The Committee held a joint meeting with the Kurdistan Regional Government headed by the President of the Government of the province of Najirvan Barzani and the presence of Deputy E Qubad Talabani and National Security Advisor, Minister of Interior, Planning and Health, Chairman of the Cabinet and Chairman of the Investment Authority and a number of agents, consultants, general managers and experts in the Kurdistan Regional Government
 

The meeting comes after the Economic Affairs Committee took its decision at the tenth meeting to hold the next meeting in Erbil to discuss the obstacles and the implementation of the decision of the Council of Ministers in the Federal Government No. 13 of 2019.
The Committee discussed the paragraphs on its agenda and listened to the technical and legal opinions from both sides to reach final agreements on the implementation of the above paragraphs of the resolution and a national and brotherly brotherhood transparent and a serious desire of both parties to reach common formulas that benefit the people of Iraq.

 

After extensive discussions, the Committee took a number of important decisions, including:
- The provincial government shall take the necessary legal measures to take the recommendations of the minutes signed between the Border Crossings Authority and representatives of the Kurdistan Regional Government in order to standardize the procedures in all outlets of the Republic of Iraq, including the legislative procedures within a period of (6) months.
- The ministries of planning in the federal government and the region to standardize the procedures for the classification of contractors during the period (60) days and submitted to the Economic Affairs Committee for ratification.
- Approval of the mechanism of joint action to activate the Industrial Investment Law for the private and mixed sectors No. (20) for the year 1998 and ratified by the ministers of industry in the federal government and the Kurdistan region.
- Formation of a joint committee between the representatives of the two governments and in the presence of the representatives of the companies examining the agreement on the mechanism of inspection of imported goods within a period not exceeding (60) days in order to preserve the health of citizens and the environment. The committee submits its recommendations to the Economic Affairs Committee for approval.
- Holding a joint meeting between the tax authorities in the federal government and the Kurdistan region within two weeks to agree on common formulas for tax work throughout Iraq.
- Commends the Economic Affairs Committee on the decisions of the Council of Ministers of the region on the implementation of decisions to protect the product and the continued cooperation to consolidate those decisions to benefit the Iraqi traders, manufacturers and farmers, with the addition of a member of the Kurdistan Region Committee Diwan 14 for the year 2018 and the prevention of import.
- Holding a joint meeting between the two ministries of commerce in the federal government and the region, one week after the date of the current session of the final agreement on the issuance of import and export licenses and submit recommendations to the Committee on Economic Affairs.
- Unify the quarantine and veterinary fees and activate the work of the two committees formed in the Ministry of Agriculture in the Federal Government and the Ministry of Agriculture and Water Resources in the Region and continue to hold their meetings of the best continuous coordination service for the public interest, with the formation of a direct and mutual operations room between the two ministries to deal with emergency cases and the spread of epidemic diseases, Agricultural and veterinary services.
- Approved the holding of periodic meetings every 3 months between the Committee of Economic Affairs and the Kurdistan Regional Government to follow up the implementation of their decisions and coordination in joint economic issues.

The Kurdistan Regional Government has rejected a request to make import and export licenses centrally, while an official in the Kurdistan Ministry of Commerce announced that the matter has been settled and that next week will see the issuance of a final decision in this regard.

In a press statement, the Director General of the Ministry of Commerce and Industry of the Kurdistan Regional Government, Nozad Adham, said in a press statement that the federal government demanded that the import and export licenses should be granted centrally and issued only from Baghdad. .

Adham added that the Iraqi government has agreed that the granting of vacations electronically and anyone can apply for the import of any goods from within his home and thus the province also have the right to grant leave, such as Baghdad completely, indicating that he will install two servers and the conditions of acceptance of import and export licenses unified .

Adham said that next week, a delegation from the Ministry of Commerce in the regional government will visit Baghdad and sign the final agreement and will be granted import and export licenses for traders from the region.

ERBIL (Kurdistan 24) – Iraqi Prime Minister Adil Abdul-Mahdi on Friday said Baghdad’s relations with the Kurdistan Region are “in the best shape,” affirmed the Islamic State’s ongoing efforts for a resurgence, and praised France's support for Iraqi reconstruction. 

He made the comments during a press conference with French President Emmanuel Macron in Paris. 

Erbil-Baghdad relations

Despite lingering differences between Erbil and Baghdad, he said, relations between the two have been steadily improving and “are contained in important frameworks of dialogue and discussion.”

“We can solve many problems in Sinjar and Nineveh, in oil issues, and in border crossings,” he added. 

In February, the Iraqi government and the Kurdistan Regional Government (KRG) agreed to implement a new system put forward by the KRG to help standardize the movement of goods between border crossings and internal customs points. 

Abdul-Mahdi said, “We have a single unified tariff customs all over Iraq because of the consensus that has been achieved among all the political forces [of the country].” 

Following the Kurdistan Region's independence referendum in late 2017, relations with Baghdad derailed as former Prime Minister Haider al-Abadi ordered multiple punitive measures against the region.

In November, top Kurdish statesman and head of the Kurdistan Democratic Party (KDP) Masoud Barzani visited the Iraqi capital to discuss Erbil-Baghdad disputes and express support for the newly-formed government headed by Abdul-Mahdi. It was the first such trip since Barzani played a central role in the independence referendum during his tenure as regional resident. His two-day trip included meeting with leaders across the spectrum of Iraqi politics. 

In the months that have followed, a number of developments highlight growing cooperation between the two administrations. 

Among these steps include the newly passed 2019 federal budget – which was backed by Kurdish lawmakers after amendments were made to the bill based on their suggestions – and the removal of domestic customs points – one of the measures imposed by Baghdad following the events of late 2017.

The ongoing threat from the Islamic State

Over a year and a half since the territorial collapse of the Islamic State in Iraq, the group remains a menace throughout the country, especially in areas it once controlled and where a security gap exists between Kurdish and national forces.

“Da’esh has been defeated on earth…However, [it] still exists and attempts to return by any means available and Baghdadi’s latest speech points to this reality,” Abdul-Mahdi stated.

He said that the liberation of Islamic State territory in Iraq would not have been possible without the combined efforts of “the armed forces, the Peshmerga, the Hashd al-Shaabi, the Hashd al-Ashayari, the international coalition, and all friends,” and claimed that security in various parts of the country was improving.

He also stated that the terrorist organization’s scope of operations had been limited since it lost all the cities and towns it once controlled in Iraq, but noted the group still maintains strong networks of sleeper cells that Iraqi forces continue to pursue. 

French support 

The premier called for further international cooperation to prevent the jihadist group’s resurgence in both Iraq and Syria, commending the support from and the active role of France as a key member of the US-led coalition to defeat it.

“France has always stood by our side,” said Abdul-Mahdi, who lived in the European country for years as a political refuge during the former authoritarian regime led by Saddam Hussein. 

Among the large number of Iraqi and Kurdish refugees now in Europe, unofficial data estimates thousands to be living in France.

Abdul-Mahdi concluded his speech by saying that, since the military victory against the Islamic State was announced in late 2017, French support has been crucial to the painstaking and costly process of reconstruction.

Abdul-Mahdi made the comments during a press conference in Paris on Friday after meeting with President Emmanuel Macron where he also warned that the Islamic State (IS) is reportedly attempting to re-group itself in Iraq and that it still imposes a great threat to the country.

The Iraqi premier added that there are still remaining differences between the Kurdistan Region and Iraq, but that the relations between the two sides have been improving and "are contained in important frameworks of dialogue and discussion," as cited by Kurdistan 24.

Turkey could take into consideration the Kurdistan oil to feed its refineries as it is being forced under US sanctions to distance form Iran when it comes to oil, according to a report by Iraq House Institute for Strategic Studies.

The United States announced late in April that it will not prolong a waiver for Iranian oil buyers, and that they should await sanctions if continue importing oil from Iran while Tehran is Sanctioned.

Turkey, is among the countries that is now struggling to find a solution as it is heavily dependent on Iranian oil. The report argues that Ankara is looking for an alternative now, but it may not find a better solution than approaching Kurdistan Region.

Technically, Turkish state-owned refineries are all managed by Tüpraş. They are designed to suit heavy oil such as Iranian crude. If Turkey is forced to purchase a different type of crude, then it will need to adjust the liquidation process which requires an additional cost.

A suitable substitute to Iranian oil for Turkey is the Russia’s heavy Ural oil or Kurdistan's heavy and medium oil. The former is geographically farther from Turkey and costly. Remains the oil from Kurdistan Region, which is possibly the best option, as the report points out.

After 2014 and following Baghdad’s new measures to cut Kurdistan Region’s share from the federal budget, and while the Kurds were leading a costly war against the Islamic State, Erbil began exporting oil to the international market via Turkey’s Ceyhan port. Additionally, there is a pipeline that connects oil-rich Kirkuk province to Turkey.

Despite the fact that the Turkey, at the wake of political tensions, did not purchase Kurdistan Region’s oil itself, it, however, allowed the flow to continue via its ports. Now, that the political tensions between Ankara and Erbil are easing, and while Turkey is in need of an alternative to Iranian oil, the crude from Kurdistan Region and Kirkuk could be purchased and used by Turkey itself.

On the other hand, Erbil-Baghdad relations are reviving fast in the past few months. They sides said they are eagerly working on a roadmap that could resolve their disputes pertaining to oil and budget. Therefore, the Iraqi central government, also, can take into consideration an increase to its oil production in Kirkuk and export it via Kurdistan Region’s pipeline to Turkey.

SULAIMANI, Kurdistan Region – The Kurdistan Democratic Party (KDP) and Gorran have reached a final understanding regarding the next Kurdistan Regional Government, settling outstanding concerns between them and is now looking towards concluding discussions with the Patriotic Union of Kurdistan (PUK). 

Nechirvan Barzani, leading a delegation from the Kurdistan Democratic Party (KDP), arrived in Sulaimani Sunday morning to meet with the PUK and Gorran, and end months of discussions over formation of the next government. 

“We have reached an understanding and we hope that in the next few days we will start the process of forming the next cabinet by initially reviving the Kurdistan presidency law,” KDP spokesperson Mahmoud Mohammed told reporters Sunday afternoon after the meeting between his party and Gorran. 

The KDP first reached a deal with Gorran in February with Gorran agreeing to enter the government and pushing a package of institutional reforms. 

“We have emphasized that the main issue in this agreement is reform in every field of power, administration and governance in particular in the unification of the Peshmerga force and Interior [Ministry] forces as well as the independence of the judiciary system,” said Gorran spokesperson Shoresh Haji at the Sunday press conference in Sulaimani.

Another of Gorran’s priorities is amending the presidency law, calling for the president to be elected by parliament not a public vote. 

The government-formation process has dragged on for more than seven months. Parliamentary elections were held on September 30, 2018, with the KDP coming out on top, winning 45 seats in the 111-seat legislature, but not securing an outright majority. It has spent more than half a year trying to build a governing coalition with the PUK, which won 21 seats, and Gorran, which has 12 seats. 

After signing its agreement with Gorran, KDP then arrived at a similar pact with the PUK in March, but disagreements over distributing cabinet positions lingered. Gorran and PUK also disagreed over the president's deputies. 

PUK, which shares control of the security forces with the KDP, wanted the creation of a second deputy president who would be responsible for military affairs. Gorran, which does not have an armed force, objected, arguing that the new post would be a financial drain and, if created, should be solely an administrative position.

Speaking on Sunday, Haji said that, amid the disputes, forming the government must be the priority, for the sake of the people and the market. 

"The interest of the Kurdish people and the revival of the bazaar is our main responsibility and we believe, given the circumstances which the wider region is facing, the sooner the government is formed is in the interest of the Kurdish people and the bazaar,” he said. 

KDP’s Mohammed thanked Gorran “for being understanding in relation to our agreement.”

KDP is now in a meeting with PUK. A PUK member told their party’s media that they will sign their final agreement with the KDP on Sunday. 

“It is important that the three parties sit down to lay down the program of the next government,” said Mohammed. 

Gorran, which formed as a breakaway group from the PUK and has had on-and-off relations with its parent party, is depending on the KDP to bring PUK on board. 

“For a few months, we have not had any official relations with the PUK. Unofficially maybe we have received some messages, but there have been no official contacts,” Shunas Sherko, an official with Gorran’s diplomatic relations department, told Rudaw TV after the press conference. 

“We hope that the PUK and Komal (Kurdistan Islamic Group) take part in the next cabinet, but given that the KDP is the main winner of the last election it is their responsibility to approach these parties,” he said.

SULAIMANI, Kurdistan Region – The Kurdistan Democratic Party (KDP) has reached a final understanding regarding the next Kurdistan Regional Government (KRG) in separate deals signed with the Change Movement (Gorran) and the Patriotic Union of Kurdistan (PUK) in Sulaimani on Sunday. 

 

Nechirvan Barzani, leading a delegation from the KDP, arrived in Sulaimani on Sunday morning to meet with the PUK and Gorran, hoping to end months of discussions over the formation of the next government. 


“We have reached an understanding and we hope that in the next few days we will start the process of forming the next cabinet by initially reviving the Kurdistan presidency law,” KDP spokesperson Mahmoud Mohammed told reporters Sunday afternoon after the meeting between his party and Gorran. 
 
The KDP first reached a deal with Gorran in February with Gorran agreeing to enter the government and pushing a package of institutional reforms. 

“We have emphasized that the main issue in this agreement is reform in every field of power, administration and governance in particular in the unification of the Peshmerga force and Interior [Ministry] forces as well as the independence of the judiciary system,” said Gorran spokesperson Shoresh Haji at the Sunday press conference in Sulaimani.

Another of Gorran’s priorities isamending the presidency law, calling for the president to be elected by parliament not a public vote. 

The government-formation process has dragged on for more than seven months. Parliamentary elections were held on September 30, 2018, with the KDP coming out on top, winning 45 seats in the 111-seat legislature, but not securing an outright majority. It has spent more than half a year trying to build a governing coalition with the PUK, which won 21 seats, and Gorran, which has 12 seats.

The Gorran Movement (literally: Movement for Change) (Kurdish: Bizûtinewey‌ Gorran / بزووتنەوەی گۆڕان‎) or just Gorran (Change) is an Iraqi Kurdish political party[3] under the leadership of Omar Said Ali, founded in 2009 by Nawshirwan Mustafa. Gorran is the third largest political party by votes after the Kurdistan Democratic Party and Patriotic Union of Kurdistan.

According to the BBC Gorran had "already shaken the political landscape in Kurdish areas" in March 2010.[4] support for the Movement for Change "stems from the simple fact that it is the new, dynamic, fresh option in Kurdistan"[5] and its "calls for an end to monopoly control of power".[6] One of Gorran's main objectives is to "uproot rampant corruption".[7] The party is particularly popular with the youth of Kurdistan and campaigns against patronage.[8] It consists of a mix of (former) PUK/KDP members, Peshmerga, and academics.[9] Gorran supporters have often faced "violent intimidation".[10] Gorran have stated in The Economist that "the KDP and PUK have done a poor job of promoting the Kurds’ interests at the federal parliament in Baghdad".[11] The party in the 2009 and 2010 elections "won in the city and the province of Sulaimaniyah".[12]

The Change List won a total of 25 seats in the July 2009 elections,[13] making it the second-most successful list in the election after the Kurdistani List. The party viewed the election results as a huge victory. The movement's platform for the 2009 election was to de-politicise the regional government, strengthen the judiciary, limit political interference in the economy and make the budget more transparent. Supporting federalism for Iraqi Kurdistan, it said disputes with the central government could be solved through dialogue based on the Iraqi Constitution.[14] Considered to be the main opposition to Kurdistan List, particularly in areas dominated by the Patriotic Union of Kurdistan. The campaign focused on addressing what it sees as corruption undertaken by the Kurdistan Democratic Party and Patriotic Union of Kurdistan. It managed to win eight seats.

Gorran won 24 seats[15] in the 2013 Iraqi Kurdistan parliamentary election and 9 seats[16] in the 2014 Iraqi parliamentary election.

2011 Kurdish protests in Iraq

In 2011 the party called for the resignation of the Cabinet and the disbanding of the Kurdistan Regional Government during the protests in Kurdistan that followed the 2011 Egyptian protests.[17] This was accompanied by protests against the Kurdistan Regional Government and the Kurdistan Democratic Party.[18][19][20] Some[who?] have criticized the party for causing unnecessary unrest, arguing that there is no need for the Kurdish government to step down.[21] Amnesty International and the Human Rights Watch have urged protests to be allowed. February 17, 2011, Human Rights Watch reported security guards firing on protesters in Sulaimaniya, killing at least one person and wounding more than 33 others after the crowd threw rocks at the political headquarters of the KDP.[22] Since there were shootings which led to deaths, Amnesty International and Human Rights Watch called for an independent investigation into the killings.[23][24][22]

Following death of the party leader, Nawshirwan Mustafa, in May 2017 an internal ballot was held to elect a new leader Omar Said Ali and six other executive assembly members.[25]

2018 Iraqi Kurdistan parliamentary election and 2018 Iraqi parliamentary election

Under the new leadership of Omar Said Ali, Gorran failed to present a lasting challenge to the KDP-PUK duopoly[26] and the movement’s popularity has been declining[27], as a result Gorran suffered a harsh blow winning only 12 seats in the 2018 Iraqi Kurdistan parliamentary election and only 5 seats 2018 Iraqi parliamentary election,[28] the total number of votes for Gorran has shrunk by 60 percent since the previous elections,[29] Gorran has lost a significant number of followers and prominent members[30]. Gorran officials are also concerned to an extent about the future of the party, saying it “faces a deadly failure”[31] and has been dogged with infighting[32]. Gorran leadership were criticised for their handling of the referendum, they had initially opposed the timing of the referendum but eventually supported holding it in September 2017 amid intense political pressure[33]. New Generation, a movement founded by Shaswar Abdulwahid, has taken in Gorran defectors[34], New Generation has been described as stepping forward as Gorran has fallen back [35].

The biggest crisis facing Gorran and the source of many of its recent failings and resulting loss of popularity, is the ongoing dispute over the parties assets worth hundreds of millions of dollars which include shares in several ongoing projects including Gasin cement company and metro supermarket as well as 305,000 square meters of land property including Gorran party headquarters[36] which were secretly seized by Nawshirwan Mustafa's two sons after his death during the funeral while party supporters were in mourning.[37] The brothers’ ownership of the property is seen by many in a negative light and drew allegations of hypocrisy[38] and nepotism, one of the things Gorran was established against.[39] The decision caused a public and political backlash when it was exposed in the independent newspaper Awena,[40] and a growing number of middle- and high-ranking officials as well as grass-roots supporters are adding their voices to the uproar within the party.[41] Mariwan Kanie a former supporter of the party has said their claims have damaged the principles of the party and this issue could lead to a disaster which will bring Gorran to its political end.[42]

As a result of Gorran's political direction and subsequent failings after the death of Nawshirwan Mustafa, the party is now spilt between two main rival factions, the first faction which is responsible for all decisions post 19th May 2017 and is seen as wanting to turn Gorran into a family based party is led by Omar Said Ali, Mustafa Said Qadir, Mohammad Tofiq Rahim and Nawshirwan's two sons, the second faction which rejects Gorran becoming a family based party is led by Othman Haji Mahmud, Qadir Hagi Ali, Aram Ahmad and Abdulay Mala Nuri.[43]

ERBIL - The ruling Kurdistan Democratic Party (KDP) has said that it will support system" rel="">support the future governor of Nineveh conditionally, one of which is to see justice among all components in the disputed areas.

Talking to BasNews, Ali Khalil, a KDP representative in Mosul city, pointed out that the person whom they vote for should practice equity and provide public services to residents, and work for ousting the non-local forces from the province.

He also has to make efforts to implement article 140 from the Iraqi Constitution, while serving all diverse religious and ethnic groups equally from Sinjar to Makhmour.

Concerning the appointment of a new governor for Nineveh with a deputy, Khalil revealed that the Arabic factions have not reached any agreements to appoint anyone for the post of the governor, but that the KDP could nominate an official for the position of deputy governor within hours.

The major Kurdish party stressed that it would spare no efforts to put an end to the process of arabization and changing of demography in the area, accusing the pro-Iranian Hashd al-Shaabi militias of attempting to do so.
