I don't think so, because oil is most of their money, why would they make a 3 year budget, without first having an agreement on the thing that supplies money for the budget? That would make no sense. And as Adam has repeated, once we have an oil agreement, the money is done, so we'll flip the switch on the rate change to. So: My guess is we are a few days away from done. (1) the CBI is being exposed to the public and will be taken down before reset or (2) The new Governor of the CBI was put in position to "clean house" and do what's necessary to move away from the Central Bank system while still appearing to be the Central Bank until full exposure has taken place.
