This article is good news. As the Mosul areas retaken by the Iraqi army increases, the displaced refugees can return to their homes.  The size of the refugee camps may be at a peak, or near peak, and will decrease in size as people are able to return to ISIS cleared areas provided their homes are nominally in better condition than their conditions in the refugee camp(s).  I'm pretty sure the displaced people are hopeful of their future and thankful their home is out from under ISIS influence so are eager to get started on building a new and better life.
