Iraqi Electoral Commission Licenses Radical Shi'ite Militia  as Official Party

ERBIL— Independent High Electoral Commission (IHEC) of Iraq on Tuesday licensed Asaeb Ahl al-Haqq to operate as an official political party in Iraq.

BasNews has obtained a copy of the authorization which states the Shi'ite force has fulfilled all the legal requirements to become a political party.

The radical militia of the Hashd al-Shaabi (Popular Mobilization Forces) has been accused of killing hundreds of Sunni civilians and launching attacks against the US troops in Iraq.

Under the IHEC authorization, Asaeb Ahl al-Haqq will stand for the elections, though earlier many political leaders including senior cleric, Muqtada al-Sadr, had demanded that Hashd leaders and officials should not run for the polls in the country.

UNHCR approved 69 parties out of 257 entities submitted a request for the establishment of

 Baghdad / Mohammad Sabah

Skeptical members of the Parliamentary Committee of Experts intentions of some influential blocs, and accuses it of seeking to extend the mandate of the Electoral Commission for another year. The members of the Committee, in charge of choosing a new board of the Commission, their intention to provide the names of candidates to parliament after the Eid holiday.

The local elections is postponed, scheduled to take place next September, it is inevitable, given the security conditions experienced by the exotic provinces, as well as the continuation of the political dispute over provincial law.
In the meantime, the Department of parties in the election commission revealed received 257 applications for a work permit dozens of parties, noting that only 100 application are met, the conditions, and confirmed that it was granted incorporation licenses for 69 parties so far.
The Electoral Commission , had given, early this week, political parties and blocs until the date of the 12th of this June, to complete the registration procedures, and submit their lists of candidates as a condition for their participation in the provincial elections.
In this context, Saad says Abdali, director of the Department of parties in the election commission, (range) yesterday that " the party registration process is still ongoing and indefinite time."
The Abdali that " the new deadlines set by the Board of Commissioners is sufficient to receive the lists of candidates of political parties to participate in the upcoming local elections."
Department official parties to draw it "received to date 257 applications from different political parties to get the license of incorporation , " noting that "most of these requests were not serious because it lacks many of the procedures and supplies."
Abdali revealed about "the presence of 100 applications from among the applications submitted to the circle of parties meet the requirements and procedures and legal formalities, vacation has only 69 of them," confirming the completion of the rest of the applications that meet the terms of a license in the next few days.
Explains the official in the election commission that "these are distributed among 133 applications applications dating back to the old parties, and 126 applications for the newly established parties."
Abdali attribute reasons for delay in the granting of incorporation of some parties to leave "accountability procedures that require auditing all the names and members belonging to these parties."
Department official parties , and draws that " the Electoral Commission instructions mortgaging the participation of any party in the elections , winning a vacation foundation five months before the election date." "The new deadline for the Commission exceeded that, and allowed the parties registered on 31/5, to submit their lists of candidates."
Commenting on this, MP Zana Said, a member of the Parliamentary Committee of Experts says that " the Commission believes it will get the extension for another year and it lingers , " he said, adding "there is a trend in certain blocks to give the Commission another time."
He said Kurdish MP
"most of the political blocs to reject the extension of the Electoral Commission , " stressing that "the Committee of Experts waiting to answer the relevant ministries, accountability and justice on the names of candidates to the new Board of Commissioners."
He continues , a member of the Committee of Experts "after the month of Ramadan will reach these names and we will interview schedules and results will be announced and candidates, and their names will be sent to the House of Representatives." But he nevertheless noted "there was a political agreement on the integration of local elections with parliamentary next year."
The Prime Minister announced Abadi, early this year, the date of the 16th of next September,
a date for local elections. But the different blocs on the local elections law, and the fate of the Electoral Commission, whose mandate expires next September, make the commitment to this date difficult.
MP says Zana Said that "Parliament will vote on the provincial elections law and will put a paragraph to determine the date of local government elections and the extension to the provincial councils." He explained that " the law would give the Cabinet the right to decide determine the dates of local elections as well as the extension of the provincial councils."
Describes MP Riad Ghraib, a member of a coalition of state law, the actions carried out by the Electoral Commission for the registration of parties and receive lists of candidates as "normal", stressing that "there is a political decision not an extension of the Board of Commissioners for another term."
He adds strange, in a statement (term), that "the work of specific provincial law of provincial councils four years , " noting only that "this date is derived from the articles of the Constitution that determine the parliamentary session four years, and will be after the government caretaker government."
Since the date of the 20th of last April, the local government entered into a constitutional vacuum due to the end of the mandate of the councils. The House of Representatives stands bewildered to address this vacuum witnessed by the provinces for the first time since its inception in 2003. The
200 foot deputy request to the Presidency of the parliament to issue a formula freeze under which the work of the provincial councils, to assume the House of Representatives is responsible for managing provincial affairs instead of their boards, which ended with the legal mandate in the twentieth of the month of April.
According to the applicant MP Riad Ghraib that " the request submitted to the Presidency of the Council of Representatives calls for no extension of the provincial councils for many reasons , including keeping these councils need money and the country in the case of austerity, as well as ending the intersections between conservatives and these councils, and to prevent interference by members of the council circles Country".
He pointed out MP from the province of Karbala that " the draft law of provincial councils, which includes the government sent a paragraph to extend the work of the provincial councils, while there is no parliamentary extension." It asserts that " the proposals will be put up to a vote in the House of Representatives."
Confirms MP Riad Ghraib that "no extension will make local governments under the control of the House of Representatives with the activation of Supreme Audit and the Integrity Commission."
