"
On a related note, the Minister of Transport in the Kurdistan Region, Mouloud Murad, sent an urgent letter to the Ministry of Transport, confirming the approval of the conditions for the work of airports.
A source familiar with the matter said in a press statement that the Ministry of Transport received an official letter from the Minister of Transport in Kurdistan, in which he expressed his "readiness to jointly manage the airports in Arbil and Sulaymaniyah."
He added that "the book included the request of air controllers from Baghdad and the administration is joint," noting that "the Ministry of Transport has not yet responded to the book of Kurdistan."

his part, MP Haitham al-Jubouri, said that the cancellation of the referendum and "recognition of the mistake and apologize for" a condition for the beginning of any dialogue with the Kurdistan region "
He said in a statement:" The cancellation of the referendum and the recognition of the error and apologize for the condition for the beginning of any dialogue With Kurdistan under the roof of the Constitution, and to be with representatives of all political parties and not limited to one party and taking sufficient guarantees from the side of Kurdistan to stay away from individual decisions.
For his part, the deputy of the coalition of state law Haider Mawla, Massoud Barzani, the former regime president Saddam Hussein, when he invaded Kuwait and did not listen to the voices that demanded his withdrawal, returned that what he did "a farce and gracious."
He said: "The decisions of the House of Representatives were decisive and strong and will put an end to this reckless reckless results by Massoud Barzani," pointing out that "all dealings with the region will depend on the fact that Barzani occupies the region and its capabilities and go to an unknown fate."

 BAGHDAD / Al-Sabah
Several Arab and international newspapers described the referendum on secession as a "leap in the air" in light of a general rejection, while others suggested it would turn Kurdistan into a country dominated by a single family that controls oil resources for generations. The Jordanian Al - Ghad newspaper reported on Tuesday: that «Kurdistan referendum on secession is ( a jump in the air)», indicating that « the Kurds can not simply support the Zionist entity, stressing that« Barzani wants to repeat his father 's experience (failed)  , he said . "Any referendum requires international consensus, support from neighboring countries, and can not only support the Zionist entity," he said. , And hit all the other voices that called for the abolition of the  wall ».

Al-Mansi explained that "dragging the Iraqi people of Kurdish origin towards a referendum and putting the dreams of a state may not come because of the rejection of the surrounding countries, in their imagination, the responsibility of the Kurdish leaders, headed by Barzani, who wants to repeat his father's failed experience
."
The newspaper Okaz Saudi Arabia in its issue, that «Israel is the biggest beneficiary of the referendum».
"Israel is the biggest beneficiary of the referendum," said Fahim al-Hamed, a journalist in Okaz. "It looks forward to this historical moment for a long time."

Hassan Tauran: The government will negotiate the Kurds on the grounds that the referendum was not and Asayish forced displaced Arabs to participate in the vote

BAGHDAD / Al-Ghad Press: It
is not clear that there is a time limit for the actions that Abadi was assigned by the House of Representatives to face the danger of secession of northern Iraq, the economic and political siege, the beginning of these measures, but Kirkuk needs more than that from everyone's point of view "Al-Ghad Press," the deputy representative of the Turkmen component and the province of Kirkuk, deputy head of the Turkmen Front, Hassan Tauran.

Interview text:

[Asharq Al-Awsat] What is your position on the statement of Najmuddin Karim, the governor of Kirkuk, yesterday, in which he clearly declared his defiance of the decisions of the executive and legislative authorities regarding Kirkuk?

First, we deal with Necmettin Karim, both at the level of the legislature and the level of the Turkmen component through his representatives in the provincial council as the governor of an article, and not in front of Najmuddin Karim only to appeal to the Administrative Court. Second, there must be a reverse promotion of what happened in The session of the House of Representatives a few days ago, by portraying the matter as if the government decided to send troops and break into Kirkuk and so on, the government was delayed in bringing matters back to normal and legitimate when the forces of the twelfth division left on 10/6/2014, Some areas are a fact, and the other part of the truth is the Peshmerga takeover On the headquarters of the band, which did not fall by a dashing hand, the headquarters of the band was seized and its forces were disarmed, including the division commander. The government had to send a squad-level formation to the province after that date. US forces then, the agreement guaranteed the nature and size And the deployment of security forces in Kirkuk, this agreement is still in force and the existence of a military formation at the level of a division of the Iraqi army with a brigade of Peshmerga and one of its responsibility to protect the administrative borders of Erbil and Sulaymaniyah with Kirkuk, while the security of cities and the responsibility of the federal police, the government today demanding the restoration of the prestige of the state, After the exit of the twelfth band, is not entitled to an object who was not to mention the governor of the article to object to this step, this step is consistent with the law and the Constitution and Kirkuk from within the provinces are not organized in the province, either to say that Kirkuk is disputed it means there is disagreement and even spend in this The dispute should not be left to the center, the governor should not stir up disputes, starting with raising the flag of the region and then the referendum and finally challenging the law and the constitution, and even the judiciary as the governor who disobeyed the federal court order after the referendum.

[Asharq Al-Awsat] What about the Kurdish deputies and their return to Baghdad ... Is there anything that prevents their return legally? Are they welcome in the House of Representatives today?
- Personally, I do not cut off the territorial link in federal Iraq because this gives an argument to the advocates of secession. The federal authorities need to be repositioned by adapting the relationship and returning it to the atmosphere of law and the constitution. This repositioning comes through redefining the legal status of the region, Confederation of the federalism, the region receives foreigners without entry features as it exports oil outside Somo, correcting these things does not mean the dimensions of the Kurds from Baghdad.

678A0960-636423095390615824.JPG
* (Interruption) Does this apply to the President of the Republic?
- The separation in the subject of the President of the Republic is the Federal Court and the mechanisms stipulated constitutionally on the subject of sacking the President of the Republic more difficult to dismiss the Prime Minister or any official, as the symbol of the sovereignty of the country, I think these things must be handled with caution and re-positioning intended to cut off the outer wings of the territory, These relations, which must be discussed outside the constitutional framework.

* (Interruption) The region talks about punitive measures
- Prime Minister Haider al-Abadi, explained that he will work under the legal framework, easy and promoted and carried out the referendum falls under the law, while those who cast their vote is another subject and needs the procedures of the relevant committees in the House of Representatives, we have a committee formed to control the parliamentary behavior is to discuss the matter, Regarding the negotiations, the government has a condition ... No one will come up with the results of an illegal and unconstitutional referendum and then we are asked to negotiate, to negotiate that the referendum is as if it was not.

* (Interruption) What about a non-binding statement as a recipe for a referendum Are you enough?
- This referendum can not be accepted in any way.

[Asharq Al-Awsat] Are you satisfied with the Turkish reaction? This time we did not see a meeting between representatives of the Turkmen component and Turkish officials, as happened after the flag raising crisis in Kirkuk.
We Turkmans benefit us that the relationship between Iraq and Turkey is at a very high level, and we have offered more than once to be the bridge between Baghdad and Ankara to cleanse this relationship, the relationship is different There are many problems, and in my view, the deterioration of the relationship lies with the two countries, and the calculated improvement of the two countries, there are parties contributed to fueling the situation between the two parties, today there is a regional alignment on Iraq to make the most of it to maximize its interests and prevent division, Iraq today must cooperate with the majority countries Iraq is exhausted in its struggle with terrorism on behalf of the world, states interests and all countries adopt their foreign policy on their interests and Turkey and Iraq leave the past and maximize their interests, this is a favorable opportunity for both countries, the situation has developed in the relationship and the Prime Minister declared the first Yesterday, the troops are maneuvering on

678A0978-636423095399522169.JPG
[Asharq Al-Awsat] The new crossing on the part of Tal Afar and the old pipeline that is supposed to be operated between Iraq and Turkey on the Mosul side are two steps in the same context?
- The crossing is an old project dating back to the nineties, when the administration of the former regime withdrew from the north of Iraq was thought of the establishment of this corridor, this line has been talking between the prime ministers of the two countries and there are understandings, but in some parts (about 13 kilometers) need understanding with the Syrian side, Syria's view will show flexibility in this direction, the total distance of 75 kilometers, will be a resurgence of Tal Afar, which suffered the suffering of terrorism. I do not think that this crossing and its establishment is a punishment for Kurdistan, as long as the referendum declared its purpose is secession. By cutting off contact with Turkey, for the oil pipeline is my own Also, it was pumping the oil from Kirkuk to Baiji , including to Hamdania and then Zakho land is Turkish, this line subjected to destruction since February 2014 especially between the provinces of Salahuddin and Mosul, did not pass on the repaired but was blown up the next day.

* (Interruption) Was his bombing part of a conspiracy?
* I think that it is intended to make way for the establishment of another line within the Kurdistan region to be an alternative, the government used the line that passes in the region but after 2015 and the control of the Peshmerga on the coffin and the good of the region using the line without reference to the government, After the liberation, it will be possible to repair the line linking Kirkuk and Baiji through Hawija. This is the pipeline. The new crossing can be extended through the pipeline to link the Kirkuk oil with Turkey.

* MP Jassem Mohammed Jaafar spoke in a statement about a meeting between Ben Ali Yilderm and Dr. Haider Abadi, what are your expectations for the prospects of dialogue?
This meeting may be followed by a tripartite meeting between Turkey, Iraq and Iran. We do not forget that there is news about the improvement of the relationship between Turkey and Syria. This is a new axis in the region that feels that there are risks to its national security and these dangers are called upon to meet. Serious desire to put it in a legal framework, Turkey will show flexibility in this subject in my opinion, it is certain that Mr. Abadi took a green light in regard to holding this meeting.

678A0966-636423095397647168.JPG
* Abadi said he supports holding elections in Kirkuk, how will this happen?
- Conducted in-depth meetings, part of them in Kirkuk and part of them under the auspices of the Speaker of the House of Representatives Salim Jubouri, and has been resolved a lot of things, and remained one point to resolve, we hope the return of the Kurdish deputies deputies in Kirkuk to resolve the issue, the node is to decide the future of the province, The House of Representatives decides it.

* (Interruption) Do you mean the future of Kirkuk within Article 140?
- Any future whether Article 140 or Article 119, which allows any province to be a special province, we Turkmen support this proposal, after the components agree we want a guarantor is the approval of the House of Representatives, brothers Kurds strongly opposed this opinion and wanted in the provincial council, we agreed to That the agreement of the components of the province in the form of its future to be the consensus of representatives of the province in the House of Representatives, we have seen what happened in the absence of Arabs and Turkmen from the provincial council, such as passing the flag raising referendum and we do not feel secure direction of the future of the province of its Council.

[Asharq Al-Awsat] Did you see the agreement of all Kurdish parties in the referendum Is there a compromise with the referendum?
- The position of Jemaah Islamiah and Kuran is the most obvious rejection of independence, the National Union was divided, and this division is real and there have been attempts to cancel or postpone the referendum at least in Kirkuk, the attempts made by a group of leaders of the Patriotic Union in Kirkuk.

* (Interruption) such as who?
- The woman except Talabani had a clear position.

* What about the leaders of the first row in the Union?
- I am not authorized to give names, but at least there were members of the Political Bureau and there is the second person in the PUK office had a permit that the party office in Kirkuk, which includes members of the Political Bureau do not want to conduct the referendum, the final outcome could not issue a statement to clarify Their position, we have sensors and even the people of the National Union were not encouraging to participate, so the percentage was very low in Kirkuk.

678A0965-636423095391397085.JPG
* (Interruption) How much do you estimate?
- According to information I did not exceed 30% in the Kurdish side of Kirkuk, either with regard to the Turkmen and Arab participation zero, I was in Kirkuk and I saw the centers from abroad and was not one of the citizens because we Turkomen and Arabs to not participate.

* (Interruption) Has anyone been forced to participate?
The displaced Arabs were forced and threatened and taken through Asayish, especially in the Daqouq and refugee camps. The Turkoman, who claims to be a pro-referendum party, In the fifth month, we had a large Turkmen conference. At that time, it was agreed that any party would boycott the elections in Kirkuk. I did not refuse to raise the flag of the province on the institutions and departments of Kirkuk excluded from attendance, this was the norm and excluded these parties before the subject of the referendum.

Special - Mawazine News

Economic expert Salam Samisem said on Saturday that the suspension of remittances to Kurdistan would cause great damage to the region, pointing out that this decision was delayed, which was supposed to be implemented years ago.

"The central bank's decision to stop the remittances to Kurdistan came late and had to be imposed by the government for years," she said. "There is something the media is unaware of. The Iraqi banks have branches in the region. Now these branches did not allow the extraction of money from them and therefore we have a liquidity crisis. "

"The entry of a large number of displaced people into the region compounded this crisis because they were not allowed to withdraw their money," said Smisem.

"Some of the money and deposits in the banks of Kurdistan by investors and citizens have not given them the freedom to dispose of their money since 2014, but there was silence from the central bank."

"The central bank is the bank of banks, the guarantor of the money of citizens, and its stigma means either to be responsible for the compensation of these funds or to be promising to act," she said.

"The suspension of remittances to Kurdistan is a sound and expected economic decision in light of the escalation of the referendum on independence, but it will hurt the region as a supplier of dollars," he said, adding that he is "the supplier of currency trading."

The Central Bank of Iraq stopped, the system of financial transfers between the provinces controlled by the federal government and the Kurdistan region, in response to the referendum of Kurdistan.

Sunni forces offer a seven-point initiative to resolve the crisis between Baghdad and Erbil

Sunni forces put forward a seven-point initiative to resolve the crisis between Baghdad and Arbil

Twilight News

Shafaq News / Vice President Osama Najafi on Friday, the coalition of Iraqi national forces held an "important" meeting yesterday at his home in Baghdad.

"There is no doubt that what resulted from the crisis of the last referendum is a reflection of the Iraqi crisis as a whole and a natural result of the accumulation of wrong policies in the administration of the state through the predominance of the spirit of exclusiveness and marginalization or demand more gains without regard to the interests of the partners of one nation."

Within the framework of our vision to solve the current problem and in order to come up with successful treatments, we must therefore be guided by the following principles:

First, the Kurdish people are an essential and fundamental part of our Iraqi people. And therefore we are committed to maintaining good ties between him and the rest of the Iraqis do not accept or be part of punitive measures that lead to damage or starvation or damage to the displaced who found in Kurdistan safe haven.

Second: To stop and hold accountable any speech that involves national hatred and urges to undermine any Iraqi component.

Thirdly, Kirkuk and the disputed areas are Iraqi areas for all Iraqis, and no party can impose its opinion by force and cancel the partnership principle in the manner that took place in the last referendum.

Fourthly, we categorically reject the use of violence in any way to resolve the current crisis or to wave military force from either side to the other.

Fifth: The alliance of Iraqi national forces is a fundamental part of resolving the crisis and before the compromises or decisions are passed without considering the demands and interests of the Sunni Arab component, whatever the justifications, especially since the most important part of the problem is taking place in the areas where our audience is present.

Sixth: Any party's attempt to impose a unilateral fait accompli is unacceptable if it is not accompanied by the consent of all the partners and so as not to prejudice the interests of any of them.

Seventh: The solution of the referendum file must be from a comprehensive national perspective through the opening of the file of partnership and the administration of the state, so as to find the final remedies to prevent the recurrence of crises.

The Coalition concluded by saying that it "hopes from the parties to the crisis that dialogue is the only way to reach solutions that preserve the unity of Iraq and respect the will of its people and ultimately seek to build a civil state in which the constitution and laws are respected without selectivity and the treatment of its citizens and components alike and without discrimination."
