Why don't they just pay the Ghost Soldiers Ghost Wages so they cancel each other out?

They could do this under Ghost Budgets with Ghost Allocations.     :eyebrows:

The corrupt profiteers may come out of hiding to protest the new Ghost Funding practice but who cares?  They can then be rounded up for indictment, prosecution, and incarceration!!!     :o    :D
