Shafaq News/ The Iraqi Parliament intends to legislate a number of "important" laws, including the new salary scale law and the amendment of the public retirement law, after the end of its legislative recess.

 

Aref al-Hamami, a member of the State of Law Coalition, told Shafaq News agency, "There is a tendency by the House of Representatives to legislate a number of important laws after the end of its legislative recess, among those laws (the new salary scale law, the general amnesty law, the slum ownership law, the amendment of the retirement law These laws are important and directly affect the lives of citizens.

 

And he indicated that "the salary scale law is still being prepared by the Iraqi government, and there are legal and technical committees working on this law, especially since this law is one of the most important laws that the House of Representatives intends to legislate, and we are also awaiting the arrival of new laws during the next stage by the Iraqi government."

 

The past months witnessed hundreds of state employees demonstrating in the capital, Baghdad, and in a number of the country's governorates, demanding an adjustment to the salary scale due to the rise in commodity and food prices in the markets due to the high exchange rate of the dollar against the dinar, which led to a decline in the purchasing power of this segment of society.

The Al-Fatah Alliance justified the framework government's retraction from approving the general amnesty law due to its exposure to political blackmail by blocs and parties of the Sovereignty Alliance.

not enough committees formed to study it all yet :facepalm2: , also thought i read a recent article talking about iraq cant do a new census till 2024 which imo oil n gas law is tied directly to article 140 ,  the oil n gas law will divide up money to provinces according to population , who knows what the heck is going on , its probably already all complete set in place just not implemented .

my twisted thought is when oil n gas law is in gazette it will have a huge impact on the amount of dollars that can be corrupted since most of their cut $ now that is building their generational wealth will end to a degree if being paid to citizenship once set in place ... we wait

Parliament reveals the latest developments in the salary scale of employees

The Finance Committee in the House of Representatives revealed, on Saturday, the latest developments in the new salary scale law.

Committee member Ikhlas Al-Dulaimi said, “The new salary scale law came to the Parliamentary Finance Committee in the year 2020, and the provisions and paragraphs of this law were discussed at the time, but it was withdrawn from the House of Representatives and the Iraqi government has not yet sent it again to Parliament.”

Al-Dulaimi added, “We are waiting for the Iraqi government to send this law, and we believe that working on the new salary scale means adding approximately (11) trillion dinars in order to obtain justice in the salaries of Iraqi state employees, and for this we believe that the government will not go at this time towards the new salary scale, and it will be postponed to later years.

On Saturday, the Secretary-General of the League of the Righteous, Qais Khazali, called on the House of Representatives to pass a law criminalizing “homosexuality.”

Al-Khazali said in a tweet to him on Twitter, “After all that we have mentioned about the danger of malicious American projects that target the values and traditions of our society, it has become obligatory for all honorable people in the House of Representatives to legislate a law that criminalizes homosexuality with its new American “homosexuality” thesis, in a way that guarantees immunity. Adequate protection of the authentic values, beliefs and morals of Iraqi society.

A senior parliamentary source revealed today, Monday, that the general amnesty law will be read for the first time, immediately after the legislative recess

{Politics: Al-Furat News} A deputy revealed the date for the resumption of Parliament sessions

Karwan Ali, a member of the Parliamentary Transportation and Communications Committee, told the {Euphrates News} agency: "Parliament will start holding sessions on the twentieth of this July."


He added, "The committee does not yet have information about extending the gas pipeline from Qatar to Turkey through Iraqi territory at the request of Qatar, because the request was submitted after Parliament entered the legislative recess, and the reasons for this request will be followed up in this regard.


" An assistant to the rise of Iraq and its exit from this stage, and it is a major economic turning point in the country.”


It is noteworthy that the House of Representatives held its last session before entering the legislative recess on June 12 and approved the tripartite budget law.

Shafaq News/ The head of the "Parliamentary National support" bloc, MP Mortada Al-Saadi, addressed the Speaker of the Iraqi Parliament, Muhammad Al-Halbousi, regarding a proposal to ban homosexuality.

 

In an official letter issued by Representative Al-Saadi, addressed to the Speaker of the House of Representatives, titled “Proposal for the Prohibition of Homosexuality”, it was stated that, based on the provisions of Article II of the Constitution and the provisions of Article 121 of the internal system of Parliament No. For the purpose of presenting it on the Council’s agenda for the first reading in the second legislative term.

Parliamentary contacts reveal the first law that will be put to a vote after the recess
  
{Local: Al Furat News} Today, Tuesday, the Transport and Communications Committee revealed the first draft law that will be put to vote after the end of the legislative recess of the House of Representatives.
 

The head of the committee, Zahra Al-Bajari, told Al-Furat News that: "After the end of the legislative recess, the adoption of the communications law will begin in Parliament."


And she added, "The committee read the law in the first reading, and it was submitted for discussion and voting, so that it will be one of the first projects that will be put to vote on it." 


Al-Bajari explained, "The law is concerned with regulating work between the Ministry of Communications and the Media and Communications Authority, so this law will certainly clarify a number of overlaps with work."

The Iraqi parliament will resume its sessions next week

Shafaq News/ On the thirteenth of July, the Iraqi Parliament will resume its regular sessions, after the end of its legislative recess. 

 

The representative of the State of Law, Firas Al-Maslamawi, told Shafaq News agency, that the legislative recess for the parliament began after the approval of the general budget law for the Iraqi state, and ends on the 13th of this month.

 

He added: It is expected that the House of Representatives will resume its sessions at the end of next week, and there is no legal problem or violation of the rules of procedure regarding the convening of the new legislative term days after the end of the legislative recess.

 

And the House of Representatives voted at dawn on Monday, the twelfth of this June, on the general federal budget law, "with three years 2023, 2024, 2025" for the Iraqi state, after discussions inside the dome of Parliament that lasted for five days. 

 

The value of the current year budget is 197 trillion and 828 billion Iraqi dinars (about 152.2 billion dollars), with a total deficit of 63 trillion dinars (48.3 billion dollars).

Today, Wednesday, the Parliamentary Legal Committee revealed a parliamentary approach to submit a bill to recover stolen funds from the corrupt.

Committee member Raed al-Maliki told "Baghdad Today" that "Parliament has a number of laws that will be passed after its legislative recess, as one of the most important of these laws will be the law of demonstration and freedom of expression, as well as important security laws, including a law related to the National Security Agency." 

Al-Maliki added, "The council is going to pass the law on the Authority for Persons with Disabilities, as it is one of the laws that the council seeks to pass." 

And on (May 23, 2021), the former President of the Republic, Barham Salih, announced the submission of a draft law to "recover the proceeds of corruption"; To recover corruption funds and hold the corrupt accountable and bring them to justice, indicating that the draft law includes subsequent steps to recover corruption funds, support financial and oversight institutions and activate their tools.

The proposal to ban homosexuality law has returned to the House of Representatives after it was introduced in 2022, for the purpose of discussing and approving it during the second legislative term. Proposal for the Prohibition of Homosexuality. The book states that, based on the provisions of Article II of the Constitution and the provisions of Article 121 of the internal system of Parliament Number One for the year 2022, we enclose the Proposal for the Prohibition of Homosexuality, accompanied by the signatures of the representatives, for the purpose of presenting it on the agenda of the Council for the first reading in the second legislative term.


Meanwhile, the Parliamentary Endowments and Clans Committee called on Parliament to pass laws that criminalize homosexuality as a deterrent to such cases. Member of the committee, Representative Sherif Suleiman, told Al-Sabah: If there are attempts to destabilize society and its sound foundations, then Parliament is concerned with taking measures that would limit these extraneous phenomena to our conservative society, and we need deterrent laws
.
Suleiman added that we believe in heavenly values and all moral and human frameworks, principles and values, and against abnormal phenomena in society, noting that the constitution alone is not sufficient in such matters, and there must be special laws in this regard.

She added, "Parliamentary committees will begin their legislative and oversight work as of the above date."

 

The statement pointed out, "The first session of the second legislative term will be held next Saturday, corresponding to 7/15/2023."

And the media department of the House of Representatives stated, in a statement that “NAS” received a copy of, (July 8, 2023), that “the Presidency of the House of Representatives announces the start of the second legislative term, the second legislative year, on Sunday 7/9/2023.”  

  

The statement added that "parliamentary committees will begin their legislative and oversight work as of the above date," noting that "the first session of the second legislative term will be held on Saturday, 7/15/2023."

The Presidency of Parliament set, on Saturday, the date for the first session of the parliament, while directing the parliamentary committees to start their work, starting tomorrow, Sunday.  

  

The media office of the First Deputy Speaker of the House of Representatives stated in a statement, of which “NAS” received a copy, (July 8, 2023), that “Mohsen Al-Mandalawi, First Deputy Speaker of the House of Representatives, received in his private office, today, Saturday, July 8, 2023, the Speaker of Parliament (Muhammad Al-Halbousi).  

  

And the Presidency of the Council announced during the meeting, that "the second legislative term, of the second legislative year, will start from tomorrow, Sunday, corresponding to July 9, 2023, provided that the first session of the second legislative term will be held next Saturday, corresponding to July 15, 2023," according to the statement.  

  

During the meeting, it was agreed between the Presidency of the Council to instruct all parliamentary committees to carry out their work and legislative and oversight tasks from tomorrow, to study draft laws submitted to them and to prepare their paragraphs for submission to the Presidency in order to include them on the agenda of the upcoming sessions, according to the statement.
