A member of the Parliamentary Oil, Gas and Natural Resources Committee, Zainab Jumaa Al-Moussawi, considered, on Saturday, that the road has become a paved path for the adoption of stalled laws, the most important of which is the oil and gas law.

 

Al-Moussawi said, in a statement received by "Al-Mutalaa", that "after approving the financial budget for the years ( 2023-2024-2025 ), the road is now paved for the approval of suspended laws from previous parliamentary sessions, the most important of which is the oil and gas law, which will draw a map of oil in Iraq and solve problems between the federal government." And the Kurdistan Regional Government guarantees the rights of both parties.

 

Al-Moussawi indicated, "The Oil and Gas Committee is working to prepare the appropriate ground for approving the law very soon," revealing "the existence of political interference working to obstruct the legislation of this law within the House of Representatives."

 

Al-Moussawi confirmed in an interview with the official agency, followed by "Al-Ghad Press", that "there are political forces that do not want to solve the Iraqi economic problems," noting that "the Oil and Gas Committee is working hard to remove obstacles and resolve differences between the governments of Baghdad and Erbil."

Oil expert Hamza Al-Jawahiri confirmed today, Sunday, that the Kurdistan Regional Government is seeking to obstruct the passage of the oil and gas bill in the Iraqi parliament.

Al-Jawahiri said in a press interview seen by “Takadum” that “the issue of approving the oil and gas law went through several attempts, the last of which was in 2011, when a proposal for the law was submitted and it was obstructed by the Kurdistan Regional Government.”

 

He added, "The approval of the oil and gas law is governed by the Iraqi political will par excellence, and there is nothing to do with the outside to prevent its passage," noting that "three failed attempts were made during the previous years to pass the law."

And he pointed out that “after the decision of the International Court in Paris and the decision of the Federal Court regarding the production, export and marketing of the region’s oil, and it was followed recently by articles in the budget law for the current year that governed the relationship between the region and the center, as it put the region’s government in embarrassment, and thus its approval became easier than it was in previous attempts.” ".

 

It is noteworthy that the suspended oil and gas law in Parliament since its first session, in 2005, is one of the most prominent points on which a preliminary agreement was reached between the governments of Baghdad and the region, but the law faces many obstacles, despite the fact that it helps to resolve the differences between the governments of Baghdad and the region.

She added, "The Kurdistan Regional Government's continued failure to unite with the Iraqi forces in approving the law will add economic and financial problems to it, as it is now under international rule from the International Arbitration Club, which prevents it from exporting oil except with the approval of Baghdad, and this is what happened in the budget law, where the export will take place." through the National Sumo Company.


A member of the Parliamentary Oil Committee explained, "The oil and gas law will draw the map of the black gold sector again in all regions of Iraq, including the Kurdistan region."


The draft oil and gas law in Iraq is still awaiting legislation in the House of Representatives 18 years after it was drafted, as it was deported many times during previous parliamentary sessions, but political differences prevented its passage.


The draft oil and gas law assigns responsibility for managing oil fields to a national oil company that is supervised by the Federal Oil and Gas Council.


Despite the economic importance of the oil and gas law, which has been awaiting legislation in parliament since 2005, which stipulates that the responsibility for managing the country’s oil fields should be entrusted to a national oil company, which is supervised by Baghdad, the dispute over the issue of managing the fields of the Kurdistan region of Iraq remains. Oil has prevented it from being voted on for many years, as the law was passed many times during previous parliamentary sessions and was not included in parliamentary laws and legislation.


Earlier, the Prime Minister, Muhammad Shia al-Sudani, agreed with the President of the Kurdistan Region, Masrour Barzani, to resolve differences and outstanding issues, including the files of the financial budget for the year 2023 and the oil and gas law, but the law is still a matter of controversy after talking about Preparing for a new version of it following the dispute over its passage in light of the divergence of political opinions.

Yesterday, Sunday, deputies reported that the legislation of the oil and gas law is imminent, stressing that discussions about it will start after the end of the legislative recess, stressing the need to end the differences in this regard between the federal government and the Kurdistan Regional Government.

Representative Nermin Maarouf confirmed in a press statement, "There is a political consensus to pass the oil and gas law during the current session."

Maarouf said, "There are joint technical committees to look into outstanding issues between Baghdad and Erbil, including the draft oil and gas law."

And she noted that "many of the problems facing the oil and gas sector in Iraq will be resolved by its approval."

Maarouf indicated, “The agreement concluded within the State Administration Coalition provides for the legislation of the oil and gas law within a period of 6 months from the work of forming the government.”

Maarouf went on to say that “the draft oil and gas law is one of the most important solutions in this file that ends the oil dispute between the federal government and the regional government.”

For her part, Representative Zainab Juma Al-Moussawi stated, “The road has now become paved for the approval of suspended laws from previous parliamentary sessions, after approving the financial budget for the years (2023-2024-2025).”

Al-Moussawi added, "The most important of these laws is the oil and gas law, which will draw the oil map in Iraq, solve the problems between the federal government and the Kurdistan Regional Government, and guarantee the rights of both parties."

In addition, economist Nabil Al-Tamimi said, “The oil and gas law regulates the method of extracting oil and natural minerals that are produced within the borders of the Iraqi state and including the Kurdistan region, as well as regulating oil revenues according to the interpretations of the Iraqi constitution in the paragraph on the distribution of natural resources.”

Al-Tamimi continued, "This law could end the differences between the Baghdad government and the Kurdistan region that resulted in the distribution of oil extraction revenues."

He pointed out, "The oil and gas law must be submitted to the Iraqi parliament because of its economic importance, and its reflection on the nature of the political relationship in accordance with the agreement concluded between the political parties that formed the Iraqi government."

Al-Tamimi went on to say that “the date for presenting the oil and gas law to parliament must be within six months of the life of the current government,” expecting “to pass the law inside the dome of parliament in the coming period.”

It is noteworthy that the Iraqi constitution provides for the need to legislate a law to regulate the exploitation of natural resources between the federal government and the regions and governorates, but Parliament has not succeeded in enacting it until now due to political differences.

Meanwhile, a member of the Oil and Gas Committee in the Iraqi Parliament, Sargam Maliki, considered that the oil and gas law is “one of the most important laws that guarantees the rights of Iraq in general, and the Kurdistan Region and the southern and central governorates.”

He said in a statement to Kurdistan 24: “Both governments, the federal government and Kurdistan, are waiting for the end of the legislative recess, and after their approval, the law will be presented to parliament.”

For his part, the deputy head of the oil and gas committee in the Iraqi parliament, Nehru Rwandzi, said after the governments of Baghdad and Erbil signed the agreement, “They formed a committee and prepared a letter and sent it to the advisory council, but it has not yet been presented to parliament.”

Rwandzi pointed out that the Iraqi parliament “when it receives the law from the advisory council, it will evaluate it before implementing it.”

This comes at a time when the Iraqi Prime Minister, Muhammad Shia'a al-Sudani, insists on enacting the oil and gas law as agreed upon between the Kurdistan Region and Baghdad, which is in the interest of all Iraqi provinces.
