He added that "delayed passage will give a negative image of the donor conference," noting that "the International Monetary Fund stipulated that Iraq to pass the budget in exchange for the granting of financial loans .

 

It is noteworthy that the House of Representatives used every year to delay the adoption of the financial budget of the country because the political blocs are always in disunity and struggling for their interests and the people is the victim in delaying projects that have not touched the citizen benefit little, but this year seem more difficult with the Kurds 17 percent and the Prime Minister's insistence on reducing them to 12 percent according to population ratios .

It seems that the crisis on the budget law is about to be released, the Finance Committee has provided reassurances of the near adoption in the event that the political blocs agreed on the points of contention that adhere to them.

A member of the committee, Hossam al-Aqabi, told "Economy News" that the political blocs, if reached an agreement on their controversial points in the budget, will be approved within two weeks, warning of the delay of its adoption as causing harm to all parties.

Kurdish deputies demand the adoption of the 17 percent approved in the budget last year, while other MPs insist on adopting the proportion contained in the draft sent by the government, amounting to 12.6%.

Did not reach Abadi and the Kurdistan Alliance to an agreement on the share of the region of the budget, according to a member of the Finance Committee, revealing at the same time the adoption of the budget 2018 principle of population ratios in calculating the share of the region.

He added that the prime minister is waiting for a detailed report from the Ministry of Finance concerning salaries of staff and their number in the region to resolve this problem.

And demands the southern provinces producing oil to adopt the federal budget on the rate of 5 dollars per barrel instead of 5 percent.

He added that the agreement with the oil-producing provinces reached nearly 90 percent.

For his part, demands the Union of forces to increase the dues of the provinces of Nineveh, Salah al-Din and Anbar, as they suffered from terrorist operations in the past years led to the absence of grades and lack of financial allocations.

The Finance Committee member Hossam Al-Aqabi said that the government agreed with the Union of Forces on increasing the allocations of liberated areas from the Da'ash organization and tried to convince them that their reconstruction is not accompanied by a single budget and the possibility of diversifying sources such as the Kuwait donors conference.

He predicted an economist not to approve the budget for this year to "contain political and economic errors," noting that if it was approved, it will be adopted a political formula and contain political deals because they coincide with the near elections.

The economic expert, Abdul Rahman al-Mashhadani, in an interview with "Economy News", that Iraq is not to approve the budget, which is borne by the government as a first party when it delayed sending to the House of Representatives at the end of last year, and the Council as a second party because the latter has no decision other than Approve or reject the budget.

He added that the delayed adoption of the budget will affect the investment side, noting that if it was approved and published in the newspaper (facts), the work will begin from the fourth month, because the procedures required to do so.

They have a lot of refugees to take care of. Or do you think Abadi is onto them taking too much money?

IMO,  without a census, you cannot determine what % is supposed to be allocated. A legitimate census is years away. Abadi being the genius he is then commits to a lesser % and adds an incentive of extra money thru the sale of oil per barrel. Between IMF, GOI and Kurds we will see something between 12- 17 % most likely 14%. Have the leaders of Kurdistan raped the citizens thru their corruption....yes but so has the rest of the leaders of Iraq. The Train is pulling into the station but it is being pushed rather then pulled in by its own power.

The Kurds need to take consideration on the repayment for the loans (IMF) as Abadi stated...Also the Kurds and Russia Deal (Rosneft) and the amount of money that was receive up front..

revealed a parliamentary source, on Wednesday, that the revised budget reached the parliament from the government, has not changed the proportion of the region. 

The source told "Al-Ghad Press" that "the proportion of the province in the revised budget, which reached the parliament today, by the government, is 12.6% and has not changed."

It is noteworthy that the parliament delivered on Wednesday morning, the budget adjusted by the government.

MP for the Kurdistan Alliance, Ahmed Rashid parenchyma , on Wednesday, the House of Representatives about the intention of the Kurds to set up a sit -in inside the House of Representatives not to meet their demands in the budget law for the current year.

jcfrag,  The KRG is 100 percent about "Greed & Theft".....The Barzani's & The other KRG Parties cannot be trusted.

 

This is why PM Abadi insist on paying the salaries direct to the KRG citizens...😊😊

IMHO - As I understand it,  Abadi is paying the real cost of the Kurdish salaries which is in the 12.6% budget.

As I recall, the IMF required a 2018 budget number for the Kurds of 12.6%, as a condition for future financing.

 

Again IMHO, the Kurds want the difference of 4.40% ( 17% - 12.6% ) to pay their "ghost" salaries and line their pockets.

The greed of these people is beyond comprehension. Haven't they stolen enough from their citizens ?? 

The days of tribal graft and corruption are over.

The GOI and CBI have sold their souls to the International Bankers, Corporations and Wall Street.   

Part pre -election hype, part smoke and mirrors and to the greatest part ignorance.

Question: Will they stonewall and not pass the Budget as the IMF demands prior to the conference and yet still EXPECT everyone to “ open their checkbooks “ and get what they “ think they deserve? “

Parliamentary finance source: The arrival of the revised budget from the government including salary deductions

A source in the Parliamentary Finance Committee revealed on Wednesday (February 7, 2018) the arrival of the revised government budget, including salary cuts.

The source said in a press statement that "the revised budget for 2018 arrived from the government, today, to parliament." 

The source added that "the budget includes salary cuts." 

Several deputies have stressed in previous times, the disappearance of justifications for deductions on salaries of employees, while calling for its abolition, called on the government to fill what they described as "outlets of corruption and accounting corrupt" instead of the deduction of salaries. 

It is noteworthy that the House of Representatives voted in December 2016, to deduct 3.8% of the salaries of employees and retirees within the general budget for 2017, to support the popular mobilization and the return of displaced persons.

Evening TOMINVEGAS - There's been too much postponing of just about everything when it comes to Iraq. They've had their hand held from the start, placated and given more than their share of " considerations " throughout the entire 15 years.

 

I stand firm the Conference goes on as scheduled. If Iraq can't pull their heads outta their AZZ, get with the program and play in the Global Arena: they should be EMBARRASSED at the Conference and not given a Dime. Iraq being shamed in front of The International Community would be a humiliation the Citizens of Iraq would not abide. No doubt, furious at their inept GOI, I suspect many in the GOI might be looking for the door. Abadi wouldn't be looked at in a very positive light either.  :twocents:

I was looking at some old articles/ posts on this site from 2009......it’s unbelievable, but it’s pretty much been the same old song and dance for all these years....they should be embarrassed already for what they have and haven’t done.... it really is UNBELIEVABLE!......I hope they are shamed in front of the whole world who forgave their debts and believed in a new Iraq, only to be made fools of thus far.

Parliament weakens the government's position to donor countries

Observers believe that the disruption of the adoption of the budget by the House of Representatives may send negative messages to donor countries on the eve of the conference to rebuild Iraq in Kuwait and weaken its negotiating with international companies.

The budget law is witnessing many differences within the parliament between the various political blocs, Kurdish blocs are still contesting their share in them, while the bloc of the Union of forces calls for larger shares of areas affected by terrorism and the allocation of funds for the displaced.

As well as the deputy oil-producing provinces demanding their rights and greater representation in the budget, as it contributes to the largest proportion of the budget.

After many disagreements, parliament was able to complete the first reading of the bill in its session held on "29 January" this year.

However, this did not put an end to the political differences about their share in the budget, but continued Kurdish blocs demand the rate of 17% instead of the 12.68% approved by the Council of Ministers, and threatened the Kurdistan Alliance to disrupt the quorum of meetings and boycotted in the event of budget inclusion agenda.

Iraq is due to participate in the donor conference to be held next week in Kuwait with the participation of many Arab and European countries, and stipulated that these countries guarantees to provide financial support for the implementation of investment projects for the reconstruction of what was destroyed by terrorism. However, the failure to approve the budget is an obstacle to granting confidence to donors, and that this is the responsibility of Parliament through the adoption of the law.

While observers confirmed the delay of Parliament to approve the budget law ahead of the donors' conference or non-approval, sends negative messages to donor countries.

While the member of the Committee on Economy and Investment Representative Jawad al-Bolani, earlier on the completion of the government file of participation in the donor conference, carries the vision to reform the economy and develop services in Iraq.

"It is necessary that the budget is ready and voted before the conference," Bolani told Mawazine News.

The previous meetings of the Parliament also hosted the hosting of Prime Minister Haider Abadi, to resolve differences over the budget law.

While, the MP for the Kurdistan Alliance, Abdul Aziz Hassan, for the "Mawazin News," that "no breakthrough in the budget meetings," noting that "Prime Minister Haider Abadi did not give up the points of contention." While he explained that the Kurdish blocs will boycott the next session in the event that if the law was included budget agenda.

The House of Representatives has seen several months ago, major differences between the political blocs on the budget items of 2018, which leads in each meeting to postpone the issue of the agenda, and attended the Prime Minister Haider Abadi to parliament more than once for the purpose of discussing the requests of the political blocs. 
And demanded that the Kurdish blocs and the Union of forces and oil-producing provinces, put their requirements in the budget or else they will boycott the sessions of the parliament's own. 
The total value of Iraq's general budget for 2018 amounted to about 85.33 trillion dinars (71.65 billion dollars) with a deficit of 22.78 trillion dinars (19.13 billion dollars).
The main challenges in the budget are to provide additional amounts for the reconstruction of liberated cities under current oil prices that do not meet the requirements of the next phase and the continuing fiscal deficit in most ministries of the state and the rise in the volume of external debt, which exceeded $ 100 billion.
