Parliament elects Nechirvan Barzani as new President of Kurdistan Region

ERBIL (Kurdistan 24) – Parliament on Tuesday, by majority vote, elected Nechirvan Barzani as the new President of the autonomous Kurdistan Region.

Barzani received 68 votes out of a possible total of 111 in the Kurdistan Parliament. His four other rivals received no votes.

The session was attended by 81 lawmakers as members of both the Patriotic Union of Kurdistan (PUK) and Naway Nwe (New Generation) were absent, accounting for 29 votes that were not cast.

In November 2017, then-President Masoud Barzani announced he would end his already-extended term in the aftermath of the referendum on independence and as Kurdish parties failed to agree on a date for regional elections. Since then, the Kurdistan Region Presidency has been suspended and powers of the president have been delegated to the prime minister, parliamentary speaker, and the regional judiciary.

On May 8, lawmakers passed a draft bill entitled, “The Reactivation of the Office of the President of the Kurdistan Region – Iraq and Amending the Method of Electing the President till the Ratification of a Constitution.”

Key provisions in the new law outline how the president is to be elected. Until now, the position was determined directly by the people through a popular vote. The amendment, however, changed the mechanism, and instead handed the decision-making process to parliament, where the winner must achieve a 50+1 majority.

Nechirvan Barzani is the deputy head of the leading Kurdistan Democratic Party (KDP). During the Sept. 30 parliamentary elections in the Kurdistan Region, the KDP increased its number of seats to 45, with the PUK winning 21 seats, and Gorran (Change) Movement securing 12.

Born in 1966, Barzani was elected as the deputy Prime Minister of the Kurdistan Region in 1996. He was elected as Prime Minister in 1999 and 2006. He continued serving after subsequently being re-elected to the post in 2011 and 2013, until May 28, 2019.

He is married and has five children.

In addition to his native tongue of Kurdish, Barzani speaks English, Persian, and is proficient in Arabic.

WASHINGTON, D.C. — The US State Department congratulated incumbent Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani on Tuesday, following the Kurdistan Region’s parliament electing him to the post of presidency. 


“We’ve worked with him on many important issues, including regional security, economic reform, and repairing relations between the KRG and the government of Iraq,” State Department Spokesperson Morgan Ortagus responded to a question from Rudaw’s Namo Abdulla at a press briefing.

She explained that the United States enjoyed “a close relationship” with Barzani when he served as the KRG premier.

"We are confident that he will remain a close partner on these priorities moving forward and we congratulate him”, the spokesperson added.

The US has led the Global Coalition to Defeat the Islamic State (ISIS) and provided support in weapons and training to Iraqi and Peshmerga forces through Baghdad.

The United States continues to support the Peshmerga through training and professionalization efforts, in addition to backing Kurdish and Iraqi forces against ISIS remnants in the disputed areas. 

Barzani as president will be the commander-in-chief of the Kurdistan Region’s security forces following his inauguration. The prime ministership was delegated control of the security forces after Nechirvan’s predecessor and uncle Masoud Barzani chose to step down as president in November 2017.

The election of Nechirvan Barzani comes on the heels of heightened US-Iranian tensions which could have deep repercussions for Iraq. Erbil has said that it would follow Baghdad’s lead on how to proceed with US sanctions targeting Iran.

Earlier this month, the State Department ordered all non-emergency personnel to leave its embassy in Baghdad and consulate in Erbil amid an unspecified threat. 

Washington funds two brigades of Peshmerga directly. The Congress is reviewing a $750 billion defense budget for Fiscal Year 2020. It includes $126 for Peshmerga salaries and $95 million for Peshmerga reforms. 

The total request includes $745 million for Iraq and $300 million for the Syrian Democratic Forces (SDF), border guards, and the US base at its At Tanf garrison on the Iraq-Jordan border. 

On the humanitarian front through its USAID program, Washington aims to assist Iraq and the Kurdistan Region’s religious minorities. Sam Brownback, US Ambassador-at-large for International Religious Freedom told Rudaw last week that now ISIS has been defeated more has to be done so that groups like the Yezidis can return. 
 

Since the beginning of the conflict against ISIS in 2014, the KRG has hosted 1.8 million IDPs and over 200,000 refugees from Syria. Around 98 percent of Syrians that fled to Iraq, have sought refuge in the Kurdistan Region.

 

Following the fallout in domestic and international relations between Erbil and others after the independence referendum and events of October 16, 2017, Barzani as KRG prime minister worked — largely successfully — to re-establish them at home, regionally, and abroad. 

Barzani was elected on Tuesday to fill the vacant post of president by the Kurdistan Region parliament on Tuesday. He secured 68 votes with four opponents receiving none. 

The president-elect is deputy of the Kurdistan Democratic Party (KDP) the largest party in the Kurdistan Region. The second largest is the Patriotic Union of Kurdistan (PUK) with 21 seats in the parliamentary body. It boycotted the session on Tuesday, claiming the KDP has acted unilaterally in regards to resetting the presidency law.

ERBIL - Leaders and diplomats around the world have welcomed the election of Nechirvan Barzani as the new President of the Kurdistan Region, expecting a brighter future for the region with the new Kurdish leader.

Barzani won a total of 68 votes while 81 lawmakers attended Tuesday's parliamentary session.

"Congratulations to the new President of the Iraqi Kurdistan Region Nechirvan Barzani. There are few more skilled and talented leaders, which the Middle East region needs at such an important time," Brett McGurk, a former US envoy in Iraq and Syria, wrote on Twitter.

The US consulate general in Erbil also congratulated the Kurdish leader and said that "we look forward to working with President Barzani over the coming four years."

The US Department of State, meanwhile, welcomed the election and praised Barzani as a "close partner."

"We've enjoyed close relationship with him [Barzani], of course... We worked with him on many important issues including regional security, economic reform and repairing relations between the KRG [Kurdistan Regional Government] and the government of Iraq. We are confident that he will remain a close partner on these priorities," US Department of State spokesperson Morgan Ortagus told reporters on Tuesday.

Andrew Murrison, British Minister of State for the Middle East, also congratulated Nechirvan Barzani in an online statement on his Twitter account.

"Congratulations to PMBarzani on his election as President of the Kurdistan Region of Iraq by the KurdistanParl. The UK looks forward to ever stronger relations with Kurdistan."

Turkish Foreign Minister Mevlut Cavusoglu offered congratulations to the Kurdish leader during a phone call on Tuesday evening, while Barzani hoped for further strengthening the bilateral ties between the sides.

Iraqi PM Adil Abdul-Mahdi held a phone call with Barzani on Tuesday and congratulated him on his election as the new President of the Kurdistan Region, hailing his role in improving the relations between Erbil and Baghdad through peaceful methods.

Iraqi Parliament Speaker Mohammad al-Halbusi, in the meantime, congratulated Barzani in a phone call while expressing his trust in the new Kurdish president.

ERBIL, Kurdistan Region – Many foreign diplomats congratulated and welcomed on Tuesday the ascension of Nechirvan Barzani to the Kurdistan Region's presidency, saying they look forward to working with him to make the most of the opportunities ahead and further development.

“I would like first of all to congratulate the newly elected president. I think it is a very important step that will set also in motion the government formation. We really encourage this process and we think it is extremely important for the KRG to be fully operational,” Ramon Blecau, the European Union Ambassador to Iraq, told Rudaw in Erbil.

“It is a critical moment for the region and also the stability of Iraq. And I think the contribution of the process here in Kurdistan is extremely important.”

Blecau expressed regret that the election of Barzani didn’t proceed in accordance with the Kurdistan Democratic Party’s (KDP) government formation deal with the Patriotic Union of Kurdistan (PUK).

“We will have been glad if this was the result of the political agreement that had been negotiated. It is regretful that sometimes party politics could be an obstacle to it. But I am sure the Kurdish political leaders will manage to solve this and really find the necessary consensus to put this process forward in the best interest of the Kurdish people,” he told Rudaw.

“It is regretful that intraparty politics have put at risk [the] KDP-PUK agreement when KRI [Kurdistan Region of Iraq] needs consensus,” his tweet reads on the same matter.

However, Blecau expressed optimism about further improvement of relations between the Kurdistan Region and EU under Barzani’s presidency.

“I believe he is extremely well-positioned to really push for this operation between KRG and European Union even further...” adding that talks have already been started to this end. 

French Consul General to Erbil Dominique Mas congratulated Barzani and called on him and all political leaders in the Kurdistan Region to “now work hard in order to fulfill the commitments taken during the electoral campaign about providing social services, about providing security, about providing jobs.”

Mas said relations between France and the Kurdistan Region go back a long way and that these relations will continue under Barzani’s presidency.

“Our relations won’t change … as long as we can together, France and Kurdistan, work for the benefit of the people of Kurdistan.”

 

With the election, the “Kurdistan Region is facing with very important and historic opportunity for development,” Chinese Consul General to Erbil Ni Ruchi told Rudaw.

 

“I am ready to work with him to promote the relationship and the cooperation between China and Kurdistan Region in political, economic, cultural and other fields to make greater progress,” he added. “The friendship between China and Kurdistan Region has a long-standing history."

The Republic of Korea’s Consul General to Erbil Choi Kwang-Jin sees Barzani’s presidency as an opportunity for Seoul and Erbil to strengthen ties.


“I believe that he will bring about new leaf of the bilateral relationship history in terms of the political exchange, economic cooperation, and personal relationship, and so on,” Kwang-Jin told Rudaw.

One of Iraq's main trading partners, Iran, offered their congratulations to its neighbour. “The election of his Excellency Nechirvan Barzani will lead to a brighter path in relations between Iran and the Kurdistan Region,” Iran Consul General to Sulaimani Saadullah Masoudian told Rudaw. 

Barzani graduated from the University of Tehran and is fluent in Farsi. 

Erbil has said it will follow Baghdad's lead amid mounting tensions between Iran and the US. 

 

The US Embassy in Iraq also welcomed the occasion, expressing the desire to work with the Kurdish leader in his new role.

 

“We look forward to continuing our work and cooperation together in his new role over the next four years,” the embassy tweeted.

 

The US State Department later said it is confident that Barzani would remain "a close partner."

“We’ve worked with him on many important issues, including regional security, economic reform, and repairing relations between the KRG and the government of Iraq,” State Department Spokesperson Morgan Ortagus responded to a question from Rudaw’s Namo Abdulla at a press in Washington, D.C. 

 

 

Hennis-Plasschaert, the UNAMI head in Iraq, congratulatedBarzani in a tweet, saying, "The UN family in Iraq looks forward to working closely with him".

 

British Ambassador to Iraq Jon Wilks also expressed his congratulations, saying: “We need to come together as Kurds and Iraqis with friends like the UK to make the most of the opportunities before us.”

 

Turkish Foreign Minister Mevlut Cavusoglu congratulated Barzani by telephone, state media in Turkey reported.

 

 

Former Presidential Envoy Brett McGurk also congratulated Barzani, describing him in a tweet as one of the “few more skilled and talented leaders, which the Middle East region needs at such an important time.”
 

Domestic officials react 

 

Iraqi Prime Minister Adil Abdul-Mahdi congratulatedNechirvan Barzani on his election as President of Kurdistan Region, according to a post on Abdul-Mahdi's Facebook page. 

 

The presidential selection drew reactions from across Iraq too.

Speaker of the Iraqi parliament Mohammad al-Halbousi congratulated Barzani. 

Halbousi “expressed confidence in the efficiency and vision of Mr. Barzani, which will enable him to succeed in the performance of his duties, wishing for the presidency and the people of Kurdistan region progress and prosperity.”

Mohammed Penjweni, a Kurdish politician seen as close to the Kurdistan Workers’ Party (PKK), showed optimism in Barzani’s ability to live up to expectations and tackle the problems of the Region.

“I believe Mr Nechirvan will succeed in resolving important problems in the Kurdistan Region and in neighboring countries,” Penjweni told Rudaw, adding Barzani can also “strengthen relations with other parts of Kurdistan and political parties.”

“Mr Nechirvan Barzani deserves to be president of the Kurdistan Region because he has experience running the government and using diplomacy in resolving problems within the Kurdistan Region and he was successful.”

 

Following the fallout in domestic and international relations between Erbil and others after the independence referendum and events of October 16, 2017, Barzani as prime minister of the Kurdistan Regional Regional (KRG) worked — largely successfully — to re-establish them at home, regionally, and abroad. 
 

Barzani was elected to fill the vacant post of president by the Kurdistan Region parliament on Tuesday. He secured 68 votes with four opponents receiving none. 

 

The president-elect is deputy of the Kurdistan Democratic Party (KDP) the largest party in the Kurdistan Region. The second largest is the Patriotic Union of Kurdistan (PUK) with 21 seats in the parliamentary body. It boycotted the session on Tuesday, claiming the KDP has acted unilaterally in regards to resetting the presidency law.

Formation of KRG to likely take 2-3 months: Kurdish politician

 

Kurdish politician Mahmoud Othman expected that the formation of the Kurdistan Regional Government (KRG) will take between two to three months, in light of disputes between the Kurdish main parties.

There is no final agreement between the Kurdish parties on posts in the new government, Othman said, adding that disputes have continued for nearly eight months.

"There is no transparency in the process of negotiations between the Kurdish parties, and all their talks are taking place secretly and far from the media," he said.

The parliament of Kurdistan on Tuesday choseNechirvan Barzani as president of the Kurdistan region, while the government is scheduled to be formed as soon as possible.
