Member of Parliament Nazem Al-Shibli confirmed, on Wednesday, that the 2023 budget will soon reach Parliament, indicating that the political forces have finally agreed on the details of the projects and their distribution.

Al-Shibli said in a statement to Al-Maalouma, that “the State Administration Coalition, when it was formed, agreed on a number of political, security, economic and service files, including the agreement on distributing funds in the 2023 budget.”

He added that “the specialized committees have completed their tasks, and there is also positive progress with regard to the region’s share in the budget, and that the issue of the region’s oil is through the positive signs of the discussions of the Kurdish delegation currently in Baghdad,” suggesting “approval of the budget at the end of this month.”

He explained that “if those agreements are adhered to, it will certainly make it easier for the Sudanese government to complete the draft budget law early and send it to parliament for approval.”

A member of the House of Representatives, Muhammad Saadoun al-Sudani, demanded, on Wednesday, the need to expedite the approval of the oil and gas law, and while stressing that the law will regulate the relationship between Baghdad and Erbil, he indicated that Kurdistan is required to abide by the decisions of the Federal Court.

Al-Sudani said in an interview with Al-Maalouma agency, “The issue of oil and gas is one of the most prominent outstanding problems between Baghdad and Erbil. As a result, everyone must resort to the decisions of the Federal Court.”

He added, “The judiciary has, more than once, proven the unconstitutionality of oil sales and exports by the region without returning to the federal government.”

The member of the House of Representatives explained, “The oil and gas law is supposed to speed up its legislation in order to solve this problem,” calling on the regional government to “commit to the federal decisions and the constitution, which stand at the same distance from everyone.”

Al-Sudani pointed out that “the oil and gas law will regulate the relationship between the region and the center and will put points above letters.”

The leader of the Kurdistan Democratic Party, Wafaa Muhammad, had confirmed that “everyone, especially the Baghdad government, is hasty to implement the agreement on the oil and gas law,” hoping that “an agreement will be reached to approve the law during the coming period.”

Earlier, a member of the Parliamentary Oil and Gas Committee, Alaa Al-Haidari, confirmed that his committee is in the process of making amendments to the oil and gas law, the most prominent controversial legislation, as well as the law of the National Oil Company, indicating that the political will between Baghdad and Erbil is ideal for passing the law.

The representative of the Kurdistan Democratic Party bloc, Mahma Khalil, revealed, on Wednesday, that the Kurdish delegation represented by the regional government reached, during its talks in Baghdad, a joint agreement regarding the region's share in the budget, indicating that the agreement will expedite sending the budget to parliament.

Khalil said in a press interview, which was seen by Taqaddam, that “the discussions of the delegation of the regional government, which is in Baghdad, held several meetings with the federal government and political leaders, and all of its discussions were positive and communicated in the interest of both parties.”

He added, "The discussions are close to reaching an agreement between the federal government and the regional government."

 Khalil pointed out, “The results of the agreements will accelerate the sending of the budget to parliament, and its passage will not face any difficulty.”

The Kurdistan Regional Government announced, on Thursday, that it is seeking to reach satisfactory solutions with the federal government regarding the oil and gas law, while indicating that there are positive understandings with the central government regarding the budget law for the current year.  

  

 

  

Government spokesman Jutiar Adel said, during a press conference, followed by “NAS” (February 16, 2023), that “the regional government is committed to the provisions of the constitution,” noting that “there are good understandings between the central and regional governments, especially with regard to the issue of the budget law.” for the current year.”  

  

Adel explained, "The region put forward its point of view regarding the oil and gas law, and there is seriousness on the part of the two parties to resolve the issue," expressing his hope that "satisfactory solutions will be reached in accordance with the constitution."  

  

He stressed, "the regional government's seriousness in reaching an agreement with Baghdad," explaining, "Some issues and issues need to be resolved and discussed."  

  

Adel continued, "There is an agreement between the two financial control bureaus in the region and the center, as they were provided with all the special data, and there is progress in this field," according to the official agency.

Shafaq News/ The leader of the National Coalition, Iyad Allawi, affirmed, on Thursday, that the unification of the Kurdish house and the unity of the Kurdistan Region reflects positively on the stability of the situation in Iraq.

 

 

 

Allawi's office said, in a statement received by Shafaq News Agency, that the latter received in his office the delegation of the Islamic Movement in Kurdistan headed by Ihsan Sheikh Ali Abdul Aziz, explaining that during the meeting, they talked about the situation on the local scene and emphasized the government's support headed by Muhammad Shia'a Al-Sudani in implementing government program and service provision.

 

During the meeting, Allawi called for the necessity of unifying the Kurdish house, renouncing differences and preserving the unity of Kurdistan, stressing that this matter will reflect positively on the stability of the situation throughout Iraq and will contribute greatly to resolving outstanding issues between the center and the region through a meaningful and constructive dialogue.

The spokesman for the regional government, Jutiar Adel, said in a press conference held today, that the meetings of the region's negotiating delegation that visited Baghdad recently were with the Ministry of Oil and the Ministry of Planning, given that the head of the federal government delegation is Minister of Planning Muhammad Tamim, while the head of our delegation was Minister of Finance and Economy Awat Sheikh Janab. My light.

 

And he indicated that on the first day of the visit, we met with the Ministry of Oil, and discussed the vision of the regional government regarding the legislation of the oil and gas law, and we discussed a number of important issues for us, stressing that this law should be legislated in partnership, and based on the constitution and the concluded political agreement, and in coordination with the government Kurdistan Region.

 

He also indicated that the delegation of the regional government is scheduled to return to Baghdad again next Sunday if there is no change, in order to maintain dialogues with the Ministry of Oil.

 

Adel added that the second meeting of the delegation was with the Iraqi Border Crossings Authority, during which they discussed how to coordinate on customs tariffs to limit smuggling operations, and we discussed at the same time about the official recognition of those border crossings by the federal government, which is officially recognized by us, indicating that An agreement was reached in principle on this matter, and all that remains is to write the minutes between the two sides after subjecting them to extensive study by the two parties.

 

He continued by saying that the third meeting was with the Ministry of Planning, and we discussed a number of issues related to the draft financial budget law for the year 2023, noting that some of the issues have been resolved, and others are still remaining and will be discussed as well.

 

He also said that there is a preliminary agreement between the Prime Minister of the region, Masrour Barzani, and the Prime Minister, Muhammad Shia al-Sudani, on how to write a draft budget law, and to define the rights, entitlements, and duties of the two parties, especially the rights of the Kurdistan Region in this law, pointing out that some partial details remained. Related to the budget will be discussed in the next visit.

Maarouf said during a press conference attended by Shafaq News Agency in Sulaymaniyah; The Kurdish representatives of various political orientations have committed the Sudanese government to a commitment to solving all outstanding problems between the center and the region.

She added that all issues related to the implementation of Article 140 of the Constitution, the Kurdish deputies and all parties affirmed their inclusion in the current government program, especially the lands of Kurdish farmers in conflict areas.

She indicated that the efforts of all Kurdish blocs, without exception, are clear and continuous in order to implement Article 140 of the Iraqi constitution, which has not been implemented since the adoption of this constitution.

Regarding the entitlements of the farmers of Kurdistan, the deputy indicated that the efforts of all the Kurdish blocs resulted in obligating the government to pay their dues for the three years (2014, 2015, 2016), and now all procedures have been completed to receive their amounts.
