The UN’s committee overseeing sanctions on the Islamic State and al-Qaeda has approved an Iraqi request to include Al-Kawthar Money Exchange and its owner Umar al-Kubaysi, as well as Salem Mustafa Mohammed al-Mansour, aka Salem al-Afri, on the UN sanctions list.

On April 17, 2017, the Central Bank of Iraq announced the inclusion of Al-Kawthar Money Exchange and its owner in its blacklist as a result of their support for terrorist groups.

Parliament member Majida al-Tamimi, who serves in the finance committee, told Al-Monitor that Iraq is pursuing the inclusion of "other individuals and companies in the list of UN sanctions upon proof of their funding of IS.”

She said, “I have a lot of documents that confirm the involvement of figures, organizations and banking companies in the support of terrorism.” She declined to name them but confirmed that the government is looking closely at money transfer services, saying, "Funds are sent by parties in Turkey and the Gulf countries and end up in the hands of IS leaders.”

She went on, “Money transfers are done through legal channels because those involved carry official identity cards with clear names and documented information, and they use official methods for transferring the money. Also, contacts are made through new and cheap technologies that enable them to carry out money transfers quickly and easily.”

She revealed that around 45 lawsuits have been filed against money transfer services "in the wake of accusations that were reinforced by Iraqi intelligence.”

While Tamimi predicted that “Iraq will succeed in drying up the sources of terrorism,” Wathiq Jabri, adviser for the Iraqi Center for Media Development, told Al-Monitor that the information in his possession indicates that the Iraqi state is working on names to include in the domestic and UN sanctions list.

He added, “The inclusion of these companies has a decisive impact on the Iraqi and global arenas in terms of cutting off the funds going to IS, especially as the money transfer companies and the financing means are transboundary and multinational.”

“The inclusion of companies on the list of UN sanctions is perceived as progress by Iraqi diplomacy in persuading the international community to fight terrorism,” he noted.

The role of small exchange offices associated with IS seems to have been critical in securing funding, especially in 2014 and 2015, allowing IS to take part in currency auctions organized by the Central Bank of Iraq. IS earned hundreds of millions of dollars in profits this way. According to the French authorities, more than 200 exchange offices in Lebanon and Turkey finance IS’ activities.

Furat al-Tamimi, parliamentarian for the province of Diyala, said in a 2017 press statement, “After its defeat in Iraq, IS is resorting to kidnappings to fund the activities of its dormant cells, and that the ransoms it obtains from the kidnappings amounted to about $45 million in 2017 alone.”

Meanwhile, Iskandar Watout, a member of the parliamentary security committee, told Al-Monitor, “IS has increased its kidnappings in the past couple of months through external roads, the outskirts of cities in the north of Baghdad and areas adjacent to the Kurdistan region, and these currently serve as the main source of funding for the organization.”

He went on, “The security services have monitored antiquities smuggling and trafficking operations carried out by traders who finance IS and smuggle antiquities in the desert far from security control in Mosul and Anbar.”

He pointed to another source of terrorist financing: drug trafficking. He stressed, “Iraqi intelligence agencies have accurate intelligence on the parties and figures that fund IS,” but refused to name any, citing ongoing legal proceedings in Iraq and abroad.

Al-Qadaa newspaper reported April 9, “The terrorist organizations have close links with organized criminal gangs that specialize in money transfers and laundering and the smuggling of people across countries.”

IS seems to be financially hanging on. The Economist reported Feb. 23 that IS still had a lot of money after managing to smuggle $400 million into Turkey and other countries after its defeat in Iraq and Syria. Minister of Labor and Social Affairs Mohammed Shayyah al-Sudani revealed March 24, “A ministry official in Mosul served as a minister within IS,” and noted, “There are employees at the ministry who worked for IS during its control of the city.”

It is worth mentioning that thousands of employees have been suspended and have not been paid for their promotions for years, as well as being subjected to blackmail and bargaining by the staff of the budget department of the Ministry of Finance.

Corruption is not a hidden phenomenon in Iraq, but it is a painful reality that ruins Iraqis' health and education as well as destroying their lives.

 

On April 25, former Iraqi Prime Minister, Nouri al-Maliki, who is competing against current Prime Minister Haider al-Abadi in the elections, vowed to his supporters that he will fight corruption in Iraq if he won the elections.

According to documents and international reports, Iraq witnessed one of its worst corruption cases in its history during Maliki's era, which lasted eight years from May 2006 till 2014.

 

A report issued by the Centre of Development Studies (CDS) in London revealed the disappearance of 120 billion dollars of Iraq's financial budgets during the era of al-Maliki as the country's prime minister.

 

The report pointed out that Iraq has achieved huge financial surpluses that could have contributed to the reconstruction and transformation of Iraq to be a modern country, confirming that $700 billion of the country's budget went mostly to the pockets of corrupt officials in Maliki's government.

 

The report added that the oil prices reached its highest record exceeding $115 per barrel during Maliki's period in office, stressing that Iraq made a huge gains from the oil revenues that Maliki's government stole for itself.

The "CDS" also pointed in its report to the decline in reserves of the Central Bank of Iraq at a time when it should have increased, noting that Iraq's budget rose from $100.5 billion in 2012 to $145.5 billion in 2014 but the central bank's reserves fell from $88 billion to $67 billion.

 

In his electoral campaign, Maliki admited that he has wasted Iraq's wealth during his era, saying that he did that to help widows, orphans and poor Iraqis but the reality that he granted this wealth to the members of Dawa Party, who had become Iraq's new emperors.

 

Maliki is still convinced that he will never be arrested for corruption as long as the judiciary owes him allegiance. Therefore, the yelling against the corruption that spread in Iraq helps only the corrupt people to hold their places in power.

A spokesman for the victory coalition led by Prime Minister Haider Abadi, Hussein al-Adli, on Wednesday, his program to combat financial and administrative corruption and cumulative, while stressing that Abadi will wage an open war on corruption in his second term.

"Abadi, in his second term, will complete his war on corruption and this time he will adopt an open war on corruption and corruption by personally presiding over the Supreme Council for Combating Corruption," Al-Adly said in a statement received by Mawazine News.

He explained that "the program of the victory coalition led by Abadi prepared comprehensive plans to combat financial, administrative and cumulative corruption," pointing out that "a series of measures will be taken from them: completing the necessary legislation to oblige individuals and institutions to verify sources of funds and in accordance with international standards, and transition to the completion of banking, Tightening financial institutions, preventing money laundering, setting time limits for dealing with past and current corruption cases, bringing those involved to justice, strict scheduling of procedures to implement the National Anti-Corruption Strategy 2016-2020, and strengthening local and international anti-corruption partnerships Increasing the efficiency of regulatory systems and the shift towards electronic governance. "

"Fighting the corruption and eradicating it is one of Abadi's top priorities to ensure the success of the development plans and construction and reconstruction projects of the country," he said.

Al-Adli told Mawazine News earlier in the day that Prime Minister Haider al-Abadi exercised his constitutional duties and powers in isolation from his campaign. He pointed out that his visits to the provinces have nothing to do with electoral propaganda or using the government post.

The Office of the Inspector-General of the Ministry of Interior, Saturday, the discovery of 133 cases of administrative corruption and Mali in the joints and departments of the ministry working in Baghdad during the month of April.

"Last month, 117 cases of administrative corruption and 16 cases of financial corruption were discovered," the report said.

He added that "the indicators of administrative corruption discovered 82 cases of negligence, and 18 cases of functional exploitation, and 12 cases of fraud, and cases of abuse of power, and cases of abuse, in addition to the case of one disciplinary violations."

He pointed out that "indicators of financial corruption were discovered, 7 cases of bribery, and 4 cases of waste of public money, and cases of concealment of materials, and the same theft, and the case of theft of one."

A member of the parliamentary legal committee, Sadiq al-Laban, Saturday, that the immunity will be lifted from all deputies in early June.

Al-Labban said in an exclusive interview (Baghdad today), “The decision to lift the immunity of MPs needs a decision of the House of Representatives, but at the moment is difficult to hold a meeting of parliament.”

He added that “the first of June will lift the immunity of all with the end of the parliamentary session, so can eliminate the application of sanctions to the deputies of the violators or accused of a case.”

“The decision to prevent their travel is linked to the judiciary, in the sense that the judge is the one who appreciates the nature of the situation and issues the decision to ban travel on some of the accused persons,” he said.

The speaker of the House of Representatives Salim al-Jubouri, the first Thursday, the deputies who have been charged by the Iraqi judiciary, to resolve their cases, while he indicated that he will use his powers to lift immunity in case of abstention.

“I invite the ladies and gentlemen, whose names have been given official books, to the parliament, to review their cases,” Jubouri told a news conference.

He added: “I will use my authority for the purpose of lifting the immunity of the deputies, to review the judiciary and the charges against them, to say that the House of Representatives believes in the judiciary.”

"

 

I think the crooked deputies are the weak souls that Alaq was speaking about.  I think that probably all the "weak souls" will be leaving Iraq in May.

And, I thought of something else!

 

The 90 day period for holding the 2% (IMF requirement to get into Article VIII) is up around June 14th or so.

 

So if in June,

 

1.  the "delete the zeros" program is ready,

2.  and they get rid of the "weak souls" (corruption), 

3.  and they meet the requirements for Article VIII,

 

 we ought to see a big movement in the exchange rate next month.  😀
