MOSUL, Iraq — Iraq's prime minister on Tuesday congratulated his fighters on "this big victory in Mosul" — even as fighting with Islamic State militants continued in Mosul's Old City neighborhood where Iraqi forces are about 250 meters from the Tigris River and facing increasingly brutal resistance.

Haider al-Abadi spoke during a press conference in Baghdad, less than a week after he declared an end to IS' self-styled caliphate after Iraqi forces achieved an incremental win by retaking the landmark al-Nuri Mosque in the Old City.

"Praise be to God, we managed to liberate (Mosul) and proved the others were wrong, the people of Mosul supported and stood with our security forces against terrorism," al-Abadi said.

His remarks came on the third anniversary of IS leader Abu Bakr al-Baghdadi's sermon at the al-Nuri Mosque, from where he declared an Islamic caliphate on IS-held lands in Syria and Iraq.

Also during the press conference, al-Abadi added that he has given instructions to rebuild and stabilize areas of the city already freed from the militant group.

Lt. Gen. Abdel Ghani al-Asadi, of Iraq's special forces, said earlier in the day that Iraqi forces are just 250 meters (yards) from the Tigris River, in the western half of Mosul. The Tigris divides the city roughly into its western and eastern half, which was liberated from IS militants back in January.

IS militants who remain trapped in just a few hundred meters of territory in the Old City are now in a "fight to the death," al-Asadi said, adding that IS fighters are increasingly resorting to suicide bombings and that he expects the fighting to get even heavier as they are pushed closer to the river.

Iraqi forces marked a significant victory this week when the Rapid Response Division retook Mosul's main hospital complex on the city's western side.

The building that once held the city's best medical facilities now sits devastated by the fight. For weeks, a handful of IS snipers perched in the main hospital's top floors held back hundreds of Iraqi forces.

Iraqi forces launched the operation to retake Mosul, the country's second largest city, in October. IS overran Mosul in a matter of days in 2014. At the height of the extremists' power, they held nearly a third of Iraq.

Transparency International placed Iraq at the bottom of the list of corrupt countries, ranking 171 out of a total of 177. 

The Wall Street Journal says Maliki did not respond to a request for comment, but issued a statement Sunday congratulating the army and militias. 

After the invasion of the city of Mosul in 2014 and the submission of millions of civilians under duplicitous rule, some Sunnis initially welcomed insurgents as an alternative to the authority of Maliki's Shi'ite government. 

However, the application of sharia law, which was followed by the imprisonment of anyone for simply smoking a cigarette or being sentenced to death for its unauthorized use of the mobile device, has caused a decline in the popularity of the militants. 

Amidst these problems and dilemmas, Abbadi was chosen consensually to be prime minister, who is seen as a antidote to the controversial rules of governance. He faced a growing warning from Iraq's allies. 

Iran and its neighbors did not rest with a Sunni extremist group. In 2014, the supreme religious authority, Ayatollah Ali al-Sistani, called on his followers in the country to help protect the country and formed the forces of the crowd and were subject to the authority of the central government. The Quds Force of the IRGC funded many of them and trained them.

James Downing, a US military adviser stationed near the front lines in Mosul, said, "They are certainly more capable than before." As the war intensified with a fervent organization, Iraq became a battleground for rival clashes And sectarian tensions. The Christian minority and Sunnis in Iraq have become more concerned about Iran's growing influence, prompting them to form their own armed factions.

Furat Latif, owner of a mobile phone store in Mosul, says the environment is fertile for producing another anti-government group to lure Sunnis into more fighting. 

"We will return again to the same environment in which he grew up," Latif said. "It's the same cloud that came with all this rain." 

The parliamentary elections will take place in April 2018 and Abadi may face rivals for his post. But he managed to maintain good relations with both the United States and Iran, and US Secretary of State Rex Tillerson publicly praised the prime minister last March. 

But with the deterioration of relations between the United States and Iran, there is a danger that Iran will support defiance of the prime minister within the Tehran camp and Maliki has continued to be in the political arena.

The GREEN areas are the liberated areas.  The RED areas are the remaining clash zones.  
 
Prime Minsiter Abadi is expected to officially announce the liberation of Mosul once these areas have been secured.
