Parliamentary Finance Committee called on Monday, the government sent a new version of the budget after adding comments on them, as she noted that it will hold a meeting today in Amman with the International Monetary Fund to discuss economic reform and the budget law. 

The committee member Massoud Haider said in an interview with Alsumaria News that "the parliamentary finance committee examined the observations of parliamentary blocs and MPs on the budget and sent to the President of the House of Representatives," noting that "the presidency of the Council sent those observations to the Prime Minister to take into account and send a new copy of the budget to parliament "He said.

Haider added that " the Committee will meet today in Amman with Jordan , with the International Monetary Fund to discuss economic reform in Iraq and to discuss the federal budget for the 2018 law to reach a clear vision of the desired objectives serve to revive the economic reality of the country." 

He stressed that "the Finance Committee considers the need to enact the law of the budget at this sensitive stage, and there should be cooperation and coordination between the legislative and executive authorities to serve the country," stressing that "Iraq is in dire need of unity of the row, and therefore it is necessary to take the observations of components, Budget ".

19/12/2017 12:00 AM  Iyad Mahdi Abbas  The law of the budget is important because it concerns the citizen's life and the process of building and comprehensive development in all governorates of Iraq, which today is in dire need of disbursement of funds in order to launch a campaign of reconstruction and provide services to citizens, especially after the achievement of the great victory and decisive on terrorism as the need to rebuild large cities destroyed by terrorism And the allocation of funds for the return of displaced people as well as the need to support the security forces to be able to make progress in the file of border control of Iraq through the use of advanced technology.  It should be noted here that all countries that adopt sound fiscal policies rely on the public budget as a basic document for the study of fiscal policy, it includes the items of public expenditure and how the distribution of resources in the state between different sectors, as well as it shows sources of revenue entering the state treasury. Today, Iraq needs a real economic budget rather than a political one, in which narrow consensus and partisan interests intervene. We can market more than one example of the fact that the budget is political in Iraq, where it was passed for more than a year according to the policy of one basket to be linked with other laws that serve the interests of certain parties at the expense of political parties second. It is evident from here that the real economic budget depends on the expense of oil revenues Which is clear to all and how to distribute them fairly according to the population ratios, which are also known to the Ministry of Planning. Hence, we find that everything is clear and does not require any political complications or disagreements. However, what is really happening is trying to get more than one's entitlement. This gives others the chance to bargain for other things. What we are witnessing conflicts and delays in the adoption of the budget each year.  The Budget Law is a national necessity that is borne by the Iraqi political forces and the legislative institution at this sensitive time. The 2018 budget is of great importance for several reasons, the most important of which is Iraq's need to allocate funds to meet the security challenges and support the armed forces as well as the government's need to allocate funds to help the displaced Iraqis who have been driven out of their cities .However, despite that, we find that the process of approving the budget in Iraq faces a significant delay each year and take a long time because of political conflicts, which causes the disruption of many investment projects and service. It is worth mentioning here that the previous political differences had contributed to the disruption of the adoption of the budget For more than a year and caused the disruption of construction projects also contributed to the loss of Iraq's large sums of money and damaged the Iraqi economy.  Finally we say. Representatives of the Iraqi people should assume their national responsibilities towards the Iraqi people and remove the budget from the political conflicts in order to approve them before the beginning of the new year so that the institutions, ministries and councils can spend the funds and implement their own development plans. link

Prime Minister Haidar al-Abadi said that many measures of interest to citizens will stop because of the failure to approve the draft budget in 2018 in a timely manner and to transfer it to next year by the House of Representatives.

Abadi said in a weekly press conference, which was attended by "Economy News", that "many important measures that concern citizens will stop because of the lack of approval of the budget next year by the House of Representatives."

He added that "the House of Representatives sent his remarks without reading the budget reading first, but went on holiday and this is unacceptable," noting that "the Ministry of Finance directed the uncles to the ministries to spend in accordance with the principle of 112 already in force."
