Seems like Rouhani is conceding to the need for The United States Of America facilitation of international payments for international commerce especially for basic Insanian necessities. I find it hard to believe Rouhani would publicly declare some sort of dependency on The United States Of America. Looks like the INSTEX with European entities was not or could not be implemented and the Insanians are now cornered. The price of a liter of gasoline is thus higher than 9 cents per liter in the past.

For taxis and ambulances, their monthly quota is 500 liters at 13 cents.

But after consuming the quota, the price of a liter of fuel will cost 26 cents, which means a 188.9 percent increase in fuel prices.

In 2015, Iran had stopped its quota system, which had been imposed since 2007.

The decision comes nearly a year after the United States withdrew from the 2015 nuclear deal with Iran and reimposed sanctions on Tehran's economy.

Iranian President Hassan Rouhani said on Thursday that Tehran had faced in recent months the most difficult time in decades.

US Air Force Chief of Staff David Goldfein urged Gulf Arab states on Saturday to resolve their differences and unify their military capabilities amid rising tensions with Iran.

"When a missile or drone launches from Iran, it will not be the right time to settle the grievances of the past. The right time is now, today," Goldfin told an air force conference in Dubai.

The United States accuses Iran of being responsible for a series of attacks in the Gulf over the summer, including a missile and drones attack on two Saudi Aramco facilities on September 14. Tehran denies involvement.

"No country has everything it needs to defend itself on its own, but together we have everything we need for collective defense," Goldfin said. "We have the strength to start this now because we are facing a common adversary who seems adhering to malicious behavior in the region."

Emphasizing the principle of collective security, Goldfein said, for example: "The best chance to defend the UAE may be from Qatar or from neighboring Oman."

Iran's Supreme Economic Council held an emergency meeting on Saturday to discuss the repercussions of raising fuel prices and popular protests in the presence of the heads of the three authorities.
A member of parliament's planning and budget committee said deputies would submit an urgent bill obliging the government to cancel the decision to raise gasoline prices.
Parliament's Economic Committee member Mohamed Reza Pour Brahimi said parliament would hold a closed-door meeting with the government's economic team on Monday with the possibility of another meeting on Monday with President Hassan Rouhani to discuss the decision to ration and raise the price of fuel.
For his part, the religious authority, Ayatollah Safi Kalbaikani, expressed deep regret and concern about the rise in gasoline prices and called on parliament to intervene and cancel the decision.
The meeting follows protests across most Iranian cities since Friday, which intensified on Saturday, including the closure of major city roads and suffocating crowds as people left their cars in the streets to condemn the rise in fuel prices.
Earlier in the day, the Iranian presidency revealed that the revenues derived from the increase in gasoline prices will not enter the country's current budget, but will be used in the livelihood support project for 18 million Iranian families.
On Friday, the National Iranian Oil Company (NIOC) issued a statement announcing that the price of gasoline was three times higher than the current price in the country. {0.07 dollars} per liter, while the price of a liter of super gasoline 3500 tomans {0.08 dollars} per liter.
