Your sentence is most telling of state of affairs of the goings on in Iraq. This Guy says one thing while That Guy says another. They're not even on the same page of a Major Event like Eid al-Fitr for gods sake. No small wonder this sort of thing carries over to every facet of Arab Life & the GOI in general.

 

You'd probably find them [ GOI ] arguing whether they would agree to disagree - arguing in circles point/counterpoint until they no longer even knew what they were arguing about in the first place. Then there would be a call to form a committee; and another point to argue beckons for shoe throwing. 

 

That being said, Abadi and his Boys [w/popular backing of the citizens ] appear to much more enlightened and in touch with the 21st century, understanding what is truly at stake for Iraq if they FAIL. The same can't be said for most of the feckless, mentally defective deadbeats taking up valuable space in the GOI.

New Prime Minister Haider al-Abadi said that the declaration of victory is very soon to organize Daesh in the city of Mosul.

Abadi said that Aldoaash trying to inflict great destruction and to commit the most heinous crimes against civilians in another spot where trapped in Mosul. 
For his part , a spokesman for the coalition forces , said Col. Joseph Daesh against Skeroka, that there is a delicate balance battle restoring the rest of the city of Mosul. 
He explained Skeroka in a statement to CNN for the US that few Daesh fighters can hold out for some time, and that there are about two hundred fighters are still west of Mosul , and the fighting is still difficult west of the city. Stressing the need for the Iraqi and coalition forces are quick enough to save people from starvation.
