitable mother.

And the Ministry of Justice with all its oversight efforts and the Office of the Inspector-General in cooperation with the Integrity Commission are working to monitor the cases of manipulation and corruption, and many cases have been referred to the competent courts and the return of the right to the family and this

duty is performed by state institutions and does not need advice from the owners of propaganda.

British Ambassador to Iraq: The presence of British companies in Iraq needs to remove bureaucracy and fight corruption

British Ambassador to Iraq John Wilkes said Wednesday that the presence of British companies in Iraq needed to remove bureaucracy and fight corruption.

"There is an imbalance and problems in Iraq that need to be focused on any future government to lead a country like Iraq, and the need for that leadership to understand the building of economy, governance, rule of law and institution building," Wilkes said during a press conference at the Rafidain Center for Dialogue in Najaf. Iraq today is evolving and Iraqis today know who is good and corrupt. "

"The participation in the elections is very important and the new generation of candidates for elections has important ideas about change in the current system and fighting corruption, and these are positive things," Wilkes said. "The negative thing is that the bridges of trust between the main components of the Shiite, Sunni and Kurdish countries Is still not perfect and we need politicians who are able to build confidence between these components. "

"There are two million displaced people in Iraq who have not returned to their homes and we will support Iraq in this issue," he said. "Britain has priorities in Iraq, the most important of which is the completion of partnership and support in the military and security areas to remove the stalemate in Iraq."

On the participation of British companies in the work of liberated cities, the British ambassador said that "British companies exist and have projects in neighboring countries of Iraq, but the presence of these companies in Iraq needs an appropriate environment through the elimination of bureaucracy and the fight against corruption and full openness to the private sector."

On February 6, 2018, British Foreign Minister Boris Johnson affirmed his country's support for Iraq in the fields of investment and revitalization of the private sector, while renewing his government's invitation to Prime Minister Haider Abadi to visit the Kingdom.

We also emphasize that we have once again called on the concerned parties to exert more effort and firmness in order to preserve the State's property and the rights of citizens, and to prevent the outlaws from achieving their objectives, calling for the opening of channels of cooperation; in order to eradicate this phenomenon, From time to time controls in many real estate registration circuits, and adjusts hundreds of transactions and files that have been manipulated or passed with false papers.
Despite the fact that we managed to re-own a large number of billions of dinars worth of property to the state and seized hundreds of manipulated instruments, transactions and bonds belonging to the citizens. A number of those accused of these crimes were referred to the judiciary to receive their fair compensation. The need to eradicate the roots of this phenomenon and not to let it grow and spread without restraint, expressing our full readiness to cooperate with all concerned parties; and the implementation of arrests of the crime against the accused manipulators and offenders, whatever they are; Those cases.

So that elections will not be a lever for the tumult of corruption and a platform for failures

The symbols of political sectarian quotas, and the beneficiaries of them, as well as those who have been suspected of corruption, to sit on the positions of power in the next four years! Here are their pictures spread on the top buildings in Baghdad and other provinces, in preparation for the upcoming electoral round, while their statements, no matter how they tried to encapsulate hope, do not smell only the smell of pessimism, waving in their speeches that the reconstruction and development and the provision of jobs is what they include in their electoral programs, I have experienced deceit and mischief and falsified their claims.

It seems that it is not enough for those who dominate us through the sectarian agitation, the hatred and the rule since the change in early 2003 until now, and corrupt and corrupt, and behind all the devastation in the country, not enough for a decade and a half years for the experimenter to try it, and re-experiment on us again!

It is not enough that those who have taken advantage of the poverty of their corrupt administration are not satisfied with their presence in power and the extension of their influence in the state deep, and the privileges enjoyed by the superstitious . It is not enough for the powerful to own banks, satellite channels, real estate and financial assets outside and inside Iraq, not enough of them, and not just what they looted, so you find them trying to consolidate their presence in the power they seek to bequeath to their children.

We do not think they will stand idly by, and they will run transparently and fairly, as required by the law and the rules of conduct. They will not stop the condemnations they used in every election, using political money, exploiting the state and its functions and positions in promoting their lists. And buy the debts and votes, as well as what is being circulated news recently about campaigns to buy voter cards.

We are aware that the influential will do everything they can to camouflage, distort, denounce, circumvent and stubbornness. They also realize that the forces of reform and change, which are participating in the elections this time strongly, seek to limit their influence, based on concrete possibilities, can achieve happy results, through persistent awareness of persistent perseverance, To see a clear reform, translated into a comprehensive program, implementation mechanisms and an integrated approach. Including the reform of the political system and the reduction of quotas and corruption, and rebuild it according to citizenship and justice.

The good news is the desire of the youth circles to participate in the efforts to reform the situation, especially as the motivation is to recognize the importance of change.

The Parliamentary Integrity Committee on Thursday did not open files of corruption that condemn political parties, pointing to the presence of their representatives within the committee and the political pressures exerted.

"Some files of corruption are serious to the extent that the ruling parties and their leaders are present in the Integrity Committee, but they did not move because of the great pressure exerted on the members of the committee, as well as the presence of representatives of these parties within the Parliamentary Integrity Committee," MP Mishaan al-Jubouri told Al-Maaloumah.

He added that "the work of the Committee is subject to party guidance and is unable to open files that condemn many political figures," adding that "the files of corruption will not be opened in the next session in the event of the Committee to the parties of the ruling power, as is the case at the current session."

Iraqi Prime Minister Haidar al-Abadi has announced his readiness earlier to reveal the identity of a number of officials suspected of involvement in corruption files in early 2018, while clarifying the parliamentarians that these files will open wide in coordination with the International Police, "INTERPOL" No action has been made so far
