Kubis went on to stress that the imminent defeat of ISIS must also provide an urgent impetus to address the needs of minorities, especially their ability to return to their homes. The return of all internally displaced persons to all liberated areas must be a top priority, as should tackling increasing incidents of kidnapping and paying sustained attention to upcoming elections in 2017 and 2018. “National reconciliation can only succeed if it reflects the aspirations of the population, including women and youth,” he said. Kubis also Urged Baghdad and Erbil to leverage their joint efforts against ISIS and to address such issues as border disputes and building a “functional federation” based on partnership, Kubis noted that senior officials in Kurdistan recently announced their intention to hold a referendum on the region's future later in 2017. They had indicated, he continued, that their aim was to “show the world the will of the people” on the status of Kurdistan, rather than assert independence immediately. Noting that the overall rule of law remained weak, Kubis said kidnapping was becoming an increasing problem, recalling that the National Intelligence Cell had met on 11 May to discuss the link between terrorism and organized crime, including kidnapping. The international community must vigorously pursue accountability for crimes committed by ISIS in Iraq, he said. Meanwhile, the issue of internally displaced persons remained critical, with some 700,000 people having fled their homes since mid-October, he noted. In a press statement, Hassan Sabaawi, a member of Nineveh Governorate council, said that 47 out of 45 neighborhoods have been liberated in Mosul's right bank. He noted that only seven neighborhoods and small parts of other districts have not be freed yet. Military operations are in their final stages, he stated, revealing that declaring the full liberation of Mosul city from ISIS' grip is imminent. He added that the situation in Mosul's left bank is gradually stabilizing after rehabilitating most of the districts and disposing of remnants of war against ISIS. Sabaawi also pointed out that the mindset of Iraqi people has changed. He said that they are currently cooperating with the security forces, adding this was not the case in the past years. Security forces, backed by International Coalition air raids and logistic support of the US army, have retaken eastern Mosul and half of its western part after six months of battles. It is estimated that there are a few of ISIS terrorists left in the second largest city of Iraq. The air raids, conducted on al-Qaem in Mosul's right bank, killed several top ISIS leaders in charge of booby trapping vehicles and suicide bombers. The source asserted that ISIS terrorists have turned Hawija courthouse into their main headquarters. Hawija has become ISIS new stronghold after the group was splintered into two group, one in Tal Afar, al-Ba'aj, while the other group fled to Hawija. In a statement, IMIS leader Hadi al-Amiri said that IMIS recaptured all of al-Qayrawan in one swift operation, noting that the militias also captured Om Amer, Huzeil. The first stage of Mohamed Rasoul Allah operation has been accomplished after liberating Qayrawan, paving the way to start its second stage, IMIS deputy leader Abu Mahdi al-Muhandis. In a statement on IMIS website, Muhandis stressed that the militias are now using preemptive strikes to liberate ISIS-held areas. Director Hussein Qa’idi told BasNews that the girl, 15, was freed in Mosul in a joint effort between Peshmerga and local security forces. Qa’idi said that the Yezidi girl is expected to arrive in Duhok on Tuesday night after which his office will reunite her with her family in Eisan IDP camp near Shekhan, Duhok province. Only in the last week, 12 Yezidi women and children have been liberated from IS, Qa’idi said. Earlier on Monday, BasNews reported the rescue of a 10-year-old Yezidi girl who was reunited with her family on Tuesday. Mohammad Reda al-Hassani, commander in the Shi'ite militia, told Anadolu Agency that at least another 9 militants were injured in the clashes, which continue from Monday. He further added that 41 IS militants had also been killed in the battle. The Hashd al-Shaabi has been supporting the Iraqi forces in their fight against IS since the start of the operation in October 2016. All five bridges connecting the two sides of the city bisected by the Tigris were struck by the US-led coalition in order to hinder the militants' movements in the early stages of the campaign to retake Mosul last year. Seven months on, Iraqi forces have removed ISIS from all but a pocket of territory in the western half of Mosul, including the Old City, where the militants are expected to make their last stand. It is set to be the most complex battleground yet. "This floating bridge is very important for deploying reinforcements to the west side rapidly to build up adequate forces to sweep the Old City soon," Colonel Haitham al-Taie told Reuters. Taie said the bridge in the Hawi al-Kaneesa area would also spare fleeing civilians from making a long journey to the nearest crossing point, about 30 km south of Mosul.
