Because of salaries. Expert expects a new rise in the price of the dollar and proposes six measures to address

Because of salaries. Expert expects new appreciation of the dollar and proposes six measures to address | Information (almaalomah-me.translate.goog)

Information / Baghdad.

Economist Bilal Khalifa warned on Wednesday that future governments will raise the dollar rate more than once to confront inflation and pay employees' salaries, proposing six measures to address, including privatization of the sports sector and electricity.

Follow the "information" channel on telegram. A news that does not need documentation.

Khalifa said in an article that I viewed / information /, that "the budget for the year 2023 will be based on the price of a barrel of oil, 65 dollars. The oil revenues will be around 122 trillion dinars, and the expected budget will be an expenditure size of 140 trillion dinars, meaning the deficit will be 18 trillion. This is that The current official price of the dollar has been approved, and if it is returned to the old price, which is 1182 dinars per dollar, then the revenues will be around 92 trillion dinars, i.e. a deficit of 42 trillion dinars.

And he added, "The increase in employee salaries is almost impossible, and that raising the value of the dollar against the dinar at the end of 2019 is only a way to reduce the volume of financial allocations for the current budget, i.e. employee salaries."

He added, "If we assume that annual inflation rises in the ideal way, which is 1.6% annually, and that the salaries of employees will be ten years from now, they will decrease by 16%, and this is that the salary, which is worth 470 thousand dinars, will decrease by 16% and be 405 thousand dinars."

He explained that "the result of this scenario is that the next government will resort to a second and third increase in the value of the dollar to address the deficit in paying salaries, with the possibility that the next government will not address the current one." rentier monopoly," expecting that "the issue of employment will decrease the demand for it because the salary will be unable to meet the daily needs of the employee and the conditions are close to the conditions before 2003."

As for the recommendations to exceed what is expected, the economist suggested "maximizing non-oil revenues, especially revenues derived from taxes and customs, including those that come from border crossings, especially those located in the Kurdistan region, as they are outside the administration." and knowledge of the federal government."

He also called for "reducing government spending, especially spending on employee salaries and the retirement fund, and through the White Paper proposal to stop appointments and replace them with job opportunities for the unemployed by increasing and encouraging investments that achieve great job opportunities while setting controls for those companies by paying retirement contributions so that the worker in them guarantees a salary." I am retired at the end of service."

He advised the privatization of some loss-making factories, companies, and departments, which would be a great burden on the federal budget. For example, the privatization of the Ministry of Electricity and the establishment of three companies: the generation company, the transmission company, and the distribution company, provided that they are joint stock companies, and the government partner is a 51% shareholder. Therefore, this step reduces Spending more than 15 trillion dinars annually and ensuring a large revenue for the public treasury, and among the things that must be privatized are all sports clubs because they take billions annually and without any revenue. on her."

He suggested "encouraging local and foreign investment in all sectors and by making it great for the investor because of the matter to move the local market, reduce unemployment and increase non-oil revenues, and raise the salaries of employees and workers in other sectors, including private ones, commensurate with the amount of inflation in the country and thus ensure a prosperous life referred to in the constitution or reconsider the law of salaries of employees after every five years, meaning that it falls within the five-year plan of the state .”

He stressed the need for special attention in the state's non-oil sectors, including tourism, agriculture and industry, even if we go to privatize these sectors completely. Finished/25hr

The Parliamentary Legal Committee clarified, on Thursday, that there are no differences hindering the completion of the nomination of the chairmanships of the parliamentary committees, and while it indicated that the mechanism for resolving it will be carried out according to the electoral entitlement, it was confirmed that the 2023 budget has not yet reached the House of Representatives.

A member of the parliamentary legal committee, Salem al-Anbaki, told state television and followed by "the information" that "the distribution of the presidencies of the parliamentary committees agreed to be done according to the weights of the electoral blocs, which was adopted in the ministerial cabinet as well.”

He added, "The blocs' failure to reach an agreement on naming the chairmanships of the committees before the legislative recess is mainly due to the lack of serious discussions among them, and we expect that they will be resolved at the beginning of the second legislative term."

He continued, "There are no problems between the blocks about the chairmanships of the committees and the subject will occur in negotiations and agreements to resolve them in 25 committees, and we believe that the chances of independents in the presidencies of some committees are few and There are emerging forces that entered parliamentary blocs and we expect them to take their due."

"This does not negate that political understandings allow independents to chair some committees," he said.

On the 2023 budget, Al-Anbaki stressed that "the draft budget has not yet been sent by the government, and we believe that there are deliberations on the exchange rate and the barrel of oil that need some time, and we call on it to Expedite sending it to start discussing it, and it will need time, and we expect it to extend to vote on it next April.” Finished 25n

Information/Baghdad...Today, Friday, a member of the Parliamentary Legal Committee, Salem Al-Anbaki, considered the fluctuation of the dollar exchange rate in the market the most prominent problems facing the approval of the financial budget for the year 2023, expecting it to be approved in late March or the beginning of next April.
Al-Anbaki said in an interview followed by the agency / Information /, that "the budget law and its draft is still with the government, and has not reached Parliament so far, and its items have not been clarified definitively, which requires speeding up their submission to Parliament and presenting them with several readings to reach a final version for approval.”He added, “The fluctuation of the dollar price and its determination in the 2023 budget highlighted the obstacles to approving the budget, in addition to some items that have not been discussed so far, so it is unlikely that the budget will be approved early. "
Al-Anbaki said that the budget is likely to be approved and agreed upon between parliamentary forces during March or April of next year, adding, "It may witness early agreements as a result of the keenness of political forces to approve the budget in response to popular pressure and the basic living and basic entitlements of the citizen.”It is noteworthy that the budget for the year 2023 will exceed the threshold of $100 billion for the first time in years, due to the large financial revenues available to Iraq.End/25

Parliamentarian condemns "unjust" decision against Faili Kurds and calls for fairness in the budget

1672060844789-810x471.jpeg

Shafaq News / The First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, on Monday, called for the need to do justice to the Faili Kurds, and to review and cancel the legislation issued by the dissolved Revolutionary Command Council against them, while calling on the government to rebuild their areas and grant them the necessary financial allocations within next year's budget.

The media office of Mandalawi said in a statement received by the Shafaq News Agency that "the First Deputy Speaker of the House of Representatives Mohsen Al-Mandalawi received in his office, on Monday, a number of sheikhs and notables of the Kara Los tribe of the Faili Kurds, to discuss their situation and listen to their problems and needs.”

Al-Mandalawi stressed the “necessity of doing justice to the Faili Kurds, removing the bad effects that befell them during the time of the defunct regime, and reviewing and abolishing the legislation issued by the dissolved Revolutionary Command Council against the Failis, especially Resolution No. (617) related to the confiscation of orchards and agricultural lands in the Khanaqin and Mandali regions of Diyala Governorate Because it is an unfair and unjust decision, and its consequences must be dealt with.”

The First Deputy called on the government to rebuild the Faili regions and develop their border crossings, and to grant them the necessary financial allocations within the next year’s budget, and to include them in economic, sectoral and strategic projects.

The Faili Kurds, who are spread in Baghdad and central and southern Iraq, suffered from a series of measures by the authority of the Baath Party, which took power in Iraq in 1963, where all their property and money were robbed, in addition to stripping them of Iraqi citizenship, which was concluded by former Iraqi President Saddam Hussein with double cruelty.

The Faili Kurds were among the wealthy in Iraq, especially in the capital, Baghdad, in addition to assuming high positions as a result of their desire to study, but they were subjected to systematic campaigns to exterminate them on various charges that they were exposed to.

Meanwhile, Fayli Kurdish families have so far complained that they have not received the remains of their sons, who were victims during such a difficult period in their lives.

The budget is hostage to the differences in Baghdad and Erbil. 'Eternal obstacle' hinders recognition again

The budget is hostage to the differences in Baghdad and Erbil. 'Eternal obstacle' hinders recognition again

Information/ Private.

Since the writing of the Iraqi constitution to the present day and during the formation of all Iraqi governments and the adoption of the fiscal budget law, the point of "Kurdish share" and the associated data between Baghdad and Erbil emerges on the political scene.

Follow the "information" channel on telegram. A news that does not need documentation.

The share of Kurdistan may be the most prominent point of contention between the center and the region and is the first and last reason for delaying its approval, as Erbil has always resorted to using a "unilateral" policy, that is, obtaining the largest possible A percentage of the budget in exchange for not handing over to Baghdad the required revenues from the sale and export of oil derivatives and border crossings.

Former member of the House of Representatives, Fadel Al-Fatlawi, suggested that the approval of the financial budget law be delayed for more than a month, while he attributed this to reasons, including the differences between Baghdad and Erbil.

Al-Fatlawi said in an interview with the information agency, "The budget law was supposed to be sent to parliament and approved before the legislative recess or the end of the current year, but many reasons worked to delay it until the moment."

And he adds, "It is expected that the budget will be delayed for more than a month or two," attributing the reason to "differences between the central government and the Kurdistan region over the latter's share."

The former member of parliament explained that "the other reason is the differences between the ruling parties, namely the Patriotic Union and the Kurdistan Democratic Union."

Al-Fatlawi explains: "Despite the many differences, negotiations and dialogues openly and in dark rooms continue to try to reach a solution," noting that "there are many problems and obstacles facing the Sudanese government, which has an ambitious program."

* pressure and submission

The financial budget law is like other laws that apply by virtue of the constitution and the law, but the agreements that precede the formation of the government may add to it a political character that changes the proportion of the Kurds’ share, especially in the case of the advent of a submissive government that meets the aspirations of the region.

The leader of the State of Law coalition, Wael Al-Rikabi, confirmed that the budget file is done through the Ministry of Finance and is not concerned with the region, while he indicated that the Sudanese government is subject to the same as the previous caretaker government.

And the leader of the coalition, Wael Al-Rikabi, stated in an interview with Al-Maalouma agency, that "the budget file is done through the Ministry of Finance and what is determined for the Kurdistan region and the rest of the other provinces, and therefore, under the Sudanese government, the matter is not concerned with the region only."

He points out that "the current government is not subject to the fulfillment of the desires of political blocs away from the constitution, the law and the right path that governs the relationship between Baghdad and the region, and this is different from the previous Kadhimi government .”

The leader of the State of Law explains, "One of the reasons for the Kurds' visits to Baghdad is the budget file and the desire to increase their financial share," pointing out that "the budget is not temperamental or subject to the prime minister." or the desire of the Kurds, but it is supposed to be based on a real agreement.

Shuttle visits

While the general budget law is being prepared, intensive visits are being made from Erbil to Baghdad in an attempt to obtain as much financial shares and privileges as possible.

In turn, the leader of the Kurdistan Democratic Party, Wafa Mohammed, revealed the share of the Kurdistan region's fiscal budget for the next year.

"There is a quasi-agreement between the Kurdistan region and the central government on the share of the Kurdish component of the fiscal budget law for 2023," Mohammed told Al-Maalouma news agency.

He pointed out that "the share of the region will be 14% and was almost certainly agreed upon during the visit of the last Kurdish delegation to the capital, Baghdad."

Despite all expectations that the Kurds will retain 12% of the financial budget, the Arbili delegation continues to negotiate to obtain what can be obtained from Baghdad, as it knows very well that every dinar coming from Baghdad in exchange for not providing any financial benefits is a victory in the policy negotiations. Finished/25t

Economist: The 2023 budget will be mined!

Economist: The 2023 budget will be mined!

The economist, Nabil Al-Marsoumi, described the 2023 budget as "mined" after the decision of the Council of Ministers to confirm contracts and disputes over the share of the Kurdistan region.

Al-Marsoomi said to the program {Al-Mastra} broadcast by Al-Furat satellite channel this evening: "There are no concerns about the salaries of employees and they are fully secured, and the problem in Iraq is not in the scarcity of dollars, but in remittances and smuggling dollars abroad in unofficial ways."
"The 2023 budget is likely to face new problems related to operational spending after the decision to confirm contracts, and another problem with the share of the Kurdistan region, and there may be a great controversy in parliament as it contradicts the decision of the Federal Court," he said.
"There are big mines in the 2023 budget and it will not go easily and will be subject to great public criticism, but political agreements will solve many problems in it," he said.
With regard to the rise in dollar prices, Al-Marsoumi explained, "There are two accounts for Iraq in the US Federal Bank {state revenues from oil sales and the currency sale window}," pointing out that "there is a large gap between the sales of the Central Bank and goods entering Iraq."
He pointed out that "the currency window is the creation of the US Federal Reserve and linking it to the electronic form, and the American decision is an arm of the new Iraqi government that there should be Iraqi-American understandings."
"The fluctuation of the dollar exchange rate put the government in front of a new challenge and led to the rise of goods," he said, expecting "their rise to continue even with the decline of the currency."
"It is difficult to give a date for the decline of the dollar crisis, but the longer the difference lasts, the more fundamental damage is caused to the citizen," he said.
At the end of his speech, Al-Marsoomi ruled out "the rise in the price of the dollar to 200,000 and a return to the old price, as it is linked to two technical and political aspects."

Minister of Finance reveals the dollar exchange rate in next year's budget

local| [11] 11:19 – 30/12/2022

Baghdad – Mawazine News
Finance Minister Tayf Sami revealed on Friday the fate of the draft general budget law of 2023, and while she determined her priorities and exchange rate, she announced the resolution of the file of installing lecturers and contracts in state institutions.
Sami said that “the ministerial program approved by the Council of Ministers includes the current expenditures of some ministries, and other investment projects worked on by the Ministry of Planning and included in the budget of 2023, noting that “the Ministry of Finance received the ministerial curriculum and its expenditures from the ministries that were included in the general budget.”
Sami added that “the general budget will focus mainly on the health sector, supporting hospitals, reducing operations abroad, supporting fragile classes, social welfare, and people with disabilities, and raising the ceiling of loan capital for small enterprises in the Ministry of Labor.”
She explained that “the Ministry of Finance is still working on completing the General Budget Law of 2023, and there are meetings held with the Prime Minister to include directives, and they have not yet been sent to the Council of Ministers,” stressing that “the budget will include the establishment of a development fund, and we have set its allocations to the investment curriculum with a provision in the law on
The Minister of Finance added that “the price of a barrel of oil that has been placed so far in the general budget amounted to 65 dollars, and may reach $70, and has not yet been set the total amount of the budget, while the exchange rate has been fixed at 1450.”
She stressed that “the draft general budget law may include a study to impose some taxes on the oil derivatives sector if approved by the House of Representatives, which enhances revenues.”
Sami said that “the file of lecturers has taken a large place with the government, which is working to end it,” noting that “all lecturers who included in the decision to allocate financially grant them 250,000, are covered by the confirmation decision, and they are considered contracts from the date of 2019, which number 289,000.”
On the file of lecturers 2020, Sami explained that “the lecturers for 2020 have not allocated funds within the Food Security Law, and they need to raise their cost by the Minister of Education and present it to the Council of Ministers, and calculate their cost within Resolution 315.”
Sami pointed out that “the file of installing contractors and employees in state institutions will include everyone who has two actual contract years, and the mechanism for installing them will be from two directions: the first is the departments that will bear the costs in full, and the other there are allocations for high ministries through transfers, while the state bears the financial differences of ministries that have large numbers and allocations
Sami noted that “monetary policy is the responsibility of the Central Bank of Iraq, but there is solidarity work, for example of the directives of the Central Bank to banks affiliated with the Ministry of Finance to sell dollars at the official price for travel purposes,” noting that “there is a committee formed on the file of high exchange rate to be presented to the Council of Ministers to vote on new
