I suspect the interior is the most critical since the reconstruction is heavily dependent on this position so the person needs to be Insanian free and Bicraqi Iraqi to the core. This position has the highest potential for financial corruption so is also critical for foreign investment interests in Iraq to be corruption free and free of the Insanians.
