Sources in the «National Alliance»: the crisis between Baghdad and Erbil on the way to a solution

The formation of a committee of seven Arab and Kurdish personalities - Iran reopens two border crossings with Iraqi Kurdistan

The border crossing between Iran and the Kurdish region of Pervez Khan (Reuters)
Baghdad Sulaymaniyah: «Middle East»
Revealed a source familiar with the «National Alliance» Shiite on the possibility of reaching a solution to the crisis between Baghdad and the Kurdistan region in the «near-soon», especially after the flexibility shown by the parties to the crisis in recent times.
The source, who preferred not to be identified, told Asharq Al-Awsat that "the two sides are in the process of forming a committee of seven members, five of them from Baghdad and two Kurdish personalities, whose task is to review all the contentious issues between the parties."
The source pointed out that «the Committee will conduct a thorough examination of the political and economic files and issues of borders and airports, and I expect that its work will result in a solution soon to the crisis between Baghdad and Erbil».
This comes amid conflicting reports between Baghdad and Erbil about the latter's acceptance of the delivery of land ports, airports and customs to the federal government, a demand that Prime Minister Haider Abadi's government has insisted on accepting the territory as a condition for negotiations since the start of the referendum on independence in September.
At a time when a close associate of Abadi to the acceptance of the region to hand over border and customs management and airports to Baghdad, spokesman for the Kurdistan Regional Government, Sven Dzi, in press statements, but said that «talk is about managing jointly». "The total of what happened recently, along with the internal confusion and the salary crisis in the region, has led to a number of decisions, Recognize the international border with Turkey and Iran, and the formation of the High Commission to regulate the work of land ports, customs and airports ». He revealed that the Committee «has developed working papers in accordance with the Iraqi Constitution and the federal powers of the government, and is waiting for the delegation of the technical region».
Shammari pointed out the formation of a second committee to check the names of the education and health sectors in the government of the region and the distribution of salaries of water resources, in addition to inviting federal associates in the region to come to Baghdad and meet them, each according to his ministry.
Although the government of Abadi did not issue a statement confirming or denying what he wrote Ihsan al-Shammari, some press sources quoted the spokesman for the Kurdistan Regional Government, Sven Dzei, denied the region's approval to hand over border crossings to Baghdad, and that the talk is about "the management of the crossings jointly." But the website of the Kurdistan Regional Government quoted Dzii, yesterday, regarding the statements of Ihsan al-Shammari, saying that «the Kurdistan Regional Government welcomes any positive step in order to develop solutions to the outstanding problems between the Kurdistan region and the federal government on the basis of the Constitution». He referred to what he considered «indicators and steps» showed by Baghdad recently read the region «a kind of sincere intention», through the visit of a delegation from the Iraqi government in the Kurdistan region, and requested the formation of a joint committee for dialogue on border crossings, airports, and request lists of salaries of employees in the Ministries of Health And education in the Kurdistan region by the federal government in order to send their salaries.
In turn, did not rule out MP and spokesman for the Kurdistan Democratic Party, Renas Jano, the possibility of reaching Baghdad and Erbil to resolve the crisis soon, if the federal government showed some flexibility and moved away from «intransigence and the policy of imposing a fait accompli», saying in an interview with «Middle East» informed agreement Between Baghdad and Erbil on «the formation of a joint committee takes into account the interests of the parties and through this committee will take the problems way to the near solution». "The Kurdistan region expressed its desire to facilitate matters at all levels, including the delivery of border crossings, provided that this is done in a civil, not military." He acknowledged the existence of "another type of talk within the region, as it does not mind in principle the supervision of the federal government at the border crossings and airports, to be done through negotiation and not imposed by force.
Despite conflicting statements by officials in Baghdad and Erbil, most of the moves and indicators that have taken place in recent days indicate mutual flexibility that could lead to a near solution to the crisis.
On the other hand, Iran yesterday reopened the last two border crossings with Iraqi Kurdistan, closed in response to the independence referendum conducted by the region and rejected by Baghdad and neighboring countries, officials said.
The Iranian consulate in Erbil, capital of the autonomous region of Iraq since 1991, resume work on the perpetrators of Pervez Khan and Haj Omran as of «Tuesday». "The port was officially reopened at 9 am local time (0600 GMT) after receiving a notification from the Iranian authorities," Aram Saikhan, a spokesman for the Kurdish authorities in Pervez Khan, was quoted by Agence France-Presse as saying. With the reopening of border crossings, all border crossings between Iran and Iraqi Kurdistan are open after the resumption of work at the Pashmakh port on October 6.
Tehran announced on December 18 that it would reopen all border crossings with Iraqi Kurdistan without setting a specific date. The Kurds voted overwhelmingly for the independence of the region in a non-binding referendum in September, but the central government in Baghdad counted the referendum unconstitutional. Iran and Turkey also condemned the referendum for fear of provoking similar demands from Kurds on their territory.
After the referendum, Baghdad moved to isolate the region, and imposed a ban on international flights, while urged neighboring countries to sever relations with the region. Iraqi federal forces regained control of disputed areas controlled by the Kurds during the period following the attacks of a preacher in June 2014, Iraqi forces advanced and quickly took control of the oil fields and the largest military base in Kirkuk, and the Kurds withdrew from their positions without resistance.
The suspension of international flights is a blow to the economy of the region, which enjoyed economic stability and security at a time of chaos in the rest of Iraq. In the aftermath of the recent political crisis, the region is facing its worst economic crisis since it was founded, at a time when it has been in debt with the collapse of oil prices since 2014, triggering angry demonstrations in protest against corruption and deteriorating living conditions in several cities in the region.

 Baghdad Mawazine News

The Kurdistan Regional Government of Iraq said that the amount required for salaries for one month for the employees of the region is more than (850) billion dinars, stressing that we believe that sitting at the table and a serious dialogue, is the right way to develop solutions to all problems

"In the meantime, there are many domestic and foreign attempts to start dialogue and resolve the outstanding problems between the Kurdistan region and the federal government, and also after we have seen during the past week, some positive indicators of Before Baghdad and we felt a positive atmosphere to start the dialogue and the visit of a delegation of the Iraqi government to the Kurdistan region, once again spoke Prime Minister at his press conference in a language does not serve this atmosphere and positive trends and the presentation of a series of inaccurate information on a number of Issues related to the Kurdistan region. "

"We believe that sitting on the table and holding a serious dialogue is the right way to find solutions to all the problems, not the media statements that have lasted almost three months and have not found any practical benefit," he added.

"For the second time, Mr. Abadi deals with the production, sales and imports of oil in the Kurdistan Region and presents inaccurate figures."

He went on to say, "We must clarify in this regard that after the Iraqi government cut off the budget of the Kurdistan Region early in 2014, the Kurdistan Regional Government began exporting oil and since that date and to date, the Kurdistan Region's oil imports acted to secure the salaries of regional staff."

He also pointed out that "salaries were paid during the years 2014 and 2015 in the Kurdistan region of imports of oil sales and domestic imports without saving, and the years 2016 and 2017 After the forced violation of the system of saving salaries, was disbursed $ 12 trillion and 77 billion and 764 ) Million dinars for salaries and the total of these amounts were of these revenues.

He explained that Abbadi says that the Kurdistan region in October of 2017 has issued a daily (450) thousand barrels of oil, and everyone knows that after the events of 16/10/2017, the fields of Afana and Bay Hassan, which were producing a rate of (250) thousand barrels per day , Have become under the control of the Iraqi government and the North Oil Company and that the export has stopped since the date of these fields and since that date, the revenues of the Kurdistan region has decreased by half.

"After 16 October for the year 2017 until the end of the year, the total exports of oil in the Kurdistan region was (265) and (970) barrel and was not sold at the price of the Brent, and that the directions did not reach Trliony dinars, as claimed by Mr. Abbadi.

He pointed out that "the Ministry of Natural Resources of the Kurdistan Region since 2014 until the end of 2016 has presented the monthly report of the production and sale of oil revenues, and since the beginning of 2017, the global company (Deloitte) audit the process as a whole, and in a few days will publish the report for the first six months Of the year 2017, and figures published by the Iraqi Ministry of Oil and refers to the Prime Minister and did not pass the audits are the figures in question, because the membership of Iraq since 2016 to date has been suspended in the International Transparency Initiative (EITI) because of non-implementation of transparency standards in the field Oil ".

He stressed that "the amount required for the salaries of one month for employees of the Kurdistan region is more than (850) billion dinars, and after saving the total amount remains about (600) billion dinars for one month."

He went on to say, "With this, Mr. Abbadi says that the salaries of employees of the Kurdistan Region amounts to (300) billion dinars only and the revenues of Kurdistan Region oil for the last three months of 2017 b (544) billion Iraqi dinars and according to the price of the Brent! "We do not know what the sources of this information is incorrect to Mr. Abadi and how he can."

He refused to compare and compare the oil expenditure of the region with Iraqi oil. He said that comparison is incorrect and unfair. Mr. Abbadi valued 11 thousand Iraqi dinars because Mr. Abadi knows well that the oil contracts for the Kurdistan Region are partnership contracts in production, Where the life of their oil fields to the past decades.

"In addition, it is only in the draft bill of the Iraqi budget for the year 2018 has been allocated $ 28 trillion and (770) billion dinars as expenditures of the Iraqi Ministry of Oil and the financial dues of oil companies operating for the federal government, and there are no allocations for financial dues of oil companies operating In the Kurdistan Region, and forced the Kurdistan Regional Government to export (250) thousand barrels of oil per day. "

He pointed out that "in the Iraqi budget for the year 2018 has been allocated the amount of (334) billion dinars for the salaries of the Kurdistan region, not equal to half the amount required for salaries of the Kurdistan region with the application of the savings system, this proportion of the federal budget of Iraq for the year 2017 was equivalent to (497) "The reasons for this reduction are not known, while the number of employees is the same and there were no changes in their salaries and allowances."

He explained that "in conjunction with cutting the budget of the region in early 2014 stopped the Iraqi Oil Ministry to send oil products to the Kurdistan region, which is a constitutional rights under the proportion of the population has the right to benefit from where it needs (300) million liters of fuel, but the federal government has sent ( 30) million liters only, in addition to the non-receipt of farmers in the Kurdistan region for their financial dues from 2014 until 2017, which amounts to (733) billion Iraqi dinars.

With regard to the delivery of medicines, Dazi said, "Since 2015 until today, the Kurdistan region has not received 100% of his share never received and did not exceed the rate of 60%."

With regard to the salaries of certain directorates, such as dues, nationality and residence. "If we take the dams as a model, the number of its employees is only 429 employees and their salaries for one month are equal to (389) million dinars," he said.

This is what I’ve been waiting for. Abadi has been more then explicit that he wants to deal with the 3 parties of Kurdistan, not just Barzani. Abadi seems to be of the opine that Barzani does not represent Kurdistan properly! He wants to talk to the group as a whole. Who could blame him? So get the talking out of the way and give the Kurds their 17% that has been chiseled in stone Abadi..... and then hit that friggon BUTTON!!!!

Good morning yota an thanks for all the articles you post....

There is power in the purse an like I mentioned in a thread yesterday if Abadi stops ALL payments to everybody not just the Kurdistan thieves but the Baghdad crooks as well he will get folks attention an they will be glad to hold a parliament session. Money and Greed is the driving factor with these people an I think Abadi is reading the situation for his plan...
