Parliament postpones the voting session on the budget law to this evening

A new government comment on the date of approving the budget

The political advisor to the Prime Minister, Fadi Al-Shammari, expected, on Saturday, the date of the vote on the 2023 draft budget in the House of Representatives, and while he clarified its most important adoptions, he pointed out that Iraq seeks to be a point of regional and international balance and an essential element in the stability of the Middle East region.  

  

  

  

Al-Shammari said during an interview reported by the official agency and followed by “NAS” (June 3, 2023): “It is hoped that a vote on the financial budget will be made within less than ten days, and the disagreement regarding the articles pertaining to the region must remain within its technical framework and not be turned into a political dispute.” .  

  

He added, speaking of the budget's adoptions, "I say with a decisive tooth that the 2023 budget is the first budget that will do justice to the central and southern governorates, and when approved, these governorates will turn into a large workshop and major projects that have not been witnessed in 50 years will be launched."  

  

He stressed, "The government is keen to do justice to the central and southern governorates, remove injustice from them, and rebuild the liberated cities, and included in the budget the construction of 10 new hospitals to serve the people of the districts and sub-districts, most of which are in the central and southern governorates."  

  

He pointed out that "the prime minister carries out his duties from 7 am, without interruption, sometimes until after midnight, with the continuation of work even on Friday, and he is not looking for personal victory or individual success, but rather he wants everyone's success."  

  

 

Speaking about the development path project, he continued, "The government seeks to include Iraq in the classification of developing countries that attract investment, and the development project will be accompanied by the construction of the largest industrial city in the Middle East near Al-Faw city, which will attract major international companies."  

  

He stressed, "Iraq drew a graphic line for itself to reposition itself in accordance with its regional environment and the rules of the international game, to be a point of regional and international balance and an essential element in the stability of the Middle East region."  

  

He added, "Iraq was the focal point of the Saudi-Iranian agreement that was announced in Beijing, and opened its doors to China and the world to contribute to the reconstruction of Iraq and invest in it," stressing, "The Iraqi government's vision and strategy is to work to liberate the region and the Middle East in general from a state of dependence." of the axes that the region has experienced since World War II.  

  

Earlier, the Parliamentary Finance Committee set a new date for approving the budget.  

  

A member of the Parliamentary Finance Committee, Saad Al-Toobi, said, in a statement to the official newspaper, followed by "Nass" (June 3, 2023), "The budget will be approved before the ninth of this June."    

  

The President of the Republic, Abd al-Latif Jamal Rashid, earlier stressed the need to expedite the completion of the budget law, expecting it to be approved by Parliament within the next few days.  

  

A statement by the Presidency of the Republic, a copy of which "NAS" received, stated (May 30, 2023), that "President of the Republic Abdul Latif Jamal Rashid received today, at the Peace Palace in Baghdad, the First Deputy Speaker of the House of Representatives, Mohsen Ali Akbar Al-Mandalawi," noting that "during the meeting, Discuss developments in the political and economic situation in the country.    

  

Rashid stressed, according to the statement, "the need to expedite the issuance of a number of laws presented to the legislative authority, foremost of which is the budget law and laws related to the needs of citizens."    

  

For his part, Mandalawi stressed that "the House of Representatives is making efforts to legislate laws related to the lives of citizens," pointing to "serious efforts to pass the general budget law."    

  

The official agency quoted Rashid as saying: "The possibility of approving the budget by the House of Representatives during the next few days."

Member of Parliament, Adnan Al-Juhaishi, confirmed, on Sunday, the continuation of disputes over Articles 13 and 14 related to the delivery of Kurdistan region's oil.

Al-Juhaishi said, "The paragraph related to the saved Kurdistan employees' money, an agreement was reached on it, leaving only technical differences that can be overcome as soon as possible," noting that "the dispute is currently about Articles 13 and 14 related to the delivery of oil to the federal government."

He pointed out that "those differences" need joint dialogues with all parties in order to culminate in the approval of the final vote and the general budget law, and we hope that this will happen within the next two days.

The House of Representatives holds a session on Tuesday to vote on the budget

June 4, 2023

Baghdad / Obelisk Al-Hadath: A parliamentary source stated that the House of Representatives will set today the date for the voting session on the draft financial budget law.

The source stated, "The parliament presidency will determine, after about two hours, the holding of the voting session on the budget next Tuesday at exactly one o'clock in the afternoon."

Informed sources reported that the coordination framework and the State Administration Coalition agreed to pass the draft financial budget law in the middle of this week.

These guys have cried "Wolf" so many times in the past, that it is hard, if not impossible, to believe anything they say or print regarding passage of the budget.

1st the budget was to be voted on after Ramadan, then numerous dates in May, and then consistently "by the end of May" and now, by the end of the parliamentary session or is it by June 9th or is it next Tuesday or within the next 10 days ?

I honestly hope and pray that next Tuesday is true and accurate.

I agree Hotcurl, but just in case this is the 1st time they follow thru on something, when it's 1 PM Baghdad time what, time is it Central Standard Time? I'm dreaming that this time it's going to happen right down to the minute. I will have to say, I think this is the first time in my 17 years of dreaming, that they have narrowed it down to a time. But if I were betting, I'd say they're just shoveling the BS deeper. All we have is hope!

Parliament kept its legislative session open "without a holiday" until the approval of the budget, which was halted due to political differences regarding its items. After the Finance Committee completed voting on most of its items, it collided with the region's refusal - specifically the Democratic Party - the mechanism for calculating the quantities of oil produced in the region and the party receiving those quantities or establishing them. As well as the relationship between the federal government and Erbil regarding the management of oil revenues from exports and other details included in the articles on the region in the budget (12-13-14), and the disputes led to the disruption of the activities of the Finance Committee, which was about to send the budget to Parliament to set a session and approve it. 

 

A member of the Parliamentary Finance Committee, Iman Abdel-Razzaq, said in an interview with “Al-Sabah”: “The legislative term remains open until the budget is approved, as the parliament is not obliged to take its recess after the ninth of the current month of June – when a month has passed since the extension of the legislative term – but rather waits until Approval of the budget. 

 

The committee member criticized the current reality of the budget discussions, and said: "So far, there have been no initiatives or agreements regarding the budget," expressing her regret for this situation, "as the entire people are waiting for this project," and noting that "the agreements now take place in (closed rooms, not In the Finance Committee, which completed the items of the budget, but disagreements over some articles that paralyzed the committee’s movement, and the budget became in the hands of the political blocs.

 

And she continued, "The legislative term has been extended in order to approve the budget law, and everything is currently suspended waiting for it, so there is no investment, appointments, or contracts due to political differences." News about the agreement between them, and we do not believe that the budget will be approved during the current week.

Al-Maliki's coalition is pressing to determine the voting session on the budget

The representative of the State of Law coalition, Yasser al-Maliki, confirmed, on Monday, that the voting session on the budget will take place during the next two days.  

  

  

  

Al-Maliki said in a tweet, followed by "NAS" (June 5, 2023), that "after strenuous efforts, the signatures of the representatives of the State of Law coalition were collected to determine the voting session on the general budget for the year 2023 during the next two days."

Abdel Wahed said, in a tweet on Twitter: "We will not accept the lifting of the paragraph of returning salaries deducted from employees under the name of "compulsory saving" within the region's allocations from the general budget."
She added, "We will not vote on the budget if the parliamentary blocs agree with the two parties to deny the region's employees the return of their stolen rights, and we will have other positions, and we will not give up on the citizens' demands, whatever the cost."

Al-Jabri told Al-Furat News that: "Until now, there is no agreement about holding a voting session on the budget law next Tuesday, because the Finance Committee did not vote on all items of the budget for the purpose of sending it to the presidency of Parliament and determining the voting session."
He pointed out, "We are awaiting the committee's vote on all items of the budget next Tuesday and submitting it to the House of Representatives."
Al-Jabri added, "There are still points of contention related to the share of the region and its relationship with the federal government regarding the number of employees in the region and the export of oil through the SOMO company, in addition to points of contention regarding the shares of provinces and ministries."
And that "320 members of parliament cannot all agree on all the details of the budget, and therefore it must be presented to a vote and passed through the dome of parliament."
