It is clearly an effort to spark dissension among the factions. A feeble effort I might add. Tillerson isn't ordering Abadi to do anything. Even if he wanted to he wouldn't because it's not his place to do so. Tillerson is a very smart person, smart enough to not look like a fool ordering the leader of a country to make a political move in that leaders country. Not how democracy is administered.
