ERBIL (Kurdistan 24) – The Islamic State (IS) has issued a warning claiming its militants would target polling stations across Iraq during the upcoming parliamentary elections, warning Sunni Iraqis not to take part in the electoral process.

In an audiotape released on Sunday, IS extremists said “all those who support or participate in the elections” would be a target. The jihadist group stated it would strike polling stations and told Sunni Iraqis to stay clear of the polls or risk being killed.

The country will be holding national legislative elections on May 12, the first since the defeat of IS. The previous Shia government headed by controversial figure Nouri al-Maliki was accused of creating the conditions that led to the emergence of the jihadist group as Sunni Iraqis felt excluded from the political process.

Sunni Arabs, who are a minority despite ruling Iraq for a century, have expressed they were unjustly unseated by the US in 2003 and as a result, marginalized from the ruling class. There are 6986 candidates have been certified to run in next month's elections, competing for 329 seats in Baghdad's parliament.

The audio message called on its followers across the world to launch attacks in Iraq, Syria, Russia, and Iran, as well as Europe and the US.

Kurdistan 24 was unable to verify the authenticity of the message but IS often publishes its recordings on unregulated platforms on the internet.

Last week, Iraq conducted a rare cross-border operation in Syria that struck 36 IS targets.

Iraq has witnessed an IS resurgence of its own in recent weeks with the group claiming a string of bombings, assassinations, and kidnappings in areas previously liberated by Iraqi forces.

Iraq on a date with a precedent to announce the election results

"The new electronic system will show the results of the upcoming national elections within hours after the closing of the ballot boxes in a remarkable development from previous years when the announcement of the results takes weeks," said Riad al-Badran, head of the electoral administration of the Independent High Electoral Commission.
Iraqi elections are scheduled for May 12 and Iraqis will use the electronic voting system for the first time.
"The results will be announced within hours, not within days," Badran told Reuters in an interview at UNHCR headquarters in Baghdad.
"So, God willing, the election results are results that reflect a true expression of the will of the voter," he said, adding that the new system greatly reduces the possibility of manipulation of votes.
The next election will be the fourth since Saddam Hussein was ousted after a US-led invasion of Iraq in 2003. More than 24 million Iraqis are eligible to vote next month.
The Iraqi authorities hope to avoid political tensions caused by delayed results in previous elections.
Using the new system, which replaces color ink in the identification of those who voted, which has become a symbol of post-Saddam democracy, Iraqi voters will enter their identity cards in a machine that links each constituency with symbols. After the voter casts his ballot, he places the voting card on a scanner to calculate and record the results.
Badran, who introduced the new system, said that UNHCR has sensitized voters and trained its staff to use it.
He said Baghdad had set up a $ 135 million contract with Korean company Mero Systems for the system, which includes some 70,000 machines to be used across the country.
Aid groups have expressed concern that the system, which relies on ID cards, may be difficult to vote for displaced people due to war on land restored from the organization of the Islamic state.
The militant group, which seized about a third of Iraq's territory in 2014, suffered a defeat last year, but more than 2.3 million Iraqis, mostly Sunni Arab minority Iraqis, are still displaced. Many lost identity cards during the escape.
Badran said displaced people holding ballot papers from previous elections could use them. Those living in camps and without cards would have other means of proving their identity and voting, he said.
"What concerns displaced people is a topic of particular concern to the Board of Commissioners," he said, noting that fair representation is important for parliament to reflect Iraqi society.
There are about 7,000 candidates competing for 329 seats in 18 provinces using the proportional representation system used in Iraq.
Iraqis living abroad will be able to vote in 19 countries, including the United States, Britain and Canada.
