If the displaced are going to have a hard time to vote, or not be able to vote at all, slash then less than 1/8th of the Iraqi population will decide the outcome of Iraq's  future. Sounds ripe for collusion and voter fraud to me. Jmho.

If HRC can rig and steal the nomination and election away from Bernie Sanders,  surely al-Maliki's embezzled loot can be put to a similar nefarious purpose. Thus changing the course of Iraqi history from that moment onward. What does the GOI Election Commission have in place to prevent that?

Iraq's elections - a national referendum and competition that makes the birth of the government difficult

Since 2018-05-03 at 10:12 (Baghdad time)
0001C036.jpg

Follow up of Mawazine News

Several Shiite forces and alliances have emerged from the tent of one coalition in the Iraqi parliamentary elections slated for May 12, and some 500 candidates from 7,000 have been competing for one prime minister, who may not be the most popular in Iraq.

Although opinion polls indicate that the popularity of current Prime Minister Haider al-Abadi is high, divisions within the major Shiite blocs will make the prime minister's choice a complex process that does not depend on popularity alone.

In an editorial published by Middle East magazine, Ibrahim al-Marashi said that these elections - which come after defeating the Dahedash organization - are considered a national referendum.

Almarashi, an assistant professor of Middle Eastern history at the University of California, San Marcos, the United States, said there were two new developments in the elections between coalitions seeking to represent the Shiite majority in Iraq.

The first is that the grass-roots factions, which emerged as a reaction to a pre-emptive organization offensive in 2014, have offered some 500 candidates to compete with another 7,000 candidates in Iraq's 329-seat parliament.

The second development is that since the beginning of this year at least five Shiite blocs competing for the post of prime minister, but the main Shiite blocs in the first elections that followed the overthrow of the regime of President Saddam Hussein in 2005 were nominated under one list is the United Iraqi Alliance Then under the tent of the Iraqi National Alliance.

  •        The result is uncertain

The writer adds that the importance of studying these parties and coalitions is that the Iraqi prime minister will be chosen from among these blocs, and that his choice will be based on the votes of the parliamentary blocs and not on popularity among the people, and that the identity of this person will determine the fate of the national unity of the country.

A nationwide survey was conducted from 17 to 21 March and included people from Iraq's 18 provinces.

The poll showed that 60% of voters had not yet decided, indicating that the result is still uncertain in a vote taking place less than two weeks later.

The writer points out that the different Iraqi parties usually form alliances in each election, so as to increase the number of votes that can be obtained, and polls indicate that:

  1.      That the bloc of "victory" led by Abbadi enjoys the support of the largest number of voters by up to 15%.
  2.      That the bloc, "coalition rule of law," led by Nuri al-Maliki has the support of 5%.
  3.      That the coalition, "Sarun" led by Moqtada al-Sadr enjoys 3.4% support.
  4.      That the list of "conquest" led by Hadi al-Amiri - which includes most factions of the Popular Army - has the support of 2.5%.
  5.      That the stream of "wisdom" led by Ammar al-Hakim receives 0.6% of the potential voters.
  6.      That the coalition of "national" led by Iyad Allawi - which is not counted among the Shiite factions - has the support of 0.9% of voters.
  •        Issues and challenges

The writer talked about the different possibilities for the emergence of alliances between the blocks and the complexities faced by each block, and said they all boast of winning the organization of a cheerleader, but voters are now concerned about the three main issues of creating jobs and providing services and security.

Critics have criticized the coalition of grassroots units, calling it a sectarian coalition founded at a time when the next government should promote national cohesion in the country and the idea of crossing communities.

But popular mobilization units say 25 percent of its members are Sunnis, and include engineering teams working on infrastructure development projects.

In the poll, 70% of the respondents said that they trust the coalition of popular mobilization units and its leader Amiri, who enjoys a popularity rate of 60%, making him third among other Iraqi leaders, or after Abadi (79%), Sadr (66%),

It is usual for the current incumbent to have a preference over his rivals when he is again running for office. While Sunni Sunnis fear and prefer Ebadi, the Kurds are different.

The analysis suggests that if the Abadi coalition manages to negotiate its continuation as prime minister for a second term, this may be a satisfactory result for Sunni Arabs who see it as less sectarian, but this may upset Kurds who oppose its rejection of their independence.

Regardless of the outcome of the election, the divisions within the Shiite political elite indicate that the process of forming the government will be long and arduous, especially as the next government faces major challenges.

The most important of these challenges is the need to enhance political harmony and enhance the capacity to address critical issues such as population displacement, unemployment and the environmental crisis, which are important humanitarian challenges that have led some expatriate Iraqis to join extremist groups such as the Homs. News earlier this week (on DV) said folks interviewed in devastated areas like Mosul would sell their votes for $50, just to buy food. How you going to stop that?? Poor folks. What sucks is that most of their misery is caused by Maliki, but his group would be the one most likely (IMO) to buy votes. What a contradiction. What a messed up country.
