The Central Bank of Iraq (CBI) announced on Tuesday that it will block foreign currency transfers to Iraqi Kurdistan, and stop selling dollars to four major Kurdish banks.

The decision part of an effort to put pressure on Iraqi Kurdistan after its population voted overwhelmingly in favour of breaking away from Iraq in a referendum last week.

Baghdad has also closed Kurdish airspace to international flights.

The Iraqi Parliament yesterday voted in favour of a resolution to impose financial sanctions on the Kurdistan region following a referendum on separation from Iraq.

The decision bans selling dollars to four major Kurdish banks and all foreign currency transfers to the region.

A member of the Parliament’s Finance Committee Hassan Khalati told the Anadolu Agency that “the decision provides for the suspension of any financial dealings between the Central Bank of Iraq and banks that have branches in the region and prevents private banks in the region from participating in the currency auction organised by the Central Bank.”

The parliamentary decision includes the ministries of oil, finance, foreign affairs, trade, health, electricity, agriculture and transport, the Central Bank of Iraq, the General Secretariat of the Council of Ministers, the General Authority for Communications, the Border Crossings Authority, the National Pension Authority, the General Tax Authority, the General Customs Authority and all banks.

The Iraqi government announced on Sunday that it will not enter into dialogue with the Kurdistan Regional Government (KRG) before the cancellation of the referendum in which 93 per cent of votes came out in favour of independence from Baghdad.

In a move opposed by regional and international forces, the KRG organised a referendum on secession from Iraq on 25 September which saw 3.3 million Kurds come out to vote; 72 per cent of the eligible voters.

This will not stop the Kurdistan region of getting the dollar , just a way for the central bank to put up a block, slow the effort for the kurds ,. In another article, it states , the dollar sales window is open to all banks all over , kurds can go to one of those instead!

BAGHDAD (Reuters) - The central bank has eased financial restrictions on the Kurdish region after receiving a pledge of cooperation from Kurdish banks, a source in the banking sector said on Wednesday.

"The resumption of dollar and foreign currency transfers was allowed on Wednesday with the exception of four Kurdish-owned banks," the source said.

Banking and government sources said that the central bank notified the Kurdistan Regional Government that it will stop selling dollars to the four Kurdish banks and will stop all foreign currency transfers to the region.

These measures were taken in response to the September 25 referendum on Kurdistan's secession from Iraq

ERBIL — Following Kurdistan Region’s independence referendum, Sunni Arabs in central and northern provinces of Iraq are planning to organize a referendum on establishing an autonomous region for their areas.

Sheikh Muzahim al-Hwet, a Sunni Arab tribal figure and the spokesperson for the Sunni tribes in Nineveh Plain, told BasNews that the Sunni region will include Nineveh, Anbar, Diyala, Salahuddin and the Sunni-majority areas in Baghdad which is called the Baghdad Belt.

Sunnis have the right to have a self-administering subdivision in order to prevent the recurrence of massacres by terrorist groups and sectarian-based atrocities by the dominant Shi’ite component against the Sunnis.

Ghazwan Dawudi, a Nineveh councilor, told BasNews “Major efforts are underway by Sunnis to discuss this issue in Nineveh and other provincial councils.”

He also noted that the Sunnis are likely to organize a referendum on creating an autonomous region within Iraq, adding that the Sunnis are pressing their officials, lawmakers, and tribal leaders to work for establishing the Sunni region.

The Kurdish Regional Government has announced new parliamentary and presidential elections on the first of November.

 

According to the Iraqi Kurdish region's Higher Election Commission, political parties have already registered their names for parliamentary elections, with the election campaign due to start on October 15.

However, officials are in contention about whether the elections will be actually held at the announced date.

Sadi Pire, a senior official and member of the Patriotic Union of Kurdistan politburo, told Al Jazeera that it is likely the parliamentary elections will be held next year.

"It is possible that the current government's mandate will be extended for another year," Pire said.

He cited the chaotic conditions present in the semi-autonomous region in northern Iraq.

"We have more than 400,000 people that need to be repatriated after the Islamic State of Iraq and the Levant group occupied their villages, in addition to 1.2 million Syrian refugees and IDP from south of Iraq," Pire said. "It is very difficult now to have a clean election under these elections."

The KRG's last elections were held in September 2013, and run every four years.

The three main parties are the Kurdish Democratic Party (KDP), the PUK and Movement for Change (Gorran).

The previous elections marked the first time the KDP and the PUK ran as separate parties since the first elections in 1992.

The Kurdish National Assembly has 111 seats, and a party needs to secure a majority of 56 seats or more.

General Mohammed Sabir of the Peshmerga said that the High Electoral Commission has not indicated that the elections will be postponed.

"Right now there's a lot of chaos and problems with Baghdad and regional governments," he told Al Jazeera.

"There is a possibility that the elections will get postponed but there hasn't been anything definitive yet."

 

The confusion surrounding the timing of the elections comes in the aftermath of an independence referendum last month, which received an overwhelming support of 93 percent of votes.

However, Iraq's central government in Baghdad has decried the non-binding referendum as unconstitutional and refused to recognise the result.

Furthermore, it responded by imposing a number of punitive measures, such as banning international flights to Erbil Airport in the Kurdish region and halting foreign currency transfers to the northern region.

According to Iraqi Kurdish researcher Abdulla Hawez, the government in Baghdad is likely not to interfere in the elections, unless they take place in the disputed territories in the northern region, such as Kirkuk.

"The central government has limited options given the weakness of the Iraqi state at the moment," Hawez told Al Jazeera, mentioning the ongoing fight against the Islamic State of Iraq and Syria (ISIL, known as ISIS) group and the growing intra-Shia rivalry.

As for the presidential elections, a big question remains over the fate of the current president, Massud Barzani, who has held the role since 2005. Barzani, whose mandate finished in 2013 but was reelected by parliament for a further two years, still has publicly announced in 2016 that he will not run for re-election, but still holds the position.

Hawez said that the question is not about who will run for the presidential elections, but whether they will happen in the first place.

"October 3 was the last day for a candidate to register for the presidential elections, but only one condition from the Gorran party has done so," he said.

He explained that there has been conflicting news on whether the High Electoral Commission has accepted his candidacy due to the issue of the deadline.

"If the election commission rejects the opposition candidate, it means the presidential elections won't take place," Hawez said.

"If the commission accepts the candidate, it means he will mostly likely win, which will raise the question of how effective the Kurdish political institutions, such as presidency and parliament, are going to be."

However, Hawez said that new parliamentary elections, the first after the referendum vote with the addition of new political entities and a severe economic crisis, will have an effect on the political landscape in the autonomous Kurdish region.

 

"The new parliament may lead to a broader coalition to form a new government and that may lead to more accountability and flexibility in negotiations with Baghdad," he said.

A democratic Iraq has always been a fragile alliance with a dysfunctional government. I still believe that due to the strategic location in the Middle East with the vast resources, there will be internal and external forces that will want to keep Iraq united and then prosperous. One strategic factor favoring a united Iraq is the land trade routes. Multiple entities in the trade route could be more complex with a significant drag on commerce.

Here's a thought. Maybe now that Kurdistan made all that raucous with the Kurdistan referendum they actually got something really, really good that is not in the news and now that the Sunnis got wind of it, they are.................................................

Maybe give it a while for a major milestone to be reached like the total retaking of ISIS controlled areas in Iraq. Although a fair chunk of Iraq, seems like the remaining areas held by ISIS are less of an issue that Tal afar and Hawija.

 

I still think the opiate of prosperity will quell a lot of the propensity to cause significant disruptions in Iraq. The infrastructure and government just needs to be cohesive enough for the tsunami of foreign investment for reconstruction and economic development leading to prosperity to commence. I don't think putting this off for months will favor a stable Iraq.

The political crisis escalates between Baghdad and Erbil, without a glimmer of hope in the opportunity for dialogue and solving problems at the negotiating table because of the hardening of the positions of both parties after the independence referendum on the Kurdistan region on 25 September last.

It came to the request of Iraqi Parliament Speaker Salim al-Jubouri to hold the Kurdish deputies involved in the referendum judicially, and to guide a letter to the Federal Court in this matter, to cover the question about the future of the Kurdish deputies after this judicial escalation.

MP Mahmoud al-Hassan member of the parliamentary legal committee said, "The House of Representatives addressed the book to the Federal Court in this regard and awaits a response."

 "Any action or step coming from the Iraqi parliament depends on the opinion of the Federal Court and the measures that it will recommend against those who participated in the referendum, which resulted in supporting independence," al-Hassan told al-Hurra.

  • What is the opinion of the law?

"The constitution put a formula for the section, which express the commitment to the independence of Iraq and the maintenance of the Constitution, and therefore could be a basic rule resorted to the Federal Court to give an interpretive opinion of the House of Representatives regarding the position of the deputies who participated in the referendum," says Iraqi legal expert and Maitham Handal.

"It is likely that the federal court based on the state order issued by the unconstitutionality of the referendum before it," and see in the act of deputies violation, and therefore the right to exercise accountability procedures in the House of Representatives or even trigger complaints in other jurisdictions may be adopted by the prosecution.

On September 27, prosecutors demanded that legal proceedings against those responsible for holding the referendum in the Kurdistan region be held before the Central Investigation Court, the official spokesman of the Supreme Judicial Council, Judge Abdul Sattar Birqdar, said.

Judge Birkdar said that "the action came on the basis of the decision of the Ministerial Council for National Security approved by the House of Representatives, and to contravene the decision of the Federal Supreme Court."

"The prosecutor asked the Ministerial Council for National Security and the competent authorities a list of persons violating the Constitution and the decision of the Federal Court to take legal action against them according to the law."

  • Expected scenarios

"Constitutional laws are legal texts regulating political work," he said, noting that the federal court would "take into account" this aspect in its recommendations in a manner that does not impede political action in the government.

The "suspension" of the membership of the parliament, according to Hantal, is likely until the matter is decided, while ruling out the abolition of membership, because it disrupts the work of the House of Representatives.

He explains that the decision of the Federal Court expected, may give the House of Representatives powers to take action within certain mechanisms.

Among the expected measures, "lifting immunity by the House of Representatives and then follow the rest of the proceedings, or may be the formation of commissions of inquiry within the House of Representatives, or refer the matter to the ordinary judiciary and the public prosecutor to move complaints against them," Hantal predicted.

If the participation of these deputies in the referendum according to the laws followed, "then the right of defense will be guaranteed to all."

In the end, he believes that the escalation in the crisis between Baghdad and Erbil "will continue until a political solution to the issue is reached, and therefore no action will be taken at this stage."

United States on Thursday stressed the need for a "unilateral" economic decision on a referendum on Kurdistan under the Iraqi constitution. 

The US ambassador to Iraq, Duklas Silliman said in an interview with Alsumaria News that "the adoption of unilateral economic measures must be in accordance with the Constitution and serve the citizen and the Iraqi people," and called for "dialogue between the parties to address the problems for a unified Iraq."

 


"The United States understands Baghdad's discontent with the referendum process, and we understand the resentment of the people of Kurdistan that the world has stood against the referendum, but the United States wants Iraq to be one unified and prosperous," he said. 

"The US is unhappy with Kurdistan's holding of the referendum and we are concerned about that, especially since this would affect the results of the battle with a supporter," he said. 

The Kurdistan region and some of the disputed areas (September 25, 2017) witnessed the referendum on the secession of the region as an independent state from Iraq, despite the rejection of Baghdad, regional states and the international community, as well as Kurdish parties calculated for the risks resulting from this step.

Turkish Foreign Minister Mouloud Zhaoshoglu said that his country will not submit to the closure of the oil pipeline from the province only at the request of Baghdad. 

Russian President Vladimir Putin warned that the neighbors of Kurdistan to close the oil pipeline, saying that this will negatively affect the global market. 

In an interview with France 24, Oglu said that the referendum in Kurdistan does not give additional rights to the Kurds. 

And on his country's threats to Kurdistan on the closure of oil spout carrier, "Sglgl if Baghdad requested it." 

The Kurdistan Region voted on September 25 at nearly 93 percent for independence in a non-binding referendum. 

The referendum was followed by the imposition of sanctions by the capital Baghdad, including stopping international flights to Erbil and Sulaymaniyah airports, as well as imposing sanctions on Kurdish banks and stopping foreign currency transfers to the region.

Erdogan had said Wednesday that he will take more steps and actions, against the Kurdistan Iraq after the referendum.

This is an excerpt from the third to last article. I suspect the Kurdish and Sunni issues will be resolved in a way the Kurds and Sunni can tolerate under a unified Iraq. I suspect money and the opiate of prosperity will put things in order. Barzani was wanting international guarantees so maybe an amenable agreement is being or has been reached. The Sunnis could be opportunists and want to take advantage of the same available international guarantees. This may be more of a survival strategy for the Sunnis due to Saddam Hussein being a Sunni and ISIS being radicalized Sunnis.

 

All in All, time is a wastin' before more onerous sectarian strife and Civil War take hold so the game clincher appears to need to be applied for the game to be won or winning the game may be in the future a ways if significant sectarian strife kicks in leading to a Civil War.

If there are issues with a reduced oil supply or conflict in a significant oil producing area, the oil prices could very well go up. If this is the "negatively affect the global market' ole Puttie is talking about, there could be a rise in oil prices. Hey, hopefully they'll to $60/barrel that is the upper end of what Iraq wants for their budget purposes!

Elections are coming and nobody wants to see Maliki in the mix again. Just my humble opinion anyway.
