I would think that investors are wary. Given their history and their propensity towards shady dealings, Iraq is still one of the most corrupt countries in the world. Wouldn’t it be like accepting a dinner invitation from a family of cannibals?

1/3 on deal, 1/3 half way and 1/3 on completion. I will be taking that in gold please.

Iraq signs 13 investment agreements
[Ayna-Baghdad]
Iraq has signed more than 13 investment agreements over the past days.

"We signed 13 investment agreements during the past few days," the secretary-general of the Iraqi cabinet Ali al-Alak told a news conference on Thursday. "Within two months, 15 companies signed investment agreements with Iraq."
He pointed out that "the Prime Minister issued new investment decisions, which will provide a suitable ground for investment."
"The political situation will be better after the elections and will not constitute a crisis for the investor," al-Aalak predicted.
The Iraqi parliamentary elections are due to take place on May 12, amid heightened security alert, after the threat of "urging" voters, especially in areas where their fighters were expelled.

The article does not indicate whether these 15 companies are Iraqi or International Investors. If international investors, then I suspect the anticipation of a major credit agency giving Iraq an investment worthy credit rating is forthcoming.

One of the factors for not giving Iraq an investment worthy credit rating is corruption. I suspect the elections are a mechanism to effectively deal with this corruption to remove a significant amount of the corrupt politicians who, among a host of other things, are pilfering the CBI daily currency auctions. There may be good news in the next couple weeks about the removal of corrupt politicians - even the most corrupt like Nouri al-Maliki. However, just like in The United States Of America, the newly elected officials will be installed at the beginning of the next term in July or so. I suspect current office holders unsuccessful in being elected for another term will enjoy immunity until the end of their term. However, Jabouri did announce there will be an extraordinary session of Parliament regarding the elections after the elections are held. I question what will happen in THAT session since there could be a significant amount of Parliamentarians who are corrupt and opt out of attending so that there is not a quorum. I don't think the corrupt politicians will vote for their immunity to be removed before the end of their term based on the election results.

The Kuwaiti Conference Donors and other regional investor meetings seem to need the right environment to invest in Iraq fairly quickly before enthusiasm dwindles. I suspect there is internal, regional, and international "support" and "encouragement"" to provide the environment for these investments to get going. I suspect Iraq will need to go to an "open economy" with an internationally traded Iraqi Dinar from the current "closed economy" with the corrupt CBI daily currency auctions to be able to deal real time for the entire work week with the volume of transactions for reconstruction, economic development, and foreign investment.

The outlook for investment appears to be very bright as noted by al-Alaaq at the end of the quoted section.

What after the Investment and Reconstruction Forum?

Mardan Ali Al-Azzawi

In a major economic event is almost the first of its kind in the presence of a large number of international companies and diplomatic bodies in the Forum for Investment and Reconstruction, which was organized in Baghdad recently, we wonder here was the map of investment opportunities presented in the Forum

The (1100) professional opportunity in technical and economic description is successful and meet the needs of ... local and sectoral? The use of technologies investment is almost the first choice for Iraq and all ministries, provinces, regions and sectors ... which must meet three main components is the acquisition, absorption and employment of modern technologies and investment of its services, and training and rehabilitation of human resources to produce innovations and inventions of goods and services to meet different needs, And the use of cash blocks and the capital needed to buy the financial elements to establish the investment project and the formation of economic cities and free zones.

It can be said that the issues of reconstruction and investment in Iraq require many partnerships of honest professional experts gathered with international experiences in Asia and Europe, with the Iraqi private sector, a unified knowledge and qualitative development, led by decision makers of the federal government with a vision of economic and service far.
The presence of international companies requires planning that shows the sectors of investment opportunities in the governorates on a sound basis, noting the priority of spatial, temporal, professional and technical integration within the national development plan (2018-2022) and the vision of 2030 on the importance of creating jobs for generations of unemployed youth and boosting investment contributions in the country's GDP Commodity imports, and non-oil exports. Update and development

Private sector partnerships with the government ... require government policies and procedures that are needed and organized for government leadership and guidance and on the basis of the modernization and development of private sector administrations and the implementation and development of the construction and formation of private and mixed stock companies.
We must stand at the rate of contributions of Iraqi private and mixed institutions and companies in the formation of the Iraqi social economy, the number of jobs and the creation of innovative research and research centers in the sectors of economy (agriculture, industry, trade and energy), services (housing, transport, communications, What are the indicators of their contribution to GDP in the
above plan and vision  ?
Provincial investment agencies prefer to be more serious in the preparation of the completion of the requirements of investment projects and provide the investor the necessary atmosphere to complete his vacation during a very short period of time, through activating the one window that has been disabled during the last period.
There are dozens of Islamic banks and private investment and government banks that accumulate large monetary blocks and does not know how to invest in the manufacture and composition of commodity flows through the financing of projects that meet the plans and vision of the government and meet the needs of society! The most important solutions and when investment is the most prominent solutions for economic advancement, it requires the creation of an appropriate environment and the policies and procedures of the government do so, and ensure investment credit for projects, and appropriate evaluation mechanisms, professional and transparent competition of investors, investment arbitration mechanisms, and the formation of investment fund from a variety of sources, And the opportunities for investment competition with regional countries, as well as the priority of updating the design uses and uses of land and the basic designs of cities on the basis of strategic and urban and economic to prevent and stop slums.

The professional and qualitative characterization of preliminary technical and economic feasibility studies for opportunities and projects should be complemented by national and international expertise houses.

Attracting investment

In most countries of the world, the "international exhibitions" have a great interest in being acquainted with the economic potential of the country and the best way to build a solid exchange of experiences and a picture of the progress of countries and facilitating the task of choosing the requirements for building the country.
As long as we are talking about a new phase of construction, reconstruction and real investment, we need a new international exhibition that reaches the levels of international exhibitions to be a station for cooperation and investment required.
This subject prompts us to talk about what has hit the Baghdad International Fair from the decline in everything due to the disappearance of productive life over the long time has come to meet the requirements of the new era for
several reasons  .
The site is not fit because of the crowds and crowds during the periods of preparation and presentation,
eight halls lack the modern technologies required by the days of offers, in addition to the weakness of services.
We believe that under the next phase, with the assumption of determining the economic approach to be adopted, which is supposed to be based on the constitution, a free economy or a market (named whatever you want), it is necessary to leave government departments to run such projects. Leaving implementation to the
 private sector .
In this case, it is necessary to allocate land space for a new international exhibition with international specifications and to offer it for investment by the private sector to be implemented, managed and operated.
Thus, most countries, even socialism, are treacherous to the management of the exhibitions or to their possession, but rather to
private investment  .
One of the requirements for the success of the new investment in Iraq is the availability of an international exhibition that is efficient in terms of specifications and high technology, to attract investors to display their products on one hand and to view the country's requirements of investment opportunities from the
other.
The exhibition will be an opportunity to transfer modern technology to Iraq and take advantage of the models that the companies always offer to the host country at the end of the exhibition. This proposal is ready for presentation to the next government which recognizes the importance of preparation and preparation of investment, construction and reconstruction requirements.
The next requires that we care about all the joints that are doing the national economy, especially international exhibitions that bring distance and shorten the time to the local authorities, where they come every new to be presented to the
public.

Is it possible to say that the Iraqi banking sector is occupying an appropriate area commensurate with its financial and economic capabilities in achieving development in the country, or is it still looking behind the curtain of what is being planned and developed without being able to move its arms to be an appropriate partner in this field? I think the answer to both questions will be yes and not at the same time !! .. But how can two answers stand on opposite sides that meet under one roof? And let us stand by answering the first question, which will be answered, yes, and these blessings are derived through clear evidence witnessed by the Iraqi arena and specifically in the capital Baghdad, which has become the scene of important developmental and urban activities behind the institutions of banking effective government and private, Project "Baghdad" Which is adopted by the Association of Iraqi private banks, which includes a group of banks active actors and in cooperation and coordination with the Central Bank of Iraq and other government banks, with the participation of civil society organizations, led by the great musician Naseer Shamma, and includes the initiative to develop and rehabilitate the main squares in Baghdad, It is hoped that these squares will be achieved with a vision of art and aesthetic, which means that we will be in front of a new page will give Baghdad a great artistic and architectural beauty and before the end of this year, and such a wonderful initiative confirms beyond doubt that other important steps and initiatives will be for It has a clear impact on the overall development map of the country and will encourage those who are afraid to go into development. It is certain that any development will remain lame and unable to overcome the obstacles that we face if we do not have an active banking sector, because the process of financing development projects is very important, especially in the presence of a public sector is facing many problems in the forefront of how to provide salaries and wages of employees in state institutions .. The experience of the draft "Baghdad" has proved that in the case of the availability of funding required with a sincere intention to work, projects progress towards completion in a manner consistent with the timing of time and quantity, so the duration of the completion of this project is 200 days began at the beginning of this The percentage of achievement has now reached More than 50%, and ends before the end without adding any time periods for the completion of the project, with a high rate of implementation in many large squares in both sides of Rusafa and Karkh
The most important of all is that we want to have an effective banking sector capable of changing the development paths clearly, and the features of such a role have begun to appear in the developmental horizon, through many Among the practices and events and serious steps may include the question of financial coverage and before the issue of the settlement of salaries of state employees and others, and such steps have pushed the institutions of Arab and international banks are considered prestigious and respect for our banking institutions, whether governmental or private, although many of these banking institutions stillIn addition to its role in the financing of development projects, in the sense that the work should be two tracks, the first track is the process of correction and development and automation of work and keep abreast of international banking systems in this field , And the second track.
