"The difference between the views of the Turkish President and his Russian counterpart Vladimir Putin on the referendum on the independence of the Kurdistan Region, despite the Turkish president's confirmation otherwise.

"Russian President Vladimir Putin, whom Erdogan has described as a friend, may be the one who will hit Erdogan with new disappointment," Goranelli said, according to the Zaman newspaper on its website.

She said that "everyone knows Erdogan's statements that followed the referendum on the independence of Kurdistan, Iraq on the mistakes of his country in the expectation of Barzani's rejection of the referendum."

It is likely that Russian President Vladimir Putin, whom Erdogan described as a friend, may be the cause of the new disappointment, "Goughenli said. 

He added that "the signs of disappointment expected during the press conference held by Putin and Erdogan during the visit of the latter to Russia, Erdogan talked about the agreement between the parties on the unity of Syrian and Iraqi territory, but Putin did not address the subject directly, but preferred to resort to data previously issued by the Russian Foreign Ministry. Among the statements of the Russian Foreign Ministry referred to Russia's respect for Kurdistan's desire for independence.

Iraqi banking and government sources said that the Iraqi Central Bank will stop transferring dollars and foreign currencies to four large Kurdish banks.

The Central Bank of Iraq informed the Kurdistan region of the banking and financial procedures taken in response to the referendum on independence. And that the Central Bank of Iraq will stop the sale of dollars and foreign currencies to four large banks in the Kurdistan region, and will also stop all transfers in foreign currency to the autonomous region.

The decision is expected to affect the economic movement and markets in the Kurdistan region

Iraq's central bank has notified the Kurdistan Regional Government (KRG) on Tuesday that it will stop selling dollars to the four main Kurdish banks and stop all foreign currency transfers to the self-governing region, Iraqi banking and government sources told Reuters.

Iraq took these measures in response to a referendum on September 25, in which the Kurdish region voted overwhelmingly for independence. 

Erbil airport director Talar Fayek said last Friday that the decision of the Iraqi central government to ban flights to and from the Kurdistan region of Iraq, which is scheduled to be implemented this evening does not include military aircraft Kurdistan. 

The Interior Ministry of the Kurdistan region has announced - earlier in the day - not receiving any instructions on the delivery of border crossings to Iraqi forces .

The Kurdistan Region’s Independent High Electoral and Referendum Commission (IHERC)head Handren Mohammed confirmed Tuesday to hold presidential and parliamentary elections in due time on 1st November. 

He added that the date of forming the parties and blocs will start from to today till the sixth of October. 

The election campaign for elections will begin on the 15th of this month, he asserted, confirming that the scheduled dates are immutable.

Earlier on Sep. 25, Kurdistan has conducted the Region's independence referendum with 91.83% of the region's residents voting for the independence of the region.

Turkey has offered to mediate to end Erbil-Baghdad crisis after Kurdistan's government has conducted the Region's independence referendum, Turkish prime minister Binali Yildirim announced Tuesday.

 

He added that Turkey rejected this referendum as it is unconstitutional. 

 

Erbil should hold talks with the central government in Baghdad to guarantee Kurds' rights and Turkey is ready to support these talks.

 

Earlier on Sep. 25, Kurdistan has conducted the Region's independence referendum with 91.83% of the region's residents voting for the independence of the region.

The return to dialogue and finding a way out of Erbil-Baghdad crisis, which is compatible with the constitution and the interests of Iraqi people, is the only solution to end this crisis, Iraqi Parliament’s Speaker Salim al-Jabouri revealed on Tuesday.    
During a meeting with US ambassador to Iraq Douglas Silliman, al-Jabouri stressed on Tuesday the importance of finding rapid solutions to Iraq’s outstanding issues. 
In a statement, Jabouri’s media office said that during the meeting both officials discussed key political and security developments in Iraq, including the implications of Kurdistan Region’s independence referendum and parliament’s role in defusing the crisis in accordance with the constitution and Iraq’s fundamental national principles.
The two officials also addresses issues, including counter terrorism, war on ISIS, Iraqi security forces victories, reconstruction of liberated areas and return of displaced persons, it added.
Overwhelming, votes were in favor of seceding from Iraq in a referendum Baghdad considers unconstitutional. 
The referendum was held last week despite intense international pressure to call it off, amid fears that it would spark fresh conflicts with Baghdad and with Iraq’s powerful neighbors, Iran and Turkey.

The savage rule of the former Iraqi Prime Minister Nouri al-Maliki is the main reason behind the current crises that Iraq suffers, Turkish Foreign Minister Mevlut Cavusoglu confirmed Tuesday.  

He added that Turkey does not want to hurt Kurdish people and it will renormalize the relations with Kurdistan after the Region cancels the results of the referendum.

It is worth mentioning that Nouri al-Maliki was the Prime Minister of Iraq from 2006 to 2014. ISIS declared its caliphate state in Iraq during his ruling period. Several human rights organizations accused him of the fall of Mosul city in 2014. Others accused him of spying for Iran.

Baghdad will attack Erbil from three different fronts, a well informed source told The Baghdad Post on Tuesday.

 

The source asserted that these fronts will be Qasr-e Shirin and Sarbil Zahab in Iran near southern Kurdistan, its northern front from Turkey and Mosul in Nineveh Hawija in Kirkuk in Iraq.

This comes as Kurdistant carried out an independence referendum on 25th of September, with an overwhelming vote approving to secede from Iraq.

This referendum sparked outrage from both Iraq, Iran and Turkey who have taken several measures against Kurdistan.

An opponent of Iraqi Kurd leader Masoud Barzani is the only person to present his candidacy for next month's presidential election in the autonomous region, AFP cited the electoral chief on Tuesday.

"By the deadline for candidates on Tuesday, we had received all the documents necessary for Mohammad Tofiq Rahim to be a candidate for the presidency of Kurdistan. He is the only person to have declared himself a candidate," electoral commission Yari Hadji Omar said.

The region, which last week voted overwhelmingly in favour of independence in a referendum rejected by Baghdad, will hold presidential and legislative elections on Nov 1.

Barzani has said repeatedly he would not stand for re-election.

Rahim, 64, a former member of the Kurdish peshmerga security forces, is a member of Goran, a party strongly opposed to Barzani.

He has opposed Barzani's mandate being extended.

The most recent presidential vote in the autonomous Kurdish region was in 2009.

Originally, a presidential term of office was four years, but in 2013 parliament extended it by two years.

A general election was held in September 2013, but Kurdish parliamentary activity has been frozen since November 2015, enabling Barzani to remain in power.

"The commission must now examine the documents and accept his candidacy," Hadji Omar said of Rahim.

In September 2003, Rahim became industry minister in the first Iraqi cabinet that followed the US-led overthrow of former Iraqi president Saddam Hussein.

The Sept 25 referendum on Kurdish independence, a Barzani initiative, returned a resounding 92.73% "yes" result.

ERBIL — As part of its efforts to block the Kurds from moving further towards independence, the Iraqi central government is planning to suspend foreign currency transfers and sales of dollars to banks in Kurdistan Region.

The Iraqi central bank on Tuesday has now informed its counterparts in the Kurdistan region that it would stop selling dollars to four major Kurdish banks and halt all currency transfers, according to the news agency Reuters.

The new possible sanction comes after the Iraqi central government imposed an embargo on Kurdistan Region’s airspace to block international flights from flying to Erbil and Sulaymaniyah airports.

The Baghdad’s pressures are in retaliation for the independence referendum which Kurdistan Region held last week.

Kurds in Iraq voted overwhelmingly last week in favor of seeking full independence from the central government in Baghdad — setting off a firestorm of international retaliation, including strong objections from the U.S. But the Kurdish quest for their own country has also prodded other minorities in the region — namely the long persecuted Christian community — to vocalize their fears and frustrations about being caught in the middle, and their own ambition for some form of a “safe haven” or autonomy.

 
 

“Christians understand the sentiment of self-determination and liberty that drives every man or woman,” Mark Arabo, President of the Minority Humanitarian Foundation, told Fox News. “One thing that gives Christians hope is that if Kurdistan is successful in their effort to attain sovereignty, perhaps Christians can successfully carve out a space in the Nineveh Plains that would grant them far greater protection than is currently had.”

There are an estimated 200,000 Christians left in Iraq, down from over 1.5 million prior to the 2003 Iraq invasion, the majority of whom were forced to flee Mosul and other parts of the Nineveh Plains to the Kurdish-held north in 2014 as ISIS assaulted in on their land.

Deemed the ancestral homeland of all Christianity — many of these Christian areas in the Nineveh now lie in the disputed areas between the Kurdish Regional Government (KRG) based in Erbil, and the central government further south in Baghdad.

As a dwindling minority, many Christians view themselves as caught between the crossfire and no longer want to be reliant on either government for security and protection, thus the push to declare their own referendum is only gaining traction. Last month, officials in the few remaining Baghdad churches even called for help in establishing an independent state — similar to that of the Vatican.

Juliana Taimoorazy, founder of the Iraqi Christian Relief Council, stressed that in the wake of the genocide committed against them by ISIS, the only people they can trust are their own.

 

“When ISIS attacked the Nineveh Plain, the Kurdish Peshmerga and the Iraqi forces escaped instead of defending the towns they were assigned to protect, leaving the Christians and Yazidis vulnerable,” she claimed. “What will keep the indigenous people of the land safe and thriving is to have the right to defend and protect themselves. The only way we will thrive as a society and ensure safety is by protecting ourselves.”

The increasing tensions between the two governments and threat of military escalation has some Christians on edge that further fighting will only dwindle their numbers further.

“From the beginning, we in the Nineveh Plains asked to be kept away from the referendum because it will create tensions,” said Kaldo Oghanna, director of central media of the Assyrian Democratic Movement, which contends that the referendum does not represent the minorities. “Any problems will cause even more Christians to leave the country.”

And the well-known Vicar of Baghdad, Canon Andrew White, acknowledged that the future for Christians in the wake of the autonomy push is now more uncertain than ever.

“The results of this election have caused huge tensions between Kurdistan and Iraq,” he told Fox News, noting that both Iraq and Kurdistan have become foreign places for Christian communities. “There are a few Kurdish Christians, but not many. They do not see that they have any links with the Kurds there, however there are historic monasteries in places like Dohuk. But most Christians will not go back to Nineveh under any circumstances. Most of them have already fled, or are waiting to leave.”

While the referendum was nonbinding, its purpose was to use as evidence that the Kurds – at least 92 percent of the six million in Iraq and in the diaspora worldwide – wanted their own mothership, and to use that card to ignite that process. However, any additional moves for independence are likely to roil the region even further.

Iraq’s Parliament requested that the country’s prime minister deploy troops to the borders of the disputed areas held by Kurdish forces after Iraqi troops abandoned the post when ISIS invaded, provoking concerns of an armed conflict. On Tuesday, joint drills were indeed undertaken by Iran and Iraq forces.

Furthermore, Baghdad has called the vote illegal and halted flights into the main Kurdish airports as well as insisting the region surrender oil revenues.

One Baghdad official told Fox News that they have received “various reports” of Kurdish officials and Peshmerga members “forcing Christians, Muslim Arabs and Yezidis to vote in favor of independence,” of which Taimoorazy concurred.

“Many individuals felt pressured that if they were not to vote for a Kurdish state, they would lose their jobs and livelihood,” she claimed.

However, KRG officials have vehemently dismissed such allegations and point out that the semiautonomous region has worked above and beyond to support and safeguard minorities and allow them religious freedom, especially since the majority of them are still being housed as displaced people at a great cost to the Kurdish community.

According to Kelsey Zorzi, New York-based U.N. Counsel for ADF International, whether or not Iraqi Christians — who are generally split between Syriac, Chaldean, Assyrian and Armenian sects — support the independence move simply comes down to which Christian you ask.

“Above all, they are all interested in peace and stability. They want to enjoy their right to religious freedom which the Kurdish government as well as the leadership in Baghdad are willing to grant,” she said. “But given that the Peshmerga were the fiercest opponents of ISIS, Christians living in an independent Kurdistan would not have to fear genocide perpetuated by ISIS.”

Yet Philippe Nassif, Executive Director of the nonprofit human rights group In Defense of Christians (IDC) told Fox News that of the 11 different Christian political parties in Iraq, most of them seem to be divided on the issue of Kurdish independence, but almost all “seek stability and want some form of autonomy over their own affairs.”

“What is important is that Christians are allowed to protect themselves and be given protection by whoever ends up governing these areas,” he added. “It is also important that they are allowed to rebuild their destroyed communities and economy unimpeded.”

ERBIL — The Kurdistan Regional Government (KRG) has rejected the reports claiming that Baghdad has halted sending medical supplies to Erbil.

“The Iraqi government so far continues sending the medical supplies on a monthly basis as before,” said Khalis Qader, a spokesperson for KRG’s Ministry of Health.

However, he emphasised that the amount of the supplies falls short of the demand at Kurdistan Region hospitals, and that the KRG provides a specific budget to fill the gap.

Iraq stopped selling dollars to leading banks in Kurdistan and banned foreign currency transfers to the autonomous region on Tuesday, stepping up its retaliation for the Kurds' independence vote.

The financial sanctions follow a ban on direct international air travel to the region imposed by the central government on Friday.

Iraq's central bank informed the Kurdistan Regional government (KRG) that it would stop selling dollars to four major Kurdish banks and stop all foreign currency transfers to the region, banking and government sources told Reuters.

Businesses in need of foreign currency and foreign workers in Kurdistan, whose pay and remittances are usually in dollars, will be the most affected by the new measures.

Business people and expatriates were also the most directly hit by the ban on international flights to the Kurdish airports of Erbil and Sulaimaniya. It forces them to travel via airports in Baghdad and southern Iraq, increasing cost and adding delay.

"The condition for ending the dollar sale prohibition is to have the Kurdish banks under the central bank's control," said an Iraqi official.

But a Kurdish official in the KRG capital Erbil said the region's banks already reported to the central bank in Baghdad, and the airports of the Kurdish region already reported to the Iraqi Civil Aviation Authority.

Iraq's parliament on Tuesday said it had voted for financial sanctions which would "preserve the interests" of Kurdish citizens and target the Kurdish leadership.
 

The Shi'ite Arab-led Iraqi government has rejected an offer by the Kurdish government to discuss independence. It has demanded that it cancel the result of the Sept. 25 referendum or face continued sanctions, international isolation and possible military intervention.

The U.S. administration strengthened its alliance with Iraq's Kurds during the war on Islamic State, but is taking the side of Baghdad in the crisis in refusing to recognise the referendum.

Iraq's powerful neighbors Iran and Turkey are backing Baghdad, fearing the spread of separatism to their own Kurdish populations.

Prime Minister Haider Abadi, the commitment of the Baghdad government to its position rejecting the referendum in the Kurdistan region, noting that the security forces managed to liberate most of the areas of Hawija and western Kirkuk. 
"Our position is consistent with the rejection of the referendum in terms of decision and results," Abadi said. "The opinion of the supreme secular authority of Mr. Sistani was decisive and supportive of the unity of Iraq," Abadi said during a weekly press conference held yesterday. 
Abadi added that "some were betting that the international positions will change after the referendum, but on the contrary became more militant, and warned the leaders of the Kurds because the position is principled and consistent with the unity of Iraq," stressing that "the world stood with us and leaders of countries told us that relations will be With Baghdad and not with the region. "
Abadi pointed out that "the decisions of the federal government is not to punish the Kurdish citizens, and unfortunately some Kurdish officials are trying to reverse it." 
In another context, Abbadi continued, "There is a military mobilization of the province in Kirkuk and the disputed areas, and according to the Constitution these areas must be subject to the federal government," stressing "the book to them to withdraw from the Nineveh Plain, especially during the process of liberating Mosul, . 
"The imposition of the status quo by the force of arms and the threat of it is unacceptable. We have said previously that we will not give up the protection of our citizens and here we refer our words to armed groups that control the resources of these areas," he said. 
The Prime Minister pointed out that "there was a Kurdish proposal to postpone the referendum, but we insisted on its abolition and any negotiations must have the basis and reference is the Constitution, and remains the ruler in resolving the crisis."
On the military developments, Abadi said, "progress in the Hawija operations is better than expected, and the priority remains to fight terrorism," noting that "80% of the areas of Hawija and western Kirkuk have been liberated."

It will take time to work through. And it may prevent this investment in IQD currency from being as profitable as possible. However, I believe that Kurdish independence and the democratic process to peacefully allow the wishes of the citizens to be acted upon is ideologically exactly the right thing to do for long standing stability. I am hopefull that over the next few years this can be resolved without bloodshed and more war. Only time will tell. This is in my opinion the most progressive movement globally including changes in ideology, those changes in ideology are the ones that take the longest.
