Kurdistan Regional Government: We want to be real partners in drawing up oil policy in Iraq

2023-02-23 02:28

On Thursday, the Kurdistan Regional Government expressed its desire to be a real partner in drawing up oil policy in Iraq by legislating the oil and gas law as stipulated in the country's permanent constitution.

Government spokesman Jotyar Adel renewed in his weekly press conference, his denial of what is circulating in the local Iraqi media about the sale of oil for 50 years, and said that, "Previously, on several occasions, the Kurdistan Regional Government talked about this issue, and we did not sell oil to Turkey, but we have an agreement concluded with it on exporting oil through it through a tanker pipeline."

He explained that there is no such order in the oil market that crude is sold for five decades in advance because prices and quantities are subject to changes, and who says that the Kurdistan Region's oil does not run out for another 50 years? So the sayings are illogical.

He added that the Kurdistan Region was forced to conclude an agreement to export oil through Turkey due to pressure exerted by Baghdad and cut the region's share of the financial budget in 2014 to secure the people's livelihood, stressing previously that there was production, but there was no export in the region.

He also denied what was circulated about the federal government's rejection of 75 percent of the proposals submitted by the regional government negotiating delegation to resolve differences and outstanding issues between Erbil and Baghdad, and said, "On the contrary, there are some principles and talks that continue their steps to progress, including the oil and gas law, which is within the framework of dialogues."

He added, "Baghdad did not reject our proposal and we did not reject its proposals, but on the contrary, there is a good understanding between the two sides," stressing that "the Kurdistan Region wants to be a real partner in drawing up oil policy, and to have a place and role in this field."

The Kurdistan Regional Government announced on Thursday that its legal team is meeting in Baghdad on the oil file, while indicating that it is demanding a real partnership with Baghdad.

He added that "12.67 percent of the region is unfair to Kurdistan," noting that "this figure was put on the basis of the ration card in 2014, but the number of citizens of the region has increased since that time until now."

He explained: "When the budget was cut from Baghdad in 2014, we were forced to export oil abroad to secure the amounts and expenses," noting that "the issue of oil and gas in Iraq has a problem, due to the lack of legislation of the law."

Expert: Oil and gas law needs to include Federal Court decisions

Information/Baghdad...Legal expert Ali Al-Tamimi stressed the importance of the oil and gas law to include the decisions of the Federal Court as they are final and binding decisions.
Al-Tamimi said that "the draft oil and gas law consists of 53 articles and required the establishment of the Federal Oil Council, which is chaired by the Prime Minister and the membership of the Minister of Oil and Finance, the Governor of the Central Bank , a representative of the provinces and producing regions and experts in oil, and it takes into account the representation of the components of the Iraqi people, and it undertakes any council to develop petroleum policies, issues instructions for the implementation of contracts, approves exploration, development and production, approve contracts concluded, and other competencies stipulated in the project.”He added that “the signing of contracts is by the Federal Ministry of Oil, provided that they are approved by the Federal Oil Council within 3 months and referred to the Council, otherwise it is considered invalid, and the project stipulated the need to review the Contracts were concluded and amended in accordance with this law, and the law did not specify the quality of these contracts, and the first was or were only service contracts and not participation.
He pointed out that "the law needs to be imposed on the contracting companies to employ Iraqis exclusively, as do self-producing countries, and this is important, as for the issue of contracts prior to the legislation of the law, it must be explicitly stipulated and solved the problem with the contracting companies contrary to the constitution and contrary to the decisions of the Federal Court in accordance with the principle of joint management of the two parties, i.e. the federal government and the region with the exclusive right of disposal of the federal government in accordance with Article 135 of the Civil Code, which says whoever disposes of the property of others, his action is dependent on the owner's permission. He explained that “this law needs to explicitly stipulate the penalties that affect the parties that conclude contracts in violation of this law, as well as determine the regulatory authorities that are entitled to see these contracts, and it needs to explicitly stipulate the rest of the oil.” products, not only oil and gas, in addition to that the draft law needs to include the decisions of the Federal Court, especially that these decisions are final and binding on all authorities in accordance with Article 94 of the Constitution.” Finished 25n

Sheikh Genki urges setting aside differences and stresses the need for more openness with Baghdad

Shafaq News/ "Lahore Sheikh Genki", who was reinstated by the Erbil Court of Appeal as co-chair of the Patriotic Union of Kurdistan, urged, on Wednesday, to put aside political differences, stressing at the same time the need for more unity and openness with the Baghdad government.

Sheikh Genki said in a statement received by Shafaq News agency, "After a year and a half of Tilbal al-Baal, the court returned all our political rights that we obtained through the legitimacy of the fourth conference of the Patriotic Union of Kurdistan and the votes of members and cadres, so from today we will start practicing political activities as co-chair of the Patriotic Union of Kurdistan With the support of our members and cadres, we will try with the political forces and parties, in Kurdistan and Iraq, to achieve unity and prosperity for the citizens.

He added, "I am, like you, concerned about the weakening of the Patriotic Union of Kurdistan and the deterioration of its internal, regional and international relations, which is unprecedented in the history of this party. The party's performance within the government has weakened and it no longer has a significant influence on important and decisive decisions in Iraq and Kurdistan, which directly affected the lives of the citizens of Kurdistan, so our steps will be at the level of your legitimate demands, and we assure you that we will be part of the solution.

And Sheikh Genki continued, "I address the political parties in the Kurdistan Region, at the level of relations within the region, and the extent of foreign countries' concern about the political dispute in this region," warning that "the whole situation is heading towards a complete blockage, and this matter has put the region's entity in front of a real and serious danger." ".

He said, "Political selfishness is taking the whole situation in the wrong direction. Therefore, we need to work together to confront internal and external threats, the standard of living of the people, the growing protests and despair among our youth, and the widening scope of disagreement and division between the Patriotic Union of Kurdistan and the Kurdistan Democratic Party," pointing out that "The paralysis of government and pressures from Baghdad and dozens of other problems make it imperative for us to think deeper about the situation, away from emotion and selfishness."

Sheikh Janki continued, "I said repeatedly in the past and I still affirm that we need more unity and openness with Baghdad through national dialogue with Iraqi forces and parties in order to fully resolve the outstanding issues between the Kurdistan Regional Government and the federal government."

Sheikh Genki called for "setting aside political differences and taking serious steps to strengthen and protect the political entity of our region, save our people from this bad situation, restore hope to our youth, and provide more prosperity and security for the people of Kurdistan."

It’s almost as if they don’t want to agree on the agreement. The only answer is the government must be doing better without the agreement. It’s only a matter of time.

There has been so much back & forth on this subject in articles, we can only hope this will be resolved & they can move forward on the oil & gas law. With that said, through the MANY never ending years in this, I have always felt that this investment would not move forward until Kurdistan was happy. I am waiting on this to be finalized & in print/law before it is final.
