Shafaq News / The Presidency of the Iraqi Council of Representatives announced, on Saturday, the start date of the second legislative term for the second legislative year.

 

In a statement received by Shafaq News agency, the presidency said, "The second legislative term begins tomorrow, Sunday, provided that the parliamentary committees will start their legislative and oversight work, starting tomorrow."

 

She added, "The first session of the second legislative term will be held on Saturday, corresponding to 7/15/2023."

Today, Sunday, the Presidency of the House of Representatives set a date for the start of the second legislative term of Parliament.

 

The Presidency of Parliament directed all parliamentary committees to carry out their work and legislative and oversight tasks, to study draft laws submitted to them and to prepare their paragraphs for submission to the Presidency of the Council, in order to include them on the agenda of the upcoming sessions, pointing out that the first session of the second legislative term will be held next Saturday.

 

Meanwhile, Parliament Speaker Muhammad al-Halbousi discussed, with his deputy Mohsen al-Mandalawi, yesterday, Saturday, the political situation and a number of issues related to the work of the parliament.  

 

A statement by the parliament's media office stated, "Al-Halbousi met Mandalawi, and during the meeting they discussed the political situation and a number of issues related to the work of the parliament."

 

Al-Halbousi congratulated Al-Mandalawi, on the occasion of his performance of the Hajj, asking God Almighty to make it an acceptable and acceptable Hajj.

Today, Sunday, Deputy Speakers of Parliament, Mohsen Al-Mandalawi and Shakhwan Abdullah, confirmed that the current legislative term will focus on enacting priority laws that affect the lives of citizens.

A statement by Al-Mandalawi's office, received by (Iraqi Information News Agency), stated that "the First Deputy Speaker of the House of Representatives received, today, at his residence, the Second Deputy Speaker of Parliament, Shakhwan Abdullah."

Al-Mandalawi and Abdullah stressed, according to the statement, that "the current legislative term will witness the enactment of important and priority laws, especially those that are directly related to the lives of citizens."

They pointed to "the Council's keenness to monitor and implement the provisions and articles of the Federal General Budget Law for the current fiscal year in a way that achieves the public interest, while stressing the importance of implementing lagging projects and developing the service reality in Baghdad and the provinces."

The House of Representatives intends to focus, in its second legislative term, on enacting priority laws that affect the lives of citizens, investing in the current stability and calm between the political blocs, while the Legal Committee in the House of Representatives considers that the issue of interrogations is a "complicated matter" and is subject to consensus between the blocs , while the door remains open to any summons for an executive official in the government of Prime Minister Muhammad Shia al-Sudani.


"The current legislative term will witness the enactment of important and priority laws, especially those directly related to the lives of citizens," said the two deputy speakers of Parliament, Mohsen al-Mandalawi and Shakhwan Abdullah, in a statement on Sunday.

With regard to making ministerial changes, a member of the Legal Committee, Muhammad Jassim Al-Khafaji, explained to "Al-Sabah" that "the issue of making changes in the government is up to the Prime Minister's diagnosis, as he is the one who can do that in general," noting that "Parliament in general has its observations and indicators, but they are Difficult on his part, but it will be easier if the Prime Minister requests that, because he is the closest to diagnosing the imbalance.


Al-Khafaji added that "the government change is not required to be due to corruption, but rather it may be due to poor or weak management by the official," noting that "changing any minister will be easier if it is at the request of the prime minister."


And he believed that "despite the observations of the members of the House of Representatives on some ministers, the questioning or change of any minister must be turned into an integrated file, and this process is lengthy and complex in light of the formation of a government supported by parliamentary blocs," describing the process as "difficult to penetrate because the majority of the observations are almost individual or For a group of deputies only, while interrogation, dismissal or replacement requires collective action, political agreement, and the approval of the parliament presidency.


Al-Khafaji explained, "It is possible to hold interrogation sessions during this season, but this matter is subject to consensus because Parliament is fully represented in the government, meaning that the Speaker of the House of Representatives has ministers, and the same applies to the first deputy and the second deputy, as everyone represents blocs that have ministers in the government. Therefore It is very difficult to witness the questioning of any minister."

Report: Two controversial issues await resolution by the second legislative term of Parliament

The Presidency of the House of Representatives announced the start of the second legislative term of Parliament, provided that the first session will be held next Saturday. This chapter is expected to settle the position on two controversial issues. The first relates to the general amnesty law, and the second relates to the provinces' shares of oil revenues.  

  

The controversy in the first case revolves around whether those accused of corruption cases will receive amnesty, in addition to amnesty for prisoners who were victims of malicious and sectarian acts during which they were subjected to violations that included forcing them to make confessions under duress.  

  

The second issue is the sharing of wealth and oil revenues between the provinces. The necks extend to the shares of the three Kurdish provinces, which are the subject of a dispute between the two main Kurdish parties, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan. As well as shares of the province of Mosul, which is still suffering from the effects of destruction and displacement. Also, the share of the Anbar province, which is dominated by the Taqaddam party led by Speaker of Parliament Muhammad al-Halbousi, who wants to grant the province greater allocations, while the government of Muhammad Shia al-Sudani wants to weaken his positions with less allocations.  

  

Observers expect that the new legislative term will witness a chaotic “settlement of scores” between the representatives of the various blocs, because there are reasons for conflict between each party and the other parties, and even within the components of one party as well. For example, representatives of the Patriotic Union of Kurdistan want a predetermined quota for Sulaymaniyah province and not leave the matter to the Kurdistan Regional Government, which is led by the Kurdistan Democratic Party.  

  

The general amnesty law raises sharp differences between the Shiite, Sunni and Kurdish political blocs combined. Some of them demand the adoption of the law to release those who were wronged during the era of previous governments, while others demand its abolition because it means “rewarding” the criminals and the corrupt for their crimes.  

  

There is justification for fearing that the law will be a source of a deal that offers amnesty for those accused of corruption cases in exchange for amnesty for those accused of terrorism cases that were orchestrated during the sectarian confrontations throughout the years that preceded the emergence of ISIS.  

  

Observers fear that the suspected parties will ensure that the amnesty includes corruption cases in a way that leads to blocking the already stalled investigations into the $400 billion that was wasted during the reign of Nouri al-Maliki’s government between 2006 and 2014, along with about another $120 billion that was looted and diverted to the country. Abroad in the following eras, and that was before the “theft of the century”, which included about $ 4 billion, was revealed in October 2021, and it has not been found yet.  

  

In the midst of new corruption cases involving current officials, a member of the Iraqi Parliament, Rafik Hashim, called on parliament to legislate a law “from where did you get this” and to hold those responsible accountable for the size of their money and follow it up, saying that “activating the law of ‘where did you get this from’ within the dome of parliament is very important In order to stand on the level of corruption that took place during the previous sessions and years of officials and deputies, in addition to the three presidencies.  

  

Observers say that anti-corruption cases should not acquit anyone over another, or accuse one without another, as long as everyone is involved in this or that case of corruption, money smuggling, and outrageous illegal wealth.  

  

The issue of the general amnesty constitutes a complex for the Sunni parties, which promised their voters the release of tens of thousands of those arrested and tried during the sectarian war waged by armed Shiite groups in the provinces of Anbar, Mosul and Salah al-Din.  

  

Earlier this month, Al-Sudani’s government referred the “combating enforced absence” bill to parliament for approval, after it was suspended for several years by Shiite parties that refused to vote on it.  

  

The Iraqi parliament had tried to pass a law under the name of “protecting persons from enforced disappearance” in mid-2019, and after the first reading, the procedures for moving forward with its approval were halted.  

  

Amnesty International calls on the Iraqi government to reveal the fate of 643 people who were kidnapped by armed groups.

Member of the House of Representatives Salem Al-Anbaki revealed on Tuesday the approval of a package of laws during the upcoming new legislative term, after the Presidency of Parliament requested parliamentary committees to submit the completed laws to a vote.

Al-Ankabi told Baghdad Today that "the Presidency of Parliament demanded that the parliamentary committees submit all the laws prepared and completed to be put to a vote during the next legislative credit, and that the approval of laws will be according to precedence and readiness."

He pointed out that "Parliament will approve a package of laws, most notably the Oil and Gas Law to end the differences between the federal government and the Kurdistan region, and all parliamentary committees have prepared laws for their competence to resolve the vote on them, during the new legislative term, including the Civil Service and Statistics Law, in addition to the final accounts of previous years, and others."

{Politics: Al Furat News} The Presidency of the Republic sent a draft amendment to the Narcotic Drugs and Psychotropic Substances Law No. (50) of (2017) to the House of Representatives.
 

The President of the Republic, Abd al-Latif Jamal Rashid, received today, Wednesday, at the Baghdad Palace, the delegation of the Parliamentary Committee for Combating Narcotic Drugs and Psychotropic Substances headed by Adnan al-Juhaishi. Many of the loopholes in it were found in the bill to amend the law, which was submitted by the Presidency of the Republic to the House of Representatives.


President Rashid explained the importance of approving realistic and actual recommendations to address a permanent problem that needs a serious pause, by controlling the borders to prevent drug smuggling and combating corruption.
