ERBIL— The Senior Referendum Council of the Kurdistan Region will adopt a new designation, Senior Independence Council, on Sunday, according to a report by Kurdistan 24 news channel.

The report said the council will convene tomorrow to discuss the developments after declaring the results of the independence referendum as well as the strides in post-referendum phase.

The representatives from almost all the ethnic, religious and political components in the Kurdistan Region are members with the council.

The council was tasked with setting the stage for the plebiscite and held several meetings with the Iraqi parties and politicians, officials and religious leaders in August ahead of the plebiscite on September 25.

The referendum, which took place amid regional and international backlash over the timing of the vote but obtained over 92% of votes in favor of the independence, has resulted in numerous sanctions by Baghdad, including international air blockade on Kurdistan airports.

Baghdad's central government did not order Mosul's government to close the roads between Mosul, Erbil and Dahuk in Kurdistan, Mosul District Chief Zuhair al-Araji said on Saturday.

In a statement, Araji urged Mosul residents not to listen to any rumors, as any propagators will be sued for misleading the public.

This comes as Kurdistan carried out an independence referendum on Monday, which led to major tensions between Baghdad and Erbil.

Barzani is ready to meet Abadi in Paris

The head of the Kurdistan region Massoud Barzani has expressed his readiness to meet Iraqi Prime Minister Haider Abadi in Paris.

The French agency quoted Bernard-Henri Levy, who participated in monitoring the referendum in the Kurdistan region, as saying that Barzani had expressed his readiness to meet the invitation of French President Emmanuel Macaron to meet with Abbadi in Paris.

Levy noted that Barzani was ready to meet Makron's invitation, if Abadi agreed.

Earlier in the day, Abadi's office denied that the latter's visit to the referendum on the independence of the Kurdistan Region.

Abbadi's office denied a statement published by Reuters to a source in the French president's office, saying Abbadi accepted  McCron's
invitation to visit Paris on October 5 to address the question of the referendum.

Prime Minister Haider al-Abadi addressed Iraqi Kurds in the Kurdish language in a letter in which he affirmed that they are citizens of the first degree and vowed not to allow them to be harmed and to share bread together. The Iraqi parliament last week authorized Prime Minister Haider al-Abadi to take a series of measures against the Kurdistan region in response to the independence referendum held on Monday.

Among the sanctions package to be taken against the Kurdistan region is the redeployment of Iraqi forces in the disputed areas, the suspension of flights at Erbil and Sulaymaniyah airports and the delivery of border crossings to the central government such as the Ibrahim al-Khalil crossing between the Iraqi-Turkish border and the execution of Pashmakh and Parviz Khan on the Iraqi-Iranian border.

Allawi: Any spark will burn everyone

The head of the National Coalition, Iyad Allawi, said on Saturday that the repercussions are frightening if the crisis does not contain after the referendum on independence of Kurdistan, which was held on Monday.

Regarding the crisis in the Kurdistan region specifically, al-Mutlaq expressed his readiness to mediate between the center and the region "again his categorical rejection of the results of the referendum."

The referendum was "an inevitable result of the wrong policies and confusion that characterized the previous stages."

Al-Mutlaq called on the political blocs to show flexibility and seriousness in solving outstanding problems, and that all legislative, executive and judicial authorities bear their historical responsibility to preserve the unity of the people.

Fallon calls Barzani for serious dialogue with Baghdad

The British Defense Minister, Michael Fallon, on Saturday, a letter to the President of the Kurdistan Region, Massoud Barzani, and urged him to begin serious negotiations with Baghdad and regional countries, especially after the referendum is controversial.

ERBIL, Kurdistan Region – The High Referendum Council that lobbied for the independence vote which took place on Monday is to meet in Erbil today with the particiption of Kurdistan Region President Masoud Barzani, likely to put the word 'independence' in the council's name.
 
It is the first such meeting after a 92-percent vote to leave Iraq. 
 
Sadq Jabari, a member of the Council, told Rudaw that the meeting will discuss and assess the world reaction and pressures mounted on Kurdistan, in addition to laying out a program for the next stage.
 
He added that the Council may change its name to the High Independence Council or the High National Council.
 
The meeting comes after the Kurdish parliament, that had called for the vote on September 15, committed the Kurdish government on Saturday to follow through with the mandate granted by the vote.
 
The Iraqi government introduced a number of punitive measures against the Kurdistan Region on Wednesday, including closing Kurdistan’s land and air entry points to the outside world, something rejected by the Kurdish government and the parliament. 
 
The neighbouring countries such as Turkey and Iran have also said that they are ready to help Baghdad carry out those measures. While the United States, an ally of the Kurdish Peshmerga in the war against ISIS, has said they do not recognize the referendum that lacks legitimacy but urged all sides to avoid confronation or further escalation of the situation.
 
President Barzani has said that Kurdistan Region is ready to enter talks with Baghdad, with the support of the international community, for two years during which the two sides can agree on borders and iron out other disagreements including on oil and natural resources, to be followed by an eventual conclusion– for the two nations to live as “two good neighbours.”

He added that "the subject of the referendum of the region is a satisfactory result in the Iraqi political arena needs to address the real and a new contract written between all parties and not marginalize a party in the political agreement until Iraq returns to normal (citizenship)." 

He said that "some sectarian policies followed by the previous government led to the emergence of extremism in the Iraqi regions," pointing out that "the Constitution was written in a hurry and selectively, in which the interests of components and give a larger share of other components and not respected."

Erbil to dissolve the referendum council and form a political council for dialogue with Baghdad

The Kurdistan government announced the dissolution of the Supreme Referendum Council, and the formation of a political council for his country to conduct dialogue with the central government in Baghdad.

The Council member Khalil Ibrahim, in an interview that the functions of the Council ended, and was formed, "the Council of political leadership of the Kurds," after the completion of a meeting in which members discussed the Council to change its name to the Supreme Council for Independence, after completing its tasks related to the referendum.

The Council appreciated the position of the religious authority represented by the initiative of the reference Ali al-Sistani the importance of dialogue between

the parties, noting that the Council will begin talks with Baghdad.

The Supreme Council for the referendum announced on Sunday the launch of talks with the central government in Baghdad and resolved himself to form a political leadership to deal with its results.

A member of the Supreme Council Khalil Ibrahim, in a press statement followed by / Mawazin News /, the functions of the Council "ended" where the formation of "the political leadership of the Kurdish / Iraq," a political leadership will be the highest in Kurdistan, Islamic Group and the Movement for Change.

He noted that this was "after the completion of a meeting in which the members of the Council changed its name to the Supreme Council for Independence, after completing its tasks related to the referendum of the Kurdistan region." 

The Council appreciated the position of the religious authority represented by the initiative of the supreme authority Ali al-Sistani, revealed by Friday sermon in Karbala, pointing out that "the new political leadership will start talks with Baghdad."

The Supreme Council for the referendum, which includes all the Kurdish parties except the Islamic Group and the Movement for Change, supervised last month to hold a referendum in Kurdistan.

The meeting was the first after the referendum on Monday, in which 92 percent of the vote cast for independence.

The meeting is chaired by Massoud Barzani, President of the Kurdistan Region.

The Kurdish leadership confirmed that the new entity represented by the political leadership will become an advisory council does not issue mandatory decisions are originally from the functions of the Parliament of the region.

She added that the new leadership will be the task of dialogue with the Iraqi government and the international community in an effort to persuade them to referendum and its results.

ERBIL, Kurdistan Region - The High Referendum Council that lobbied for the independence vote concluded its work following a meeting headed by President Masoud Barzani on Sunday and was replaced by the Political Leadership of Kurdistan - Iraq.


“In the meeting it was decided to set up the Political Leadership of Kurdistan - Iraq for  post-referendum work,” said Khalil Ibrahim, an attendant of the meeting.

The Kurdistan Region Presidency issued a seven-point statement following its meeting on Sunday, stressing that, under no threat or pressure, the people of the Kurdistan Region withdraw from the decision it made on September 25. 

The statement also stressed the dialogue path with Baghdad in the post-referendum phase.
 
The full text of the statement issued by the newly formed Political Leadership of Kurdistan - Iraq.  
 

First: In the meeting, gratitude was expressed to all the citizens of Kurdistan, national and religious components as well as the political parties for participating in the referendum process with unity, unanimity, in a peaceful and civil manner. The attendants of the meeting also congratulated the Kurdistani nation for this historic victory.

 

Second: The meeting also expressed gratitude to the High Referendum Council for its hard work, which concluded its work after the referendum was held.

 

Third: The meeting stressed the continuation of dialogue with Baghdad, the peaceful message and stance of the Kurdistani nation to Iraq and the neighbors. They also welcomed the call made by Ayatollah Saed Sistani for dialogue and will be responding to his call officially. 

 

Forth: The meeting stressed preserving the stability of the Kurdistan Region and rejected any kind of threats and collective punishment of the people of Kurdistan and reiterated its support for the Kurdistan parliament  and government responses to the quick measures Baghdad took against the people of Kurdistan.

 

Fifth: The meeting assures the international community that the referendum and peaceful voice of the Kurdistan Region have not posed nay threats to the peace and stability of the region at all and that the main purpose of the Kurdistan nation is peace and coexistence. The meeting asked the international community to honor the will and peaceful voice of the Kurdistan nation.
 

Sixth: The meeting, despite expressing gratitude and appreciation for the good role media outlets played in the referendum process, stressed that the role of local media outlets should be to serve the national and patriotic interests and that the meetings’ attendants all agreed that under law, limitation be imposed against attempts aimed at opposing the nation’s right and breaking out psychological war and violating the Kurdistan nation’s victory.

 

Seventh: The meeting considered the unanimity and single discourse of the political parties and forces as the key for protecting the victories of the Kurdistan nation and stressed Kurdistan nation’s decision was right and urged preserving the achievements. The meeting emphasized that the Kurdistan nation durably is determined on dialogue. Depending on peaceful mechanisms, no threat or pressure could force the Kurdistan nation to withdraw from the decision it made on September 25, 2017. 

 

The PLK-I also, in a separate announcement also welcomed an “initiative” from Iraq’s top Shiite cleric Ayatollah Ali al-Sistani who called on Iraqi authorities to respect Kurdistan’s rights and urged officials in the Kurdistan Region to resolve the two sides outstanding problems.

“The call is an important step towards preserving our principles which are the source of protecting peace and social stability and eradicating violence and threats,” it added.
