Earlier, the Parliamentary Finance Committee confirmed that the draft budget will reach the House of Representatives early next year, as it has not yet been completed by the Ministries of Finance and Planning due to the high demands that arrived from ministries and governorates, amounting to 222 trillion dinars, and needs to be reviewed and amended.

 

The parliamentary finance committee predicted that the size of next year's budget will reach $150 billion, at a time when Iraq depends on oil with 97 percent of its budget funded, at a time when the new government is struggling to address the repercussions of chronic corruption in the country.

 

Iraq did not approve the draft budget for 2022 due to the political crisis that has ravaged the country since the "early" elections were held on October 10, 2021.

The meeting discussed the proposed amendments to the Ministry of Planning Law No. (19) of 2009, and other issues that were on the agenda, where the necessary decisions, procedures and recommendations were taken.

He explained that "the delay in sending the budget to parliament came because the new government wanted the budget items to be close to the government program prepared by the prime minister, and therefore not sending it came to include the development items that the government wants to achieve in the coming year."

Saleh pointed out that "the entry of parliament with a legislative recess does not mean that the budget will be delayed and there is no validity to the talk that April next year will be the date of passing the budget, this is a very distant date," noting that "the government is determined to send the budget within the current month or the beginning of next year."

"Sending the budget within the timings included in the Financial Management Law is very important, but the formation of the government and setting its vision for this budget made the date of sending it a little late," he said.

Earlier, the rapporteur of the House of Representatives, Gharib Askar, confirmed that the Iraqi parliament will enter its legislative recess for only one month, indicating that it extended its legislative term for the purpose of legislating the budget, but the extension period ends tomorrow, Thursday, and the budget has not arrived.

Askar told Baghdad Today that "parliament has extended its current legislative term for one month in order to proceed with the process of legislating some important laws, and this month ends tomorrow, Thursday, after which parliament will enter its legislative recess for a period of (30) days."

He pointed out that "the House of Representatives was waiting for the arrival of the budget law from the government so as not to enter into its recess, but the budget so far has not been approved by the Council of Ministers, so the parliament will receive the budget and start approving it after the end of its legislative recess, which will enter it tomorrow, Thursday."

Accordingly, the parliament should resume its sessions on the seventh of next January and it is hoped that it will receive the budget after this date.

He added that "when the (hypothetical deficit) turns into a (real deficit), it will feed the difference and will certainly be financed from the proceeds of the financial savings that will be achieved at the end of the fiscal year 2022, which may (according to my initial personal estimates) accumulate financial surpluses of about 20 trillion dinars, and thus these financial savings will serve as a (stability reserve for the budget), which is a hedge to finance any real deficit that may occur due to the volatility of the oil asset cycle during the fiscal year 2023, especially the sustainability of financing strategic income-generating investment projects. and employing the workforce as a first priority in the national development project."

Hammad revealed that “more than one price per barrel of oil has been set in the general budget for the year 2023 in agreement between the ministries of oil, finance, planning and the central bank, starting from $65 up to $75,” noting that “it is not correct to read the price of oil, as it represents the budget price in The shadow of the many variables, so this price will remain variable until the moment of decision in the Council of Ministers or the House of Representatives, which is an important decision because we cannot present the budget with a large deficit.

He pointed out that “the operational budget included three basic files, the first is to set up a mechanism that would provide full protection for the vulnerable and poor groups by providing basic commodities in the ration card,” noting that “there is a plan in the government that guarantees the availability of basic commodities in the form of food baskets with increases with processing periods that exceed ten sessions.

And Hammad indicated that "there is pressure from the Prime Minister to provide citizens with the items of the food basket with 12 rations per year, while ensuring that it reaches those covered by the social protection network and providing appropriate allocations."

He explained that "the second item of the operating budget is related to food security and farmers' dues to buy wheat and barley in order to guarantee strategic goods and provide them to citizens and include allocations."

He continued, “The third item is related to the payments of the electricity sector, especially in peak seasons, by ensuring the provision of appropriate financing for the purchase of gas and power that covers the largest amount of processing hours while moving the various economic sectors.” .”

He pointed out that "the state subsidizes the electricity sector annually by about 22 trillion dinars, while the list of energy that is prepared for citizens is not less than 30 trillion, while the collection collected two trillion dinars from citizens does not materialize," stressing the need for a broad plan with the enhancement of tariffs and the commitment of citizens to rationalize consumption.
