Can't help but wonder if the " government " is even listening. . . they've been pretty well tone deaf to the needs of most everyone except their own self interests for quite a while now.

 

They've only completed what they want to do and not much else. Seems as if they're trying to keep the " Gravy Train " running as long as possible before it becomes " absolutely necessary " to bring the train into the station.

WASHINGTON DC (Kurdistan 24) - White House National Security Adviser, Amb. John Bolton, offered his congratulations to Nechirvan Barzani on his election as the new president of the Kurdistan Regional Government (KRG).

“Congratulations to the new President of the Iraqi Kurdistan Region,” Bolton tweeted on Thursday, describing it as “a significant milestone for the Kurdistan Regional Government, a steadfast U.S. ally in the Middle East.”

  The leadership of the Kurdistan Democratic Party led by party leader Massoud Barzani, a meeting in Erbil to discuss the steps to form a new provincial government and the latest security developments in Kirkuk.

This is the first meeting held by the winning party in the legislative elections, since the parliament chose Nechirvan Barzani as president of the region.

"The president-elect of the region, Nezhirvan Barzani, is to be sworn in on the 10th of this month at a ceremony expected to be attended by many international officials, " a Kurdish source told a news briefing.

PUK at ‘decisive crossroad’ as it marks 44th anniversary

ERBIL, Kurdistan Region – As the Patriotic Union of Kurdistan (PUK) marked its 44th anniversary on Saturday, party officials called on the leadership to name the date for its long-delayed congress, which could help the party win back the popularity it once had.

Party history

The foundation of the PUK was first announced in Syria and Germany on June 1, 1975. The party was formed from a coalition of various Kurdish political groups, mostly from the communist movement.

It is one of the largest and most influential political parties in the Kurdistan Region, today holding 21 seats in the Kurdish legislature and 18 in the Iraqi parliament. The PUK’s mission statement is self-determination, peace, and democracy.

Its founder and late leader Jalal Talabani suffered a severe stroke in 2012, precipitating a leadership crisis within the party. Party disputes finally led to the creation of a new group known as the ‘decision-making body’ by first deputy leader Kosrat Rasul and second deputy leader Barham Salih in September 2016. The body was later dissolved following talks between party leaders.

The PUK has splintered several times. Party co-founder and reformist Nawshirwan Mustafa resigned from the party in 2007 and formed the Change Movement (Gorran) in 2009. The most recent breakaway from the party came in 2017 when current Iraqi President Barham Salih resigned and formed the Coalition for Democracy and Justice (CDJ), which he later left to rejoin the PUK.

Party congress

The PUK has long delayed its party congress, where the leadership is due to stand for election. Disputes between leading factions within the party badly undermined its performance in recent national elections, leading to fresh calls for the congress to take place.

Prominent PUK leader Mala Bakhtiar, head of the party’s politburo executive body, released a video message on Friday marking the party’s anniversary, urging the leadership to hold its congress.  

Bakhtiar urged his party to face up to its problems and stop procrastinating.

“It is impossible for the PUK to recuperate its position, love [among its members and supporters] and high confidence through [simply] patching up its [problems],” he said.

“People will not place their confidence in us again if we [only] patch up [our problems], except if we hold a congress, examine all PUK policies, and redesign them.”

“The situation of the PUK will certainly deteriorate if the party leadership does not hold a congress.” 

The party has reached a “decisive crossroad”, he warned. 

 

Qubad Talabani, incumbent deputy prime minister and son of Jalal Talabani, echoed Bakhtiar’s call for a congress. 


“The PUK should adjust and revamp itself in order to best face the challenges facing Kurdistan, the PUK, and Iraq,” said Talabani in his own video message. “And the best way to revive is holding a congress.” 

He urged the party to return to its founding ideals.

“I call for a congress to be held in order to revive, reinvigorate the PUK, review PUK policies, return to the principles and ideals the PUK was established for, and design a wise policy that can take Kurdistan to a peaceful shore,” he added.

PUK-KDP relations

Bakhtiar also touched on the recent falling out between the PUK and its rival, the Kurdistan Democratic Party (KDP).

The PUK accused the KDP of reneging on its government formation deal, leading it to boycott a parliamentary session that elected Prime Minister Nechirvan Barzani as president of the Kurdistan Region.

Islamic Group (Komal), Kurdistan Islamic Union (KIU), and New Generation also abstained from the vote, citing concerns over the unchecked powers of the presidency and the parliament’s inability to hold him to account.

“Divisions between the Patriotic Union of Kurdistan and Kurdistan Democratic Party are certainly worrying,” Bakhtiar said.

“Divisions among political parties are increasingly widening,” he warned.

Joint endeavors

In a letter to PUK leadership, the KDP congratulated the party on its anniversary.

The KDP hopes the occasion “encourages joint work by all political parties in an attempt to strengthen our institutions, protect our achievements, and accomplish more for our nation.”

The Kurdistan Region, Iraq, and the region as a whole are in a sensitive situation, facing multiple changes. That is why it is the duty of all patriotic parties to shoulder the responsibilities of the phase and regard the future and fate of Kurdistan and the nation along with its supreme interests as higher than anything else,” the KDP added.

(Reuters) - The first deputy secretary-general of the Patriotic Union of Kurdistan (PUK), Kosrat Rasul, denied on Saturday that he had reached a deal with the leader of the Democratic Party, Massoud Barzani, to name a person to fill the post of governor of Kirkuk. 
"During the meeting he held with Barzani, no name was mentioned and there was no agreement on the governor of Kirkuk," Rasul told reporters from Sulaymaniyah. 
"We did not address Faridoun Abdelkader or anyone else to fill that post," he said. 
"The issue of Kirkuk is not a personal issue but a nation, a large province and associated with all the Kurds in Syria, Iran, Turkey and Iraq."

The President of the Kurdistan Region-elect, Najirvan Barzani, received on Sunday a telephone call from US Secretary of State Mike Pompeo, who congratulated him on his election as president of the region, stressing the strengthening of bilateral relations and solving problems between Arbil and Baghdad through dialogue. 
In a statement to the presidency of the Kurdistan Regional Government responded to the twilight news, Barzani received a telephone call from US Secretary of State Mike Pompeo congratulating him by his election as President of the Kurdistan Region, wishing him success in his new tasks, stressing the strengthening of relations between his country and the Kurdistan Region and Iraq in all fields . 
He said Pompeo expressed his hope to consolidate and strengthen relations between Arbil and Baghdad and that all problems are addressed through dialogue.

ERBIL, Kurdistan Region — Iraqi Prime Minister Adil Abdul-Mahdi congratulated Nechirvan Barzani on being elected president of the Kurdistan Region, adding that he is certain economic and security situations will improve for the entire country.

"I am extending warmest congratulations on your election as the president of the Kurdistan Region," Abdul-Mahdi wrote in a letter seen by Rudaw on Monday.

He emphasized the needs of the Kurdistan Region will be provided. Budgetary arguments between the federal and regional governments have deadlocked previous opportunities for cooperation.
 

"We wish you success in carrying out your new duties and providing the demands of our beloved nation in the Region," Abdul-Mahdi added, referring to Barzani's four-year term set to begin on June 10.


Barzani, the president-elect and outgoing prime minister in the Kurdistan Region, has been widely credited with restoring domestic relations with Baghdad after the independence referendum and ensuing events of October 2017.

While leaders in the Kurdistan Region have so far favored Abdul-Mahdi in comparison to his predecessors, a gap between Iraqi and Peshmerga forces has allowed Islamic State (ISIS) remnants to wreak havoc in the disputed areas like Kirkuk and its surroundings

Areas of oil-rich Kirkuk, a disputed or Kurdistani province are claimed by both Erbil and Baghdad. Iraq has maintained the security portfolio over the province since the events of October 16, 2017. Abdul-Mahdi addressed the need for cooperation with the Kurdistan Regional Government (KRG) during a meeting with the National Security Council on Sunday. 

Additionally adding to instability, more than 1.66 million Iraqis remain displaced because of the conflict. More than 1.5 million Iraqi IDPs and Syrian refugees are sheltered in the Kurdistan Region, straining financial resources in Erbil and Baghdad.

"We are confident that receiving this post will more support the development of relations between the central government and the Region which will positively result economic and security situations of our country.

Abdul-Mahdi hosted Barzani in Baghdad in February. The meeting was described as cordial and the Iraqi PM said there was a “spirit of cooperation” between the two governments. Others have said Abdul-Mahdi, because he also was in opposition to Iraq’s previous dictator Saddam Hussein, understands the Kurdish perspective in the country. 

The mid- and long-term impacts of US sanctions on neighboring Iran remain to be seen in Iraq and the Kurdistan Region. 

Following Barzani's election by the Kurdistan Region parliament on Tuesday, Iran's Consul General to Sulaimani Saadullah Masudian claimed Barzani's presidency "will be a more illustrative and a better road for the improvement of relations between Iran and the Kurdistan Region."
 

Barzani, who speaks Farsi, was educated in Tehran and was warmly greeted by Iranian President Hassan Rouhani and other officials on a visit in January 2018. 


Masudian described Barzani as a "strong and outstanding person" and labelled his election as an "important event in the Kurdistan Region."

The Iraqi head of state, President Barham Salih who is a Kurd, conveyed his country's objection to the anti-Iran language in the final communique of the Arab and Gulf Summits in Saudi Arabia last week. 

Salih asserted that given the current crisis "if not managed well" between US-backed Arab states and Iran, international confrontation will wreak havoc "on our countries."
 

“We have a 1,400 kilometer border with them, multiple ties and relations. We believe that the security and stability of a neighboring Islamic country is in the interest and one of the foundations of Arab and Islamic countries,” the Iraqi president said at the time.

 

Barzani is deputy of the Kurdistan Democratic Party (KDP) the largest party in the Kurdistan Region, while Salih is second deputy of the second-largest, the Patriotic Union of Kurdistan (PUK).

 

Traditionally, the post of the Iraqi presidency goes to the PUK and the Kurdistan Region presidency to the KDP. The former is largely ceremonial, while the latter has greater latitude. In addition to having the powers of the head of state, Barzani will also command all security forces in the Kurdistan Region. 

 

However, the PUK bloc walked out of the parliament prior to the vote electing Barzani as president. The two parties are deadlocked over an agreement they co-signed on March 4 that dealt with government formation, the presidency law, and the post of Kirkuk governor. 

 

King Abdullah II of Jordan joined in the chorus of international and regional leaders congratulating the president-elect while emphasizing theirfamily-like relations.

"I am glad to extend my sincere congratulations to my dear brother on his election by the parliament of the Kurdistan Region of Iraq as the president of the Region," Abdullah said in a letter seen by Rudaw on Monday.

BAGHDAD (Reuters) - Iraqi Prime Minister Adel Abdul-Mahdi said on Monday that Nezhirvan Barzani, the head of the Kurdistan region, would positively reflect on the situation in Iraq and achieve more support to improve relations.
"We offer you the fullest congratulations and congratulations on the occasion of your election as President of the Kurdistan Region. We wish you all the best in your new tasks to achieve what our dear people in the region look forward to," he said in a telegram sent by Abdul Mahdi to Barzani.
"We are confident that this position will further strengthen the relations between the center and the region, which will reflect positively on the economic and security situation of our country," he said.
"We take this opportunity to congratulate you by the Eid al-Fitr. May Allah restore health and wellness and all our Iraqi people with well-being and prosperity ... every year," he said.

In a telephone conversation between President Barham Saleh and Kurdistan Region President-elect Nechirvan Barzani on Monday, the latter issued an official invitation in favor of attending the decrees of his swearing-in as head of the region.

He said in a telephone conversation between Barzani and Saleh, in addition to his official invitation to attend the performance of the right of the President of the Kurdistan Region, discussed the political situation in Iraq and the region and the Kurdistan Region.
