not sure whats makes this set as law for iraq ... anyone ? , kurds and baghdad have had a oil for budget share agreement several times before for oil produced it always ends with each one blaming the other for not doing what they agreed, what makes it official law that will be final for all of iraq ...we wait

The Kurdish delegation announces reaching an agreement on the budget with the Sudanese

A member of the Kurdistan Regional Government delegation in Baghdad said after meeting the Prime Minister, "We reached a preliminary agreement on the budget."  

  

  

On Sunday, February 26, 2023, the delegation of the Kurdistan Regional Government arrived in Baghdad, where it met with Prime Minister Muhammad Shia al-Sudani.  

  

The Ministry of Finance and Economy in the Kurdistan region said, in a statement, that the meeting discussed the share of the Kurdistan region in the draft budget law 2023.  



For his part, the head of the Cabinet Office in the Kurdistan Regional Government, Omid Sabah, said in a statement to Kurdish media, followed by "NAS", that they discussed the "outstanding" issues between Erbil and Baghdad and reached a "principled agreement" on the draft budget law for 2023.  



The delegation of the Kurdistan Regional Government met with the delegation of the Iraqi Oil Ministry in Baghdad today, Sunday, and the two sides decided to form a joint committee to prepare and draft a draft federal oil and gas law.  



This is the second visit of the KRG delegation to Baghdad this month.  



A member of the government delegation, Omid Sabah, said earlier, "Our talks will continue until we reach a solution to the outstanding issues, especially the oil and gas law and the draft budget law."

A preliminary agreement between Baghdad and Erbil on the budget law

"We met today, Sunday, February 26, 2023, in the capital, Baghdad, with Prime Minister Muhammad Shia' al-Sudani," said Omid Sabah, the head of the Cabinet of the Kurdistan Region Council of Ministers, in a statement, which "Euphrates News" received a copy of.

Sabah added, "After discussing the outstanding issues between Erbil and Baghdad, we reached a preliminary agreement on the draft budget law for the year 2023."

Karim said in a televised interview followed by the Al-Maalouma news agency that "the delegation from the Kurdistan region, for the first time, participated in writing the draft public financial budget in coordination with the federal government in Baghdad."He added, "The salaries of employees in Kurdistan will be paid from the 14% budget share of the region for the year 2023."
Karim pointed out that "more than 30 illegal outlets are used by the owners of the Qajak to smuggle oil in the Kurdistan region."The MP for the State of Law Coalition, Ahmed Al-Watifi, confirmed yesterday, Sunday, in a statement to Al-Maalouma, that the governments of Baghdad and Erbil will soon reach an integrated roadmap to zero crises, indicating that the parliamentary consensus exists and is waiting for the budget to be passed. Finished/25

The head of the Kurdistan Democratic Party bloc in the Iraqi parliament, Vian Sabri, announced that talks between Erbil and Baghdad on the draft oil and gas law are continuing, "and the two negotiating delegations are working on preparing a new draft of the oil and gas law."
 
The head of the Kurdistan Democratic Party bloc in the Iraqi parliament, Vian Sabri, told Rudaw Media Network on Monday (February 27, 2023) that "the delegation of the Kurdistan Regional Government visited Baghdad three times during the last three weeks, with the aim of reaching an agreement on the issue of the general budget and the draft oil and gas law."
 
Since 2003, two drafts of the oil and gas law have been prepared in Iraq, the first draft of the oil and gas law was prepared in 2007 and consisted of 43 articles, but it was not approved by the Iraqi Council of Representatives due to differences between Baghdad and Erbil, then the Council of Representatives prepared in 2011 a new draft of the oil and gas law consisting of 49 articles, but it was not voted on.
 
"The talks (between Erbil and Baghdad) are moving towards preparing another new draft (of the oil and gas bill), because we are committed to the dialogue taking place on the basis of the permanent Iraqi constitution and on the basis of articles 111 and 112 of this constitution, and that a special body must be formed in accordance with Article 121 of the constitution whose task is to distribute federal revenues fairly," Sabri said.
 
Regarding the stages of preparing the draft oil and gas law and submitting it to the Iraqi parliament, the head of the Kurdistan Democratic Party bloc explained that "the talks are going well so far, but the draft has not yet been completed. "It must be expedited and prepared, and then it must be approved by the Iraqi Council of Ministers and then submitted to the Council of Representatives for reading and approval."
 
 
"The Kurdistan Regional Government is serious in its quest to reach an agreement with the Iraqi federal government, and there is a will in this direction in Baghdad. According to the agreement concluded between the parties that formed the state administration alliance, the solution to the outstanding problems between Erbil and Baghdad through agreement between the two sides and the prime ministers of both sides are authorized to solve these problems."
 
The draft Iraqi federal budget law for the year 2023, another one of the issues discussed by Erbil and Baghdad in their talks for the purpose of reaching an agreement on the Kurdistan Region's share of the budget, in 2022 there was no general budget law for Iraq, and the federal government spent for a few months an amount of 200 billion dinars as a grant to complete the salaries of the employees of the Kurdistan Region, but the Iraqi Federal Supreme Court decided on (January 25, 2023) that the disbursement of a grant of 200 billion dinars to the Kurdistan Region is incorrect.
 
"The draft budget law was supposed to go to the House of Representatives in January, but there are reasons that prevent this, including the instability of oil prices and fluctuations in the exchange rate of the dinar, as well as the talks of Erbil and Baghdad to reach an agreement," Sabri said.

While the KRG and Iraqi delegation continue to discuss the budget bill, a member of the Iraqi parliament's finance committee believes Iraq will not have oil and gas laws and that it is a dream to pass it.
 
Jamal Kochar, a member of the Iraqi parliament's finance committee, said the main problem with delaying the budget bill is Sunni concern over the amount of money allocated to Sunni provinces. He also says the budget bill will be sent to parliament next week, if the law is approved by mid-April.
 
Jamal Kochar, a member of the Iraqi parliament's finance committee, said in an interview with Hawraz Gulpi, the presenter of the event published today (Tuesday, 28-2-2023), "The budget bill has not yet been sent to parliament, we don't know the delegation. Erbil and Baghdad have agreed on what, but the Kurdish share is said to be about 14 per cent" and says that if the Kurds agree to less than 14 per cent, it is a "disaster", because according to the food bill, the Kurdish proportion in Iraq is 14 per cent.
 
According to Jamal Kochar, there are four obstacles to the budget bill:
 
First: Kurdish share and kurdistan region's commitments
Second: Sunni shares and the lack of money allocated to their provinces.
Third: Attempts to remove Mohammed Al-Halbousi from the post of speaker of parliament by some Shia parties.
- Fourth: The fight the parties are fighting to get the most money in the budget through the posts they have received from the ministries.
 
"For the reconstruction of all Sunni provinces, about 2014 billion dinars have been allocated in the budget bill, but more than a trillion dinars have been allocated to Shia provinces, which has caused Sunni concern," said Jamal Kochar.
 
According to Jamal Kochar, some Shia parties are trying to dismiss Mohammed al-Halbousi after the budget bill is approved, "because he defends Sunni rights hard and prevents Shia parties from oppressing Sunnis".
 
On Sunday, 26-02-2023, the Kurdistan Regional Government's delegation, consisting of Finance and Economy Minister Omid Sabah, head of the Council of Ministers and Khalid Chawshli, head of the Kurdistan Regional Government's Financial Monitoring Council, met in Baghdad with Prime Minister Mohammed Shia Sudani.
 
According to Jamal Kochar, the Kurdistan Regional Government's delegation has not given any information to Kurdish parliamentarians who have not given the finance committee of the Iraqi parliament and do not know what they have agreed on. "The Iraqi government is demanding the handover of revenues at the border crossings and has discussed with the Kurdistan Regional Government(KRG) delegation the handover of oil and natural gas," he said.
 
Jamal Kochar believes the two sides may "agree" to hand over some natural gas and oil files.
 
"Since Iraq has oil, there is no oil law, so approving the oil and gas law is a dream and Iraq will not have oil and gas laws," said a member of the Iraqi parliament's finance committee.
